INTRODUCTION Welcme t Apartment Living Illinis State University perates 40 apartments at, 209 N Fell, 211 N Fell, and 302 N Schl t accmmdate single graduate students and single undergraduate students wh graduated high schl at least tw years prir. University Husing Services strives t prvide residents with cmfrtable living quarters while maintaining ecnmical rental rates. This handbk has been prepared by the Apartment Living staff in rder t familiarize residents with the facilities and the services available. This handbk will als intrduce residents t the apartment regulatins that are t be bserved during the cntract perid. Please read this material carefully. It is an imprtant supplemental dcument t yur University Husing Services cntract. This infrmatin is prvided t help maintain a psitive cmmunity envirnment. The cntents are intended t prmte residents' participatin and assistance in keeping perating csts, and cnsequently apartment rates, as lw as pssible. Please direct all husing related inquiries t the Cmmunity Aides (CAs), Apartment Crdinatr, r t the University Husing Services central ffice. CAs and Apartment Crdinatr psitins Three Cmmunity Aides (CAs) and the Apartment Crdinatr serve as liaisns between the Central Office Staff f UHS and the residents. The CAs and Apartment Crdinatr infrm residents f majr issues, plicies, and prcedures and act as resurces fr residents. Cmplaints and maintenance cncerns may be directed t the CAs r Apartment Crdinatr. Check-ins, publicatin f the mnthly newspaper, and supprt fr prgramming activities are all encmpassed in the CA and Apartment Crdinatr psitins. These staff members, alng with ther University Husing Services staff members participate in an n-call rtatin t ensure that if yu have an urgent cncern yu may receive assistance. Yu may call (309)438-9267 at any time 24 hurs a day/7 days a week t reprt a cncern. This is nt intended t take the place f 911 r the Illinis State Plice Department (309) 438-8631. Tp II. FINANCIAL TERMS AND CONDITIONS 1. Payment Perid and Cnditins A. Apartment charges (including damages) are added t each student s University accunt. Payments may be made in full r in 4 installments per semester. Payments are made n a specified due date accrding t the Cashier's Office unless therwise specified n a billing issued under the University's Centralized Accunts Receivable System. The payment may be made in persn, thrugh Campus Mail, r thrugh U.S. Mail t Student Accunts ffice. D nt send cash by mail. The resident's name, university ID number, and apartment address must be n the face f the remittance. B. Students receiving schlarships, grants, r lans are t use thse funds t pay in full their utstanding debts, charges, r penalties with the University. Refunds riginating frm verpaid University accunts will be applied t the resident's accunt. C. If balance due is nt paid by the due date, residents may be blcked frm future class registratin. Recrds and transcripts may be placed in a "hld" status fr delinquent accunts. Failure t pay charges as indicated abve may result in the terminatin f yur University Husing Services cntract. Appeals f any charges, cancellatin fees, repair charges, cleaning charges, r ther assessments must be

Tp received, in writing, by University Husing Services within 30 days frm the date f written ntificatin that such charges have been assessed. 2. Repair and/r Cleaning Charges A. Residents are respnsible fr any damage t the apartment during ccupancy. Nrmal wear and tear is expected. B. New residents make an inspectin f the apartment and review a check-in sheet with a CA at the time keys are received. C. The University will inspect each apartment when it is vacated and will cmplete repairs and cleaning, if any is required. Repairs and/r cleaning charges abve nrmal wear and tear will be billed t all the residents wh lived in that apartment during the specified billing perid. Cleaning and repair charges will becme part f the University accunt; nnpayment f such charges will be handled via the University's Centralized Accunts Receivable System. The University may cancel the cntract and may refuse new registratin t the student until University husing charges are paid. D. Yu may appeal any charges in writing t University Husing Services, Campus Bx 2600, Nrmal, IL 61761, Attn: Apartment Appeal. 3. Cnditins under which the University has the right t cancel the husing cntract A. Failure t make payments as utlined in the University Husing Services Terms and Cnditins. 