The applicants who intend to apply for more than one type of valuer, have to apply for each type using separate application form along with separate Pay Order / Demand Draft and submit in independent covers super scribing on the envelope the type of work applied for. 3) Bank is free to do grading / classification of the valuers under different work value ranges i.e. if an applicant submits an application for empanelment in higher category say A and not considered by the Bank for empanelment in A category due to any reason, the Bank may consider the application in lower category say B, if the applicant fulfills the eligibility criteria to the entire satisfaction of the Bank and agree to the same. Applicant empanelled in higher category shall be eligible for the works in the lower category. 4) The application must be submitted strictly in the Bank s prescribed form without editing the text whatsoever. Any violation of this condition shall render the application invalid. Blank prescribed form is available at all Bank of India branches under Ludhiana Zone Forms can also be downloaded from Bank s web-site. Advertisement Notice Page 2 of 8 5) SCOPE OF WORK, QUALIFICATION CRITERIA FOR VALUERS: (Please read carefully before intending to fill the application form) a) Purpose of work: Valuation is to ascertain the value of the property / asset for: the purpose of ascertaining the value of the property offered as security. the purpose of periodically ascertaining the value of the property that has been mortgaged, whether it is increasing or decreasing over the mortgage period. the purpose of realizing the value of non-performing assets ( NPAs ) and the purpose of resumption of properties in cases of default. b) Basic conditions required to be fulfilled by the valuers: i) The valuer is a citizen of India. ii) The valuer has not been removed / dismissed from valuation related service (previous employment) earlier. iii) The valuer has not been convicted of any offence and sentenced to a term of imprisonment. iv) The valuer has not been found guilty of misconduct in professional capacity. v) The valuer is not an undischarged insolvent. vi) The valuer has not been convicted of an offence connected with any proceeding under the Income Tax Act 1961, Wealth Tax Act 1957 or Gift Tax Act 1958. vii) The valuer possesses a PAN Card number / Service Tax number as applicable (Service Tax No. is a must for Category "A" Valuer). c) Age requirement: The minimum age shall be 25 years. No maximum age limit. d) Membership of professional bodies: It shall be necessary that every valuer empanelled with Bank be a member in good standing of any one of the under mentioned associations namely: Institution of Valuers (IOV) Institution of Surveyors (Valuation Branch) (IOS) Institution of Government Approved Valuers (IGAV) Practicing Valuers Association of India (PVAI) The Indian Institution of Valuers (IIV) Institution of Estate Managers and Appraisers (I. Esma) Centre for Valuation Studies, Research and Training (CVSRT) Royal Institution of Chartered Surveyors, India Chapter (RIGS) American Society of Appraisers (ASA), USA Appraisal Institute (Al), USA e) Educational qualifications and previous work experience: i) For valuation of Land & Building / Real Estate Sr. Educational No. Qualifications 1. Bachelor's degree in Civil Engineering / Architecture / Town Planning or equivalent. Work Experience 5 years' work experience in the field of valuation of real estate after completion of the degree or equivalent. Remarks (a) For applicants below the age of 60: Applicants with these qualifications who have not attained the age of 60 years as on 01.04.2016 will also have to pass an examination for a duration of one semester in the subjects which are vital for valuation of real estate and not covered in course curriculum of civil engineering, architecture and town planning from recognized universities / the institution conducting the examination in valuation of real estate which are recognized by the Govt. of India for recruitment to superior services or posts on or before 31.03.2018. (b) For applicants attained the age of 60 and above: applicants with these qualifications who have attained the age of 60 years and above as on 01.04.2016 will also have to undergo two week training in the subjects which are vital for valuation of real estate and not covered in course curriculum of civil engineering, architecture and town planning from recognized universities/ the institution

2. Diploma in Civil Engineering / Architecture. 3. Pass in examination in valuation of real estate recognized by the Govt. of India for recruitment to superior services or posts conducted by any institution. 4. Master's degree in Valuation of real estate awarded by a recognized University in India 5. The Diploma Holders in Civil Engineering / Architecture will be eligible for empanelment to undertake valuations with value up to Rs. 1.00 Crore only. ii) For Valuation of Plant and Machinery Sr. Educational No. Qualifications 1. Bachelor's degree in Mechanical, Electrical, Chemical, Production, Computer Engineering. Work Experience 5 years' work experience in the field of valuation of plant & machinery after completion of the degree or equivalent. Remarks -- -- (a) For applicants below the age of 60: Graduate in mechanical, electrical, production, industrial, computer, mining, chemical, textile, electronics etc. engineering, from a recognized university with 5 years' experience in valuation of plant & machinery. The applicants with these qualifications who have not attained the age of 60 years as on 1.4.2016 will have to pass an examination for a duration of one semester in the subjects which are vital for valuation of plant & machinery and not covered in course curriculum of above examinations from recognized universities or the institution conducting the examination in valuation of plant & machinery which are recognized by the Govt. of India for recruitment to superior services or posts on or before 31.03.2018. (b) For applicants attained the age of 60 and above: Graduate in mechanical, electrical, production, industrial, computer, mining, chemical, textile, electronics etc. engineering,

