MINUTES: Brady moved, seconded by Erickson-Lohnas and carried by a vote of 4 to 0 (Miller- Fisher absent) to approve the Minutes of October 26, 2007, as revised. IV. CONSENT AGENDA: C-1. 7BAR-00000-00250 ERN Façade Upgrade Los Alamos 07LUP-00000-00670 (Jeanne Bozzano, Planner) Jurisdiction: Commercial Request of B & T Service Station Contractors, agent for the owner, Bruce Sayahan, to consider Case No. 07BAR-00000-00250 for preliminary/final approval on consent of the upgrade to the existing façade (exterior painting). The following structures currently exist on the parcel: service station of approximately 2,100 square feet. The proposed project will not require grading. The property is a 16,500 square foot parcel zoned C-2 and shown as Assessor s Parcel

CBAR MEMBERS INFORMATIONAL BRIEFINGS: Jeanne Bozzano made a presentation to the CBAR regarding the process in which the Shaw project, 07BAR-00000-00187, shown as Assessor s Parcel Number 083-180-005, located at 8669 Santa Rosa Road in the Buellton area, Third Supervisorial District, will proceed to hearing before the County Planning Commission. STAFF UPDATE STANDARD AGENDA: 1. 07BAR-00000-00217 Collins Market & Gas Station Canopy Los Alamos 07LUP-00000-00570 (Florence Trotter-Cadena, Planner) Jurisdiction: Commercial Request of Edward Collins, owner, to consider Case No. 07BAR-00000-00217 for final approval of a new canopy of approximately 1,000 square feet. The following structure currently exists on the parcel: convenience store and gas station of approximately 4,100 square feet. The proposed project will not require grading. The property is a 10,000 square foot parcel zoned C-2 and shown as Assessor s Parcel Number 101-173-006, located at 290 Bell Street in the Los Alamos area, Third Supervisorial District. (Continued from 10/05/07 and 10/26/07) ACTION: Erickson-Lohnas moved, seconded by Jones, and carried by a vote of 4 to 0 (Miller-Fisher absent) to grant final approval of 07BAR-00000-00217. CBAR COMMENT: Stone base on monument sign needs to extend to the ground. 2. 07BAR-00000-00292 Justice Garage, Guesthouse, Shade Structure Goleta (no planner assigned) Request of Anthony Eckleberry, architect for the owners, Gary and Cheryl Justice, to consider Case No. 07BAR-00000-00292 for conceptual review of a new attached 2-car garage of approximately 635 square feet, guesthouse of approximately 800 square feet, and pool with sunshade of approximately 831 square feet. The following structure currently exists on the parcel: two-story residence of approximately 2,950 square feet. The proposed project will require approximately 1,400 cubic yards of cut and approximately 150 cubic yards of fill. The property is an 80.0 acre parcel zoned MT-100 and shown as Assessor s Parcel Number 079-060-045, located at 1550 Farren Road in the Goleta area, Third Supervisorial District. Project received conceptual review only. No action taken. Applicant may return for preliminary. The following comments were made: Looks good conceptually. Select materials and refine construction details with materials. Provide additional information on site grading specifically around swimming pool. Provide design and materials for retaining wall. Provide landscape plans; leave as many of the existing avocado trees as possible.

The following structures currently exist on the parcel: single family dwelling of approximately 6,899 square feet, cabana of approximately 200 square feet, barn of approximately 2,900 square feet, storage of approximately 600 square feet, and well house of approximately 96 square feet. (Exempt: residential second unit of approximately 1,198 square feet.) The proposed project will require approximately 850 cubic yards of cut and approximately 850 cubic yards of fill. CBAR requests that the applicant treat other existing structures on the site with colors that match the proposed residence as a condition of the requested height exemption. CBAR can make findings for height exemption based on good design. 5. 07BAR-00000-00133 Gainey Vineyards New Structures Buellton 07LUP-00000-00396 (Jeanne Bozzano, Planner) Request of Bob Easton, architect for the owner, Gainey Vineyards, to consider Case No. 07BAR-00000-00133 for final approval of a main winery building including porch and basement of approximately 5,998 square feet. Future BAR will be required for the other structures included in the development plan. Review will occur at the time of Land Use Permit review for these structures that include a winery office building including porches of approximately 3,036 square feet, winery storage building of approximately 4,000 square feet, and conversion of an existing building to storage of approximately 2,560 square feet. The following structure currently exists on the parcel: storage building of approximately 2,560 square feet. The proposed project will require approximately 3,200 cubic yards of cut and approximately 3,200 cubic yards of fill. The property is a 125 acre parcel zoned AG-II-100 and