4. Vacating III. GENERAL POLICIES 1. Regulatins B. University dismissal f the resident. C. Withdrawal frm the University by the resident. D. Failure t abide by the regulatin cncerning husing f pets in the Illinis State University Apartment Living Cmplex. E. Cntract will terminate in June f each year if it is nt renewed. B. Cancellatin requests are due by the dates utlined in sectin F. f the University Husing Services Terms and Cnditins. ALL RESIDENTS ARE SUBJECT TO THE REGULATIONS AS OUTLINED IN THE UNIVERSITY HOUSING SERVICES TERMS AND CONDITIONS, THE UNIVERSITY HANDBOOK, ALL PROVISIONS AND POLICIES OF UNIVERSITY HOUSING SERVICES, ALL UNIVERSITY REGULATIONS, AND ALL STATE, FEDERAL, AND LOCAL LAWS. 2. Eligibility Requirements Pririty fr assigning a space in University husing is given t full-time degree-seeking students. Full-time is defined as 12 r mre credit hurs fr undergraduates and 9 r mre credit hurs fr graduates. Part-time is defined as less than 12 credit hurs fr undergraduates and less than 9 credit hurs fr graduates. The University may deny a cntract t r cancel a part-time student s University Husing Cntract at its discretin. Students assuming part-time status after they have ccupied their space must submit a written request t cntinue their University Husing Cntract. If the University cancels a student s cntract due t change in status, the student is still respnsible fr all cancellatin charges pursuant t the cntract; the charges will be assessed n the same basis as if s/he had withdrawn frm the University as f the date f the cancellatin. University Husing Services reserves the right t deny r cancel a University Husing applicatin-cntract t students whse past r current behavir and/r criminal cnvictin indicates a pssible risk t the safety,

health, r life f any persn, and/r t the safety f public r private prperty, and/r disruptin t the University husing cmmunity r living-learning envirnment. If a decisin t deny University husing is made prir t the first day f the cntract perid, the student will be financially respnsible fr the nnrefundable applicatin fee. If a decisin is made n r after the first day f the cntract perid, the student will be respnsible fr daily prrated rm charges thrugh the date he/she vacates University husing, any charges fr damage t the rm r apartment, and the applicatin fee. 3. Alchl Plicy The pssessin and cnsumptin f alchlic beverages by residents and their guests wh are 21 years f age r lder is permitted within the cnfines f the individual resident's apartment. The use f alchlic beverages n University premises shall be cnsidered a privilege and may be allwed nly if cnsistent with State laws and University plicies. See the Student Handbk fr additinal infrmatin. 4. Pets Pets, with the exceptin f fish, are nt t be in vehicles r anywhere n the grunds f the cmplex at any time (except fr service animals necessary as apprved by the Office f Disability Cncerns). This includes pets wned by residents r residents guests. Ttal capacity f all aquariums in an apartment is limited t 20 gallns. 5. Guest Visitatin Visits f guests are limited t a ne-week stay. Exceptins may be granted upn appeal t the Apartment Crdinatr if special circumstances exist. Residents are respnsible fr the behavir f their guests at all times. 6. Subleasing Guidelines Subleasing is nt allwed under any circumstances in University Husing Apartments. 7. Entry Plicy The University may enter the premises fr the purpse f determining general cleanliness, t treat fr pest exterminatin, t make repairs, t decrate r remdel, and t enfrce general University rules and regulatins. 8. Assignment Plicy A. Apartments are assigned accrding t the date the depsit was received by University Husing Services. B. The University reserves the right t assign apartments, t authrize r deny apartment and apartmentmate changes, t cnslidate single student vacancies, and t require residents t mve frm ne apartment t anther. 9. Restrictin f Business Practice r Advertisement in Illinis State Apartment Living A. Unauthrized selling and sliciting in the cmplex is prhibited. If such activity ccurs, call the ON DUTY CA r the Illinis State University Plice, 438-8631. B. Any advertisement f cmmercial items must be apprved by University Husing Services. C. Residents may nt carry n any rganized business fr remunerative purpses frm the apartments. 10. Waterbeds Waterbeds are nt allwed in the Fell r Schl Street cmplexes. 11. Decratin Plicy A. Residents may nt decrate utside f their apartments. This includes the exterir f the apartment frnt dr. B. Natural decratins such as crnstalks, hay, straw, etc., shall nt be used in University-wned apartments. C. Natural Christmas trees are permitted, prvided they are purchased fresh, placed in water-cntaining hlders, and placed away frm radiatrs, televisins, and ther surces f heat. D. Only miniature energy efficient lights, UL (Underwriters Labratry) r FM (Factry Mutual) apprved, shall be used in any decratins.

