OPERATIONAL GUIDELINES FOR THE UNIVERSITY AREA CONTROLLED PARKING PROGRAM The University Area Controlled Parking Program was established in 1981. The objective of the program is to enhance the quality of life in the neighborhood by eliminating commuter parking associated with the University of Florida. These guidelines establish how the controlled parking program operates. A. PROGRAM AREA/ZONES & TIME OF DAY ZONES 1 to 5: the program is in effect Monday through Friday from 8:00 am to 4:00 pm. ZONE 6 (Florida Court Neighborhood) & ZONE 7 (Courthouse Neighborhood): the program is in effect 24 hours per day, 7 days per week. See Attached Map for the program area/zones. B. TYPES OF ON-STREET PARKING The types of on-street parking in the program area is as follows: DECAL/PERMIT PARKING: Spaces reserved for neighborhood residents, businesses and visitors from 8:00 a.m. to 4:00 p.m., Monday through Friday. A city decal or permit is required to park in these spaces. NO PARKING: Required for traffic safety and to reduce congestion. FREE PARKING: Loading zones or short-term customer parking. PARKING METERS: Short-term meters for businesses. C. GRACE PERIOD A grace period will be in effect during the month of August and first two weeks of September. D. CRITERIA FOR OBTAINING DECALS AND PERMITS The criteria for obtaining decals and permits for the controlled parking area varies for each type of decal and permit issued. All documentation and criteria shall be strictly adhered to. The types of decals/permits available and the requirements necessary to obtain decals/permits are listed as follows. 1. RESIDENTIAL PARKING ON ZONES 1, 2 & 5: 1.1. SINGLE FAMILY PROPERTIES (One Decal per Vehicle) 1. Decal issued to property owner/renter. 2. Documentation required to obtain decal: A) Property Owner/Manager: B) Renter: Proof of ownership of the property (Tax Bill or Homestead Exemption); Driver s license; and, Current vehicle registration (See Special Considerations if the registration is in a different name than the applicant s) Property owner must have current landlord permit on file, if required; Two current (within 60 days) proofs of residency (i.e., lease, utility bill, phone bill, cable bill, bank statement); Driver s license; and, Current vehicle registration (see Special Considerations if the registration is in a different name than the applicant s) 3. Permits are valid from date of issue to September 30; Monday to Friday, 8:00 a.m. - 4:00 p.m. 4. Display on the inside, lower left of windshield (must be permanently affixed) 6. Visitor Permit (For use by visitors only) ZONES 1, 2 & 5 Restricted to zones identified on Decal. Decals are vehicle specific. (Circular with clear window) One visitor permit per property, valid for 30 days, can be renewed. Issued to the property owner/manager; Permit can be issued to renter if approved property owner/manager provides letter of authorization with original signature; 1.2. MULTI-FAMILY PROPERTIES (5 or more units) (One Decal per Vehicle) 1. Decal issued to resident. 2. Documentation required to obtain decal (steps A and B): A) Property owner/manager: Must submit proof that they are authorized and responsible management person for the property and appropriate licenses/permits are current (i.e., Landlord Permit or Occupational License if required). B) Renter: Must submit list of residents living at the property to the City. Form can be obtained from the City Website or by calling 334-5070. List must include first and last name of residents along with driver s license numbers. List must be in alphabetical order by last name with original signature of property owner/manager. Can be delivered, mailed or faxed. Updates can be submitted as necessary by property owner/manager with original signature. Renter s name must be in the list provided by property owner/manager; Driver s license; and, Current vehicle registration (see Special Considerations if the registration is in a different name than the applicant s). 3. Valid from date of issue to September 30; Monday thru Friday, 8:00 a.m. 4:00 p.m. 4. Display on the inside, lower left of windshield (must be permanently affixed) 6. Visitor Permits are valid for the permit year. (For use by visitors only) Limit of five per property issued to property owner/manager. 1.3. FRATERNITY/SORORITY 1. Decal issued to resident. (One Decal per Vehicle) 2. Documentation required to obtain decal (steps A and B): A) Fraternity/Sorority President: B) Resident: Must submit a list of residents with driver s license numbers. List must be in alphabetical order by last name. List must have original signatures of Fraternity/Sorority President and House Advisor or Chapter President. Lists are submitted to the Office of Dean of Student Services at UF and verified, then forwarded to the City. Must have name on list; Must provide Driver s License; and, Must provide current vehicle registration (see 'Special Considerations' if registration is in different name than applicant's) 3. Valid from date of issue to September 30, Monday through Friday, 8:00 a.m.- 4:00 p.m. 4. Display on the inside lower left of windshield (must be permanently affixed) 6. 1.4. FRATERNITY/SORORITY (Meals Only) (Square with clear window) 1. Decals issued to members of fraternities/sororities whose 'house' is in the controlled vehicular parking area. (One Decal per Vehicle) 2. Documentation required to obtain decal (steps A and B): A) Fraternity/Sorority President: B) Resident: Must submit a list of all members who do not reside in the house. List must include driver s license number and be in alphabetical order by last name. Must have original signatures of Fraternity/Sorority President and House Advisor or Chapter President. Lists are submitted to the Office of Dean of Student Services at UF and verified, then forwarded to the City. Must have name on list Must provide Driver s License Must provide current vehicle registration (see 'Special Considerations' if registration is in different name than applicant's). 