The Diploma Holders in Mechanical / Electrical / Production / Chemical Engineering will be eligible for empanelment to undertake valuations with value up to Rs. 1.00 Crore only. iii) For Valuation of Agricultural Land (Other Than Plantations): Under the Wealth Tax Rule 8A (3) sub-rule (4) a valuer of agricultural lands (other than plantations) shall have the following qualifications: 1. He must be a graduate in agricultural science of a recognized university and must have worked as a farm valuer for a period of not less than five years; and 2. he must be a person formerly employed in a post under Government as Collector, Deputy Collector, Settlement Officer, Land Valuation Officer, Superintendent of Land Records, Agricultural Officer, Registrar under the Registration Act, 1908 (16 of 1908), or any other officer of equivalent rank performing similar functions and must have retired or resigned from such employment after having rendered service in any one or more of the posts aforesaid for an aggregate period of not less than five years. iv) For Valuation of Agricultural Land (Plantations): A valuer of coffee plantation, tea plantation, rubber plantation, cardamom plantation or, as the case may be, shall have the following qualifications: 1. He or She must have, for a period of not less than five years, owned, or acted as manager of a coffee, tea, rubber or, as the case may be, plantation having an area under plantation of not less than four hectares in the case of a cardamom plantation or forty hectares in the case of any other plantation; or 2. He or She must be a person formerly employed in a post under Government as a Collector, Deputy Collector, Settlement Officer, Land Valuation Officer, Superintendent of Land Records, Agricultural Officer, Registrar under the Registration Act, 1908 (16 of 1908), or any other officer of equivalent rank performing similar functions and must have retired or resigned from such employment after having rendered service in any one or more of the posts aforesaid for an aggregate period of not less than five years, out of which not less than three years must have been in areas, wherein coffee, tea, rubber or, as the case may be, cardamom is extensively grown. v) For Valuation of Stock (Inventory) and Shares: Under the Wealth Tax Rule 8A (7) a valuer of stock and trade (inventory), shares shall have the following qualifications: 1. He or she must be a member of the Institute of Chartered Accountants of India or the Institute of Cost and Works Accountants of India [or the Institute of Company Secretary of India]; and 2. He or she must have been practicing as Chartered Accountant or a Cost and Works Accountants or a Company Secretary for a period of not less than ten years and his/her gross --

Advertisement Notice Page 5 of 8 receipts from such practice should not be less than fifty thousand rupees in any three of the five preceding years. f) Valuers need to furnish proof of experience. Any one of the following may be accepted as proof of experience: i) Letter of empanelment by any Bank / Fl. ii) Letter of empanelment by any Court of India. iii) Registration Certificate under Wealth Tax Act, 1957. iv) Letter of appointment as valuation consultant by Government of India / any State Government / any Municipality / any Municipal Corporation. v) Letter of appointment as valuer employee by Government of India / any State Government / any Municipality / any Municipal Corporation. vi) Letter of appointment as a valuer employee by any Limited Company engaged in the business of valuation. vii) Letter of appointment as a valuation consultant by any Limited Company. viii) Letter of appointment as a valuer employee by any partnership / proprietorship / private limited Company engaged in the business of valuation for the last five years. Important Notes: Evidence of previous experience needs to be provided to the Bank. In case of companies / partnership firms undertaking valuations, the qualification and experience shall apply to the lead valuers of the company / all partners of the partnership firm. The experience of the valuer shall be calculated from the date of his first empanelment with any Bank / Financial Institution / High Court or registration under Wealth Tax Act, 1957. Only relevant empanelment letters / satisfactory client certificates of which details are mentioned in application form, should be enclosed. g) Registration under Wealth Tax Act: Registration with the central / state governments is desirable but not compulsory. However, it may be noted that for undertaking valuations under the SARFAESI Act, valuation has to be obtained from Registered Valuer under the Wealth Tax Act (Sections 34 AA to 34 AE). h) References: Valuers need to submit at least 3 reference letters and it is required to verify the quality of services provided by the valuer in the previous instances before empanelling the valuers on our Bank's panel. The referees shall be either (i) bank managers where previously the valuer had done valuations or (ii) companies for whom the valuer had previously done valuations. The reference letter of the Bank / Financial Institution / Company / any other company where valuations have been done, shall be duly signed by a senior level manager / officer. Original client certificates duly signed by concerned officer of the organizations, in prescribed format should be submitted. i) Compliance with Standards and Procedures: All valuers empanelled with the Bank shall comply and abide by all the relevant standards and procedures laid down in this document and code of conduct as per Annexure III. j) Independence and Objectivity: All valuers empanelled by the Bank shall act with independence, integrity and objectivity. They shall undertake all valuation works with an independent mind and shall not come under any influence of anybody. The empanelled valuer shall also not be related to any of the personnel in the Bank in the department / division dealing with valuation work directly. k) Continuing Education: All valuers shall constantly update their knowledge base by actively participating in various continuing education programmes including seminars, conferences, workshops, training programmes, capacity building programmes, etc. Please note importantly: Membership / registration should remain valid during the empanelment period. It was experienced that applicants usually submits bunch of irrelevant papers which consumes time and delayed the process of empanelment, hence it is advisable that only relevant documents as mentioned above should be submitted, failing which, the relevant information will not be considered. 6) GENERAL RULES INSTRUCTIONS, TERMS & CONDITIONS: (Please read carefully before intending to fill the application form) 6.1) The applicant should be ready to execute the work anywhere in Punjab State and should have a proper office structure in or around Ludhiana or in districts of Punjab State.

