The applicant has submitted an application in order to make various changes to the approved structures and hardscape (Revision, Case Number 10RVP-00000-00024). As part of the review process, staff is requesting CBAR to consider granting revised final approval of the latest version of the project. Fences, walls, gateposts and gates are to be included as part of the overall architectural review of the project. This project may proceed for: CONCEPTUAL PRELIMINARY FINAL REVISED FINAL APPROVAL by Central Board of Architectural Review BACKGROUND: The County s review of this project began more than eight years ago. In summary, the applicant, Bean Blossom LLC, applied for a residence and accessory structures on a 106.5-acre parcel in February 2002. The Board of Architectural Review granted final approval of the project in January 2004 and the Planning and Development Department (P&D) approved the Coastal Development Permit for the project in February 2004. The Gaviota Coast Conservancy appealed those decisions to the Planning Commission and the Board of Supervisors.

The applicant and the Gaviota Coast Conservancy reached consensus on a revised project in early 2006. The Board of Supervisors asked CBAR to render its advice on the revised project. CBAR discussed but did not take any formal action on the revised project on April 7, 2006. CBAR generally supported the revised project, which included a less visible building site and a one-story rather that two-story residence. The Board of Supervisors considered CBAR s advice and approved the revised project on August 18, 2006. The Board of Supervisor s action served as BAR final approval. In May 2009, the applicant applied for a building permit. Staff reviewed the plans submitted for the building permit and determined that they are somewhat different from the plans discussed by CBAR and approved by the Board of Supervisors. In part, the changes affect doors, windows, chimneys, rooflines and a few other aspects of the residence, cabana and hardscape. CHANGES TO PROJECT: Staff will present plans of the revised project (approved) and the latest version of the project (proposed) to CBAR on April 9, 2010. The applicant s architect will be present to explain the changes and answer any questions. The location and basic design of the residence and other structures have not changed. The proposed changes include, but are not limited to, the following: Change the location, size and shape of various windows and doors, Revise the roof and rooflines of select portions of the residence and guest house, Add and/or move the location of select chimneys, Expand the basement to include mechanical rooms and common areas of approximately 1,600 square feet, Change the orientation and size of the pool and adjoining hardscape, and Add a hammerhead turn-around to the motor court. The size of the residence would increase from approximately 8,761 square-feet to approximately 10,236 square feet largely because of the expanded basement. (Statistics are net floor area and do not include covered porches, patios and porticos.) The height and finish floor elevations would match or would be slightly lower than those of the revised project. Colors, building materials and grading estimates would not change. PLEASE SPECIFICALLY COMMENT ON: Your review should consist of the following: (1) consider whether the latest version of the project would materially conform to the approved project and (2) consider granting BAR revised final approval of the latest version of the project based on the findings in Section 35-184.6 of the Coastal Zoning Ordinance (Article II). 2

Staff may require the applicant to apply for a new Coastal Development Permit if the proposed changes do not materially conform to the approved project or if your board cannot make the findings required for BAR revised final approval.