E. All lighted decratins shall be unplugged when leaving fr vernight r lnger perids f time. F. N candles r pen flame devices shall be used in any decratins. G. Pwer crds cannt run between the dr and dr frame, where they may be pinched r cause ther hazards; run the crd under the dr. D nt run pwer crds under rugs r carpeting. H. N decratins may be placed s as t bstruct the exiting path fr the apartment r fr ther apartments. I. University Husing Services and the Illinis State University Office f Envirnmental Health and Safety shall have the final authrity as t what material may be used in decratins, shuld questins arise. J. Decratins in vilatin f University plicy must be remved immediately, at the directin f the Envirnmental Health and Safety Office r University Husing Services. 12. Balcnies, Hallways, Breezeways, Windws and Drs. Awnings r ther prjectins may nt be attached t the utside walls, ver balcnies, windws, hallways, breezeways and/r entrance drs, nr may these areas be used fr shaking dust mps, beating rugs, drying laundry, painting, r anything that will stain the fundatin and/r surface f the area r draping any articles. Cigarettes, trash r ther material(s) may nt be left n r thrwn frm any balcny, hallway, breezeway, windw, parking area r drway. Balcnies and patis may nt be used fr strage f any interir furnishings. Balcnies and patis must be kept in a clean and safe cnditin at all times. N sign, banner r ther fixture, including fil and/r film f any kind, may be hung in any windw r n any dr in a manner that may be visible frm the exterir f the building. N external antennas, cltheslines, signs, banners, flags and/r satellite dish may be erected n any balcny r building exterir. Only thse windw cverings supplied by Owner may be allwed t be seen frm utside the building. Vilatins f this plicy may be crrected by University Husing Services (including cleanup and dispsal f materials) at the residents expense. Damage t shared r cmmn areas, including balcnies, adjacent hallways, windws and drs, will be repaired at the jint and at the expense f the residents f the applicable apartment(s). 13. Guidelines fr Outdr Grills A. Grills may nt be perated inside any University apartment. B. Grills must be at least six feet frm the building when in use r ht. C. Grills may nt be perated n balcnies, prches, r landings. D. Charcal lighter fluid may nt be stred utside any University apartment. E. Gasline may nt be used t light charcal fires. F. Charcal grill cals must be cld befre dispsal and must be dumped int a suitable garbage dispsal cntainer. G. Charcal grill cals, whether ht r cld, may nt be dumped nt the grund. The wner f the grill is respnsible fr the grill's peratin whenever it is in use r ht. H. Small grills may be stred utside a resident's dr; large grills must be stred at the end f the building. I. Residents are expected t fllw all lcal rdinances regarding building cking fires. 14. Smke-free Buildings A. Whenever residents r visiting guests wish t smke, they will be required t refrain frm smking while inside the apartment r within 15 feet f the building B. Any persn wishing t smke will be required t d s utside f an apartment and 15 feet away frm the building. C. University Husing Services may charge vilatrs f this plicy with csts assciated with cleaning and re-painting apartments t eliminate smke dr. 15. Public Area Psting Plicy A. All items must be apprved by the Apartment Crdinatr. B. All material is dated and initialed by a UHS staff persn befre it is placed n the bard.

