CONCURRENCY REVIEW: The project has been reviewed for compliance with Chapter 160, City Code, regarding provision of adequate public facilities and documented as follows: Sewer/Water Service: The City of Port St. Lucie Utility Systems will provide sewer and water service. A developer's agreement with the Utility Systems Department, that is consistent with the adopted level of service, is required prior to issuance of building permits. Transportation: The proposed project is estimated to generate 1,224 average daily trips with 170 p.m. peak hour vehicle trips on the road adjacent to the project according to the Institute of Transportation Engineers Trip Generation Manual, 8th Edition. Roadway improvements are addressed in the Tradition DRI development order. Parks/Open Space: Per the Tradition PUD the project is required to provide 700 square feet of useable open space. The useable open space is provided between the lake and Building No. 2. Stormwater: A paving and drainage plan that is in compliance with the adopted level of service standard is required to be approved by the Site Plan Review Committee prior to issuance of building permits. SolidWaste: Solid waste impacts are measured and planned based on population projections on an annual basis. There is adequate capacity available. Public School Concurrency Analysis: Not applicable. ZONING REVIEW: The project has been reviewed for compliance with the requirements of the Tradition MPUD and documented as follows: Use: The property is located within the Town Center Area of the MPUD. Restaurants, retail and office are permitted uses within the MPUD. Building Height: The proposed heights of the buildings are 27.75 feet and 36.5 feet. The maximum height allowed in the Tradition MPUD is 50 feet. Setbacks: The MPUD contains a provision that all setbacks shall be established for each specific use as part of the site plan review process. The setbacks are appropriate to allow vehicular and pedestrian circulation and landscaping. The restaurant patio extends over the property line out into the lake. This will require approval from the Tradition Community P17-038. Innovo Development - Tradition Parcels B and C 2

Development District and the Tradition Community Association (see attached letter from the District Engineer). Parkinq: The site is required to have 140 parking spaces and 146 are being provided. Dumpster Enclosure: The site plan includes two (2) dumpster enclosures (12' x 24') allowing for both general and recyclable refuse. ArchitecturalDesiqn Standards: The plans have been approved by the Tradition Design Review Committee. NATURAL RESOURCE PROTECTION REVIEW: The project has been reviewed for compliance with the requirements of Chapter 157, Natural Resource Protection Code and the Southern Grove DRI development order documented as follows: Native Habitat Preservation: The property has been cleared. There are no wetlands or no native upland habitat on the property. Wildlife Protection: No listed animal species have been identified on the site OTHER: Fire District: The access location (external and internal) has been approved by the Fire District for safety purposes. Public Art: The applicant has requested to pay a fee in lieu of providing artwork on site. All development projects within Tradition Community Development District (the "District") are required to apply for a Work Authorization. Standard conditions pertinent to all Work Authorizations are established in the Policies and Procedures Manual which has been adopted by the Board of Supervisors. Although a formai Work Authorization application has not been submitted for review, the preliminary site plan that we received includes an outdoor seating area to be constructed over the 20-foot lake maintenance easement dedicated to the Tradition Community Association, Inc, on Tradition Plat No, 17. The District currently has an ingress-egress easement over the Lake Maintenance Easement but does not perform any maintenance on the lake bank in that area. Since Tradition Plat No. 17 establishes the District's "right but not the obligation" to maintain the Lake Maintenance Easement, we believe that we would be able to recommend approval of a Work Authorization allowing the deck to protrude into the Lake Maintenance Easement provided that the Work Authorization include the standard conditions identified in the Policies and Procedures Manual and three additional special conditions as follows: Date: June 8, 2017 Contact: Robert W.