3. Valid from date of issue to September 30, Monday thru Friday, 11:00 a.m.-1:30 p.m. 4. Display on the inside lower left of windshield (must be permanently affixed). 6. Not eligible for visitor permits. ZONES 3 & 4 Restricted to zones identified on Permit. Not vehicle specific. (Hang Tab) 2. RESIDENTIAL PARKING ON ZONES 3 & 4: 2.1. SINGLE FAMILY OWNER OCCUPIED 1. Permit issued to Property Owner 2. Documentation required to obtain permit: Proof of ownership of the property (Tax Bill or Homestead Exemption) Driver s License or photo Identification. 3. Valid from date of issue to September 30; Monday thru Friday, 8:00 a.m. 4:00 p.m. 4. Must be displayed on the rear view mirror. 6. Maximum of 2 (two) permits per property. 7. No visitor permit allocated. (Visitors can use one of the permits). 2.2. SINGLE FAMILY RENTAL PROPERTY 1. Permit issued to Property Owner/Manager. Operational Guidelines - Revised 6/28/2007 4

Documentation required to obtain permit: Property Owner/Manager must submit proof that they are authorized and responsible management person for the property and appropriate licenses/permits are current (i.e., Landlord permit or Occupational License if required). Driver s License or photo identification. 3. Valid from date of issue to September 30; Monday thru Friday, 8:00 a.m. 4:00 p.m. 4. Must be displayed on the rear view mirror. 6. Maximum of one permit per property. 7. Visitor Permit (For use by visitors only) 1 (one) visitor permit per property, valid for 30 days, can be renewed. Issued to the property owner/manager. Permit can be issued to renter if approved property owner/manager provides letter of authorization with original signature. 2.3. MULTI-FAMILY RESIDENTIAL PROPERTY (5 or more units) 1. Permit issued to Renter. 2. Documentation required to obtain permit (steps A and B): A) Property Manager: B) Renter: Must submit proof that they are authorized and responsible management person for the property and appropriate licenses/permits are current (i.e. Landlord permit or Occupational License if required). Must submit list of residents living at the property to the City. Form can be obtained from the City Website or by calling 334-5070. 3. RESIDENTIAL PARKING ON ZONES 6 & 7: 3.1. SINGLE FAMILY OWNER OCCUPIED/RENTAL 1. Decal issued to property owner/renter. (One Decal per Vehicle) 2. Documentation required to obtain decal: A) Property Owner: B) Renter: Proof of ownership of the property (Tax Bill or Homestead Exemption); Driver s license; and, Current vehicle registration (see Special Considerations if the registration is in a different name than the applicant s) Property owner must have current landlord permit on file, if required; Two current (within 60 days) proofs of residency (i.e., lease, utility bill, phone bill, cable bill, bank statement); Driver s license; Current vehicle registration (See Special Considerations if the registration is in a different name than the applicant s) 3. Valid from date of issue to September 30; seven days per week, 24 hours per day. 4. Display on the inside, lower left of windshield (must be permanently affixed) 6. Visitor Permit (For use by visitors only) ZONES 6 & 7 Restricted to zones identified on Decal. Decals are vehicle specific. (Circular with clear window) Two visitor permits per resident, valid for program year. Can be issued to renter after obtaining decal; TEMPORARY PERMITS (Windshield Sticker) 4. TEMPORARY PERMITS ALL ZONES: 1. Issued to resident with extenuating circumstances (i.e., no proof of residency, improper vehicle registration, vehicle repairs, etc.) 2. Documentation needed to acquire: Must present sufficient documentation to demonstrate partial compliance with parking program requirements and likelihood of full compliance within the temporary permit period. 3. 4. Permit issued for a period not to exceed 45 days (limit set at the discretion of the Transportation Services Division or Finance Department staff) 5. Permits are zone specific and vehicle specific. 6. Display permit on the inside, lower left of windshield (must be affixed). 7. Cost: None. COMMERCIAL PERMITS (Hang Tab) 5. COMMERCIAL PERMITS ALL ZONES: 1. Issued to offices, businesses, institutions, and other special designations in the controlled vehicular parking area 2. Documentation required to obtain permit: Copy of occupational license or other proof of office, business, institution or other special designation. 3. Valid from the date of issue to September 30, Monday through Friday, 8:00 a.m.-4:00 p.m. 4. Permits are zone specific and valid only in decal parking spaces. (Not valid in meter spaces, loading zones and no parking zones, etc.) 5. Display on rear view mirror. 6. Cost: Refer to Appendix A of the City of Gainesville Code of Ordinances. 7. Maximum of five (5) permits per office, business, institution or other special designation per program year 8. Visitor permits are not authorized. SERVICE PERMITS (Hang Tab) 6. SERVICE PERMITS ALL ZONES: 1. Issued to trades people working in the program area, who do not reside in the decal area (i.e., lawn maintenance, building maintenance, nurses, maids, etc.). 2. Documentation required to obtain permit: Business must submit request on company letterhead. Vehicle registration for each vehicle. Attach state license or certification in lieu of letter. 3. Valid from the date of issue to September 30, Monday through Friday, 8:00 a.m.- 4:00 p.m. 4. Valid in all zones. 5. Display on rear view mirror. Operational Guidelines - Revised 6/28/2007 7

