The protection of property rights ; Facilitation of the real estate market through efficient registration services; 2010-2020: Land and natural resources management Influenced by the global trend to focus on land governance Emerging approaches to identify and react on vulnerabilities including gender issues

Gender and Voluntary Guidelines on Governance of Tenure Gender equality ensures the equal right of women and men to the enjoyment of all human rights, while acknowledging differences between women and men and taking specific measures aimed at accelerating de facto equality when necessary. States should ensure that women and girls have equal tenure rights and access to land, fisheries and forests independent of their civil and marital status. Gender and Voluntary Guidelines on Governance of Tenure States should consider the particular obstacles faced by women and girls with regard to tenure and associated tenure rights and take measures to ensure that legal and policy frameworks provide adequate protection for women and that laws that recognize women s tenure rights are implemented and enforced. [...] States should develop relevant policies, laws and procedures through participatory processes involving all affected parties, ensuring that both men and women are included from the outset. Gender Actions; Land Registration Legal and policy reform: include related services in the law Publicity and education: people to know their rights Awareness raising among officials and staff: to motivate staff to take actions to address the problems faced by women First registration (systematic or sporadic): mix of male and female staff Procedures: remove impediments to women s acquisition and use of property Services directed at women, specific target groups: consider women s advice services, extended hours and women-only service sessions. Office design and staffing of offices: design offices in a way that makes them more accommodating for customers, including interview rooms Training: conduct training for staff in the needs of women

Gender Action Plans in Western Balkans; Sample Actions Increase the number of women using registration services in a pilot municipality by 5 percent (Serbia). Increase awareness of rural population and register officers on the need for registering real property rights to women (Montenegro). Increase the number of women registered as property owners from 16 to 20 percent in a pilot locality(macedonia). Increase the number of real properties registered under the name of women or both spouses in two zones by 2 percent (Kosovo). Increase the number of registration applications including women in a pilot municipality by 5 percent (Bosnia, Srpska Republika). Increase the number of women who have queried property rights information in the local government units, notaries offices and Immovable Property Registration Offices in two pilot regions by 5 percent (Albania).
