A total of.68± acre of upland buffer ipacts are proposed (.18± acre of upland buffer to W-12 and.5± acre of upland buffer to W-19). Once construction activities and grading in the buffer are coplete, this.68± acre of disturbed upland buffer ill be re-planted ith native species including slash pine, ax yrtle and sand cordgrass. The slash pine and ax yrtle ill be alternated and installed on staggered 1-foot centers in to ros. The onitoring events ill occur on an annual basis in AugustSepteber, ith an annual report provided to SFWMD on or before Deceber 31 of each of the three years of onitoring. The folloing inforation ill be recorded during each of the onitoring events: 1) The date, exact place and tie of sapling easureents. 2) The person responsible for perforing the sapling, easureents and analysis. 3) The analytical techniques or ethods used. 4) The result of such analyses including: a) Photographs of the itigation site; b) Status of nuisance and exotic species; c) Observed plant ortality; Application No.: 1486-6 Page 1 of 6 Exhibit 3

d) A description of any issues observed during the onitoring event and proposed solutions. Meandering transects ill used ithin each of the upland buffers to qualitatively assess the planted vegetation as ell as naturally recruited vegetation. n addition to the vegetative onitoring, ildlife observations ill also be recorded. Success Criteria The success criteria for the upland buffer plantings ill be et hen the buffers are vegetated ith 8% desirable species. Nuisance and exotic vegetation ill be aintained at 1% or less. Maintenance Maintenance activities ill be conducted ithin± the.68 acre of upland buffers on a quarterly basis to aintain nuisance and exotic vegetation at less than 1% coverage. Additional aintenance events ill be eployed as needed to aintain nuisance and exotic vegetation. Nuisance and exotic vegetation listed as Category and species in the Florida Exotic Pest Plant Council s (FEPPC) 213 ist of nvasive Plant Species ill be targeted during the aintenance events.