A. Tp C. Materials are remved tw weeks after psting unless the resident requests an extensin. In case f an extensin, all material is re-dated by the Apartment Crdinatr r Cmmunity Aide. D. Residents cannt perate a business frm their apartments; therefre n advertisement f any such business can be psted n the bards. E. N materials prmting r displaying any alchl, alchl manufacturer, r substance abuse prduct may be psted any time. F. Nthing, including banners and signs, may be attached t the exterir f Cmplex buildings IV. MAINTENANCE INFORMATION 1. Identifying Maintenance Cncerns A. In apartments, identifying maintenance requests is the respnsibility f the whle cmmunity including Cmmunity Aides, Prfessinal Staff, Apartment Living Central Staff, the residents, and Facilities staff. The majr purpse f maintaining an attractive and well-maintained envirnment is fr the benefit f the ccupants living in the Cmplex. It shuld be the gal f everyne t share the respnsibility f taking care f the Cmplex living envirnment. 2. Maintenance Repair Service 3. Keys A. All requests fr ROUTINE repairs and maintenance are t be submitted via the nline wrk rder system. B. T request EMERGENCY service, please call 309-438-8611 r 309-438-9267 (after hurs). C. Emergency maintenance requests include but are nt limited t: brken pipes, clgged sinks, verflwing tilets and bathtubs, fires, nxius drs, electrical service interruptin, and all items which threaten the life, health and safety f the apartment residents. Each resident will receive a key that pens the main building entrance as well as the frnt dr f the apartment. Residents will als receive a key t his/her assigned bedrm. There will be 1 mailbx key issued t each apartment.. Whenever an individual reprts that an assigned apartment key is nt in his/her pssessin, the Apartment Living staff must request a cre change. This means that if a resident s key is temprarily nt in that individual's pssessin, the Apartment Living staff must assume that the resident is n lnger in cntrl f that key and a cre change will be requested. A regular cre change shall be made unless the resident requests an "emergency" cre change t be cmpleted after the end f the nrmal wrking day r n weekends. A regular cre change ($30.00) will result in a cre change during nrmal wrking hurs by the end f the next wrking day. "Emergency" cre changes will result in a charge f $60.00 t the resident. Once a cre change request has been reprted t Facilities Management, it will nt be cancelled, regardless f whether the resident subsequently lcates his/her apartment key. Cntact the Apartment Living staff at 309-438-9267 t request a cre change. If the mailbx key is lst, a lcal lcksmith will be cntacted t replace the lck and key. In this instance, the resident(s) will be billed the rate f the lcal lcksmith. 4. Insect Exterminatin A. The Pest Cntrl Technician will be in the buildings nce a mnth t treat each apartment. Residents will be ntified f the pest cntrl treatment schedule. (Dates may vary withut prir ntice.) B. If raches/bugs (see C belw fr ants r spiders) have been seen, please prepare yur apartment fr treatment, n yur regular service date, accrding t the fllwing guidelines: Rm Seen Preparatin Kitchen Remve everything frm all cabinets, drawers, pantry, and clsets (including items n shelves and flr). Living Remve everything frm the clsets.