The applicants should enclose relevant documents with the application in support of the information furnished. No correspondence will be entertained by the Bank later on in this regard. 6.11) Applicant not to exploit the enlistment of Bank s approved panel for enhancing own business. 6.12) The application of the agencies blacklisted / de-paneled in past and whose past performance was found unsatisfactory in the projects entrusted to them by the Bank, will not be considered for empanelment. The decision of the Bank in this regard is final and binding. 6.13) The Bank reserves the right to verify the particulars furnished by the applicant independently. The Bank s representatives may visit the applicant s offices, disclose his name to others in the course of business and contact his past clients for verification of information given by the applicant. The applicant will be required to give them assistance for such verification. No costs incurred by the applicant in applying, in providing necessary clarifications or attending discussions, conferences or site visits will be reimbursed by the Bank. 6.14) The evaluation will be based on the experience, reputation, empanelment with other Banks, PSUs, Govt. institutions, manpower & logistical support of the applicant, their financial capabilities, quality consciousness, etc and if found necessary may also include inspecting the works undertaken by them for which, necessary co-ordination shall be made by them. Based on the details furnished and inspection of works, eligibility criteria, the applicants will be empanelled. Decision of the Bank regarding selection / rejection for empanelment will be final and binding and no further correspondence will be entertained. 6.15) The empanelment is for undertaking the works in the branches, offices and residential premises of the Bank. Valuers who are presently empanelled in our Branches / Zone, are also required to submit their application afresh for new empanelment in response to this advertisement as all the existing empanelments will be treated as cancelled once the new panel is approved. 6.16) Bank may opt to award the work to any of empanelled applicant, depending on the exigencies of the work nature or magnitude of the work. The empanelment of an applicant with Bank shall only entitle them to be considered for award of work. The awarding of work is at the sole

No costs incurred in providing necessary clarifications or attending discussions, conferences or site visits will be reimbursed by the Bank. 6.19) Valuation report to be addressed to the branch / office should be in standard format of the Bank. 6.20) Valuer will have to provide full details of the basis of valuation done in the report and required to clearly specify whether the assets is in actual possession of the borrower and no one else has any interest in the said property. 6.21) Valuer will be responsible / accountable for the findings / suggestions / implications in respect of the valuation report submitted. It is to be certify in valuation reports that property has been physically verified and also boundaries of the property have been verified by valuer. Any concealment of facts and figures in the report that would jeopardize the interest of the Bank, will result in our taking any appropriate action deemed fit. 6.22) Applicant will maintain absolute honesty, security, safety, secrecy and confidentiality of the assignments given to you by the Bank and will not divulge any information to others / applicant in detriment to the interest of the Bank. 6.23) Valuer will refrain from carrying out any financial transaction with the Bank s borrower / prospective borrowers on whom the assignment is given to valuer. 6.24) Any misconduct in professional capacity will render the empanelment cancelled as also liable for the loss suffered by the Bank due to any act or omission. If it will observed that assets are valued beyond its realistic value; the Bank will be at liberty to initiate appropriate action against the applicant. At any point of time if it is observed that work executed / report submitted by valuer do not meet the Bank s standards, Bank will be at liberty to remove the name from approved list / blacklisting of firm. Further, in such cases as and when detected, the Bank may report the same to self-regulatory bodies like Institute of Architects / Valuers, Institute of Engineers, Council of Architecture, IBA, RBI etc. for taking appropriate action, as it deems fit. 6.25) The charges / fees of the valuers should be reasonable and in line with the general market trend. The valuer should indicate the charges / fees and other conditions, if any for each of the services offered separately. (It is clarified here that the charges / fees if indicated by the valuer at the time of applying for empanelment will only serve as a reference. The actual fees will have to be negotiated, in consultation with the concerned borrower wherever considered necessary, as and when any specific assignment is given by the Bank, subject to maximum in terms of laid down charges by Bank). 6.26) The applicant should intimate change of address to the Bank. Failure to do so may result in removal of their name from the empanelled list. 6.27) Any change in constitution of applicant without prior approval of the Bank will render the applicant to be removed from the panel. In case of conversion of an agency into two or more, fresh empanelment is essential. 7) The empanelment shall be valid up to 31.03.2018 and can be reviewed in between any time at the discretion of the Bank.