(Continued from 6/22/07, 8/3/07, 9/7/07, and 10/05/07) ACTION: Jones moved, seconded by Erickson-Lohnas, and carried by a vote of 4 to 0 (Miller-Fisher absent) to continue 07BAR-00000-00133 to the CBAR meeting of December 7, 2007. Applicant may return for final on consent. Lighting along driveway needs to be downward lighting from within trees rather than up-lighting along driveway. CBAR is okay with proposed changes to landscaping, tree removals and replacements and retaining wall changes. 6. 07BAR-00000-00255 Blackjack Barrel Storage Solvang 07AMD-00000-00012 (Tammy Weber, Planner) Request of Floyd Keinath, agent for the owner, Roger Wisted, to consider Case No. 07BAR-00000-00255 for final approval a barrel storage building with office for existing winery of approximately 5,010 square feet. The following structures currently exist on the parcel: a residence of approximately 7,632 square feet, a barn of approximately 1,600 square feet, a winery building with attached garage of approximately 4,460 square feet, and an arbor covered pavilion of approximately 560 square feet. The proposed project will not require grading. The property is a 20.25 acre parcel zoned AG-I-10 and shown as Assessor s Parcel Number 137-020-006, located at 2205 Alamo Pintado Road in the Solvang area, Third Supervisorial District. (Continued from 10/26/07) ACTION: Jones moved, seconded by Erickson-Lohnas, and carried by a vote of 4 to 0 to grant final approval of 07BAR-00000-00255. Herman/Bellfeuille 7. 07BAR-00000-00263 Agricultural Accessory Building Santa Ynez 07LUP-00000-00712 (Tammy Weber, Planner) Request of Mosaic Land Planning, LLC, agent for the owners, James Herman and Denise DeBellfeuille, to consider Case No. 07BAR-00000-00263 for conceptual review and preliminary/final approval of a new agricultural accessory building of approximately 1,350 square feet. The following structures currently exist on the parcel: residence and garage of approximately 3,677 square feet and shed of approximately 130 square feet. The proposed project will require approximately 180 cubic yards of cut and approximately 180 cubic yards of fill. The property is a 5.07 acre parcel zoned AG-I-5 and shown as Assessor s Parcel Number 141-160- 039, located at 5525 Baseline Avenue in the Santa Ynez area, Third Supervisorial District. ACTION: Jones moved, seconded by Brady, and carried by a vote of 3 to 0 (Erickson- Lohnas, Miller-Fisher absent) to grant preliminary and final approval of 07BAR-00000-00263. 8. 07BAR-00000-00273 Hollister Development Plan Buellton 07DVP-00000-00028 (Brian Tetley, Planner) Request of Mosaic Land Planning, LLC, agent for the owners, Charles C. Hollister and Mary E. Hollister Trust dated 6/22/1990, to consider Case No. 07BAR-00000-00273 for conceptual review of a new residence of approximately 3,012 square feet, 2 barns of approximately 2,026 and 3,000 square feet, 2 hay barns of approximately 2,970 and 3,000 square feet, and six agricultural storage buildings of approximately 18,000 total square feet. The proposed project will require approximately 990 cubic yards of cut and approximately 1,955 cubic yards of fill. The property is a 32.84 acre parcel zoned AG-I and shown as Assessor s Parcel Number 099-640-010, located at 2201 US Highway 101 in the Bueltton area, Third Supervisorial District. Project received conceptual review only. No action taken. Applicant to return for further conceptual review. The following comments were made: Site visit will be necessary; stake building corners. Story poles may be necessary in future. Project should convert appearance of overall site from industrial to agricultural, like a working ranch. Screen outdoor use/storage areas. Bring roofing sample. Verify and show on plans buildings which were previously permitted and those which were not. There being no further business to come before the Central Board of Architectural Review, Board Member Clough moved, seconded by Brady and carried by a vote of 3 to 0 (Erickson-Lohnas, Miller- Fisher absent) to adjourn the meeting until 9:00 A.M. on Friday, December 7 2007 in the Solvang Municipal Court, Solvang, CA 93463.