Rm Bathrm Remve everything frm the cabinet and frm under the sink area. Bedrm Remve everything frm the clsets and drawers. Hallway Remve everything frm the hall clsets. C. If ants/spiders have been seen, please remve everything frm immediate area nly. It is nt necessary t remve everything frm clsets, cabinets, drawers, pantries, etc. IF YOU WISH TO CLEAN, PLEASE DO SO BEFORE TREATMENT. Place a nte n the frnt dr fr the Pest Cntrl Technician t indicate where the raches/bugs have been seen. Allw three weeks fr the treatment t wrk. If raches/bugs are seen after three weeks, repeat the abve prcedures n the regular service date fllwing that mnth. If yu have any questins abut the abve r if yu need t have yur apartment treated between mnthly services, please cntact the Apartment Living Staff at 309-438-8611 during nrmal business hurs. If yu have allergies r anther cnditin that will prevent yur apartment frm being treated fr pest cntrl, please cntact the Office f Disability Cncerns at 309-438-5853. 5. Drains A. If a bathtub r sink drain becmes sluggish r clgged, yu may attempt t unclg the drain using a plunger. DO NOT USE ANY CHEMICAL DRAIN SOLVENTS. If the plunger des nt free the drain, submit a wrk rder r cntact the Apartment Living Staff. If emergency service is needed, see the Maintenance Repair sectin f this handbk. An alteratin t an apartment can be made nly after written apprval is btained frm the University Husing Services Apartment Living Staff. B. If the resident alters the apartment, withut prir written apprval, it will be cnsidered damage. The resident will bear the cst f returning it t its riginal cnditin. C. Any material added/attached t the apartment, interir r exterir, withut written University apprval will be cnsidered an alteratin and treated accrdingly. D. Hanging pictures des nt cnstitute an alteratin. 7. Halgen Lamps The use f halgen lamps is nt allwed. Halgen bulbs get very ht and can ignite material that cmes clse t r tuches the bulb. Anther cncern is the excessive amunt f electricity each bulb uses. 8. Prratin Financial charges relating t the damage r theft f University prperty in the apartment cmplex are billed t the specific resident whenever such individuals can be identified. When damage t r theft f University prperty in public areas f the apartment cmplex cannt be assigned t specific individuals, the charges fr such damages r theft are divided equally (prrated) amngst the specific building that the damage is present; r t all residents when damage is in cmmn areas t all (i.e. hallway r stairwell). V. FIRE PROTECTION AND PROCEDURES

Tp 1. Fire Prcedures A. If the smke detectr activates in yur apartment: Check the apartment fr smke r actual fire. Shuld n smke r fire be present, call the Husing Office at (309) 438-8611 during business hurs r the Vrman Frnt Desk at (309) 438-9267 if it is utside f business hurs. If there is an actual fire, r if smke is present, evacuate all apartment ccupants t the utside area. Mve a safe distance away frm the building (acrss the street) t allw access t emergency persnnel. In case f an actual fire, warn the neighbring apartments that are alng yur path f evacuatin. Frm the nearest available phne, dial 911. State yur name, apartment cmplex, apartment number, and that the smke detectr is sunding in yur apartment. Cntact staff at 309-438-9267. Be available t the Fire Department t direct them t yur apartment r answer any questins. D NOT attempt t extinguish the fire. All ccupants shuld remain utside the building until the Fire Department and University Staff determine that it is safe t re-enter the building. J. If yu hear a smke detectr alarm cming frm anther apartment: Shuld the smke detectr sund in a vacant (unccupied) apartment, dial 911. State yur name, apartment cmplex, and apartment number where the smke detectr is sunding. If the smke detectr is sunding in an ccupied apartment, check the apartment by banging n the dr r walls, by yelling, etc. t determine whether the ccupants are hme r have evacuated the apartment. Then find the clsest phne and dial 911. State yur name, apartment cmplex and the apartment number, and where the fire alarm is sunding. Evacuate the building, warning the neighbring apartments that are alng yur path f evacuatin. Mve a safe distance away (acrss the street r drive), s yu will nt be in the way f the Fire Department. There is n visitr permit fr the Fell Ave and Schl St. apartments. It is the respnsibility f the Resident t renew all parking permits. Vehicles may nt park in the ISU Apartment lts unless a current permit is prperly displayed. C. Parking and driving n the lawns is prhibited. 3. Mail Service U.S. mailbxes are available fr each apartment. T ensure prmpt mail delivery, please put yur name, as well as yur rmmate's name, n the inside f yur mailbx. N ne ther than the ccupants listed n the husing cntract may receive mail at the apartment address. 4. Utility Services A. If freezing temperatures ccur utside and thermstats are set t temperatures lwer than 65 F, water in the building s pipe culd freeze, which culd in turn cause the pipes t burst, pssibly causing damage t the facilities and persnal prperty.