6. Cost: Refer to Appendix A of the City of Gainesville Code of Ordinances. 7. Maximum of five (5) permits per business, institution or other special designation per program year. E. APPEALS BOARD Purpose of the Appeals Board is to hear appeals related to the regulations for the controlled parking area. Appeals Board shall consist of three city staff appointed by the City Manager or designee. The Public Works Department, Gainesville Police Department and Codes Enforcement Division shall each have one member on the Appeals Board. The Public Works Department shall be responsible for staff support, record keeping, scheduling and any other administrative duties associated with the Appeals Board. The Appeals Board shall schedule a meeting at least once a month. All meetings of the Appeals Board shall be advertised in the notice of meetings produced by the Clerk of the Commission. The primary functions of the Appeals Board shall be as follows: 1. Hear appeals from any property owner, property manager or other affected individual who has been denied a decal or permit and believes that the limitation on the number or type of decals or permits available for residents or tenants of his/her property or other type of decal/permit creates a hardship due to circumstances unique to the property or its residents or tenants. If the Appeals Board finds that a hardship exists, it may grant the property owner/property manager or affected individual up to two (2) additional decals/permits for one or more program years as deemed appropriate. 2. Hear appeals for reinstatement of revoked decals/permits. Any request for reinstatement of a revoked decal/permit must be made in writing within ten days after the notice of proposed revocation has been delivered or mailed. In addition, the payment of the appeal fee set by the City Commission must be received within ten days after the notice of proposed revocation has been delivered or mailed. F. REVOCATION OF DECAL/PERMIT The Transportation Services Division is authorized to revoke any decal/permit of any holder based upon evidence that the decal/permit holder has violated the parking program ordinance. The decal/permit holder shall be served notice by certified mail or hand delivery of proposed revocation. Process for appeals: 1. Appeals must be submitted in writing within 10 days of notification. 2. For appeals on revoked decal/permit the decal/permit holder must include a payment for an appeal fee with their written request, within ten days after the notice of proposed revocation is delivered or mailed. Refer to Appendix A of City of Gainesville Code of Ordinances for fee information. 3. If the appeals board finds in favor of the decal/permit holder, the appeal fee shall be refunded. 4. If the appeals board revokes the decal/permit, the appeal fee will not be returned and the decal/permit holder will not be allowed to obtain another permit until the next program year. The decal/permit holder must: a. Return the decal/permit to the city manager or designee b. Pay a reinstatement fee for the next program year. G. SPECIAL CONSIDERATIONS If a decal/permit is lost, damaged or stolen, proof must be submitted of decal/permit purchase (i.e., receipt, decal remnant or tag number of vehicle in order to verify purchase). The old decal/permit will be voided and a citation will be issued if voided decal is found in use. There will be a replacement fee as determined per Appendix A of the City of Gainesville Code of Ordinances. If a new vehicle is acquired to replace the vehicle for which the decal was purchased, a transfer of title or bill of sale and proof of decal purchase (i.e., receipt, decal remnant or tag number of vehicle in order to verify purchase). The old decal will be voided and a citation will be issued if the voided decal is found in use. There will be a fee as determined per Appendix A of the City of Gainesville Code of Ordinances. If the vehicle registration is not in the applicant's name or in the name of a parent with the same last name, a notarized letter from the owner must be provided giving permission for use of the vehicle and stating the relationship of owner to applicant. The owner must be one of the following family members: mother, father, son, daughter, sister, brother, stepparent, stepson, stepdaughter, grandchild, or grandparent. If a property owner/manager refuses to submit a list of residents, a resident may obtain a decal/permit by providing 2 proofs of residency. If a mobile type business (landscaping, painting, etc.) is located in a decal area they may purchase a service permit. This will exclude them from purchasing commercial permits. If a property owner/manager is unable to personally purchase decals/permits, the City of Gainesville will accept a letter from such owner/manager authorizing a third party to purchase the decals/permits on their behalf. If the vehicle used is registered in a company name, a notarized letter on company letterhead will be required stating applicant has use of the vehicle. If the vehicle used is a lease vehicle, applicant must provide a lease contract. H. ENFORCEMENT Zones 1 thru 5 - Traffic Technicians are assigned to the controlled vehicular parking area Monday through Friday, 8:00 a.m. to 4:00 p.m. for the purpose of issuing citations to violators. Zones 6 and 7 - The controlled parking program is enforced 7 days a week and 24 hours a day. I. COLLECTION OF MONEY All monetary transactions will follow the guidelines established by the Finance Department Treasury Division. Receipts will be given to each applicant (pink copy of application), white copy to the Transportation Services Division and the yellow copy to the Treasury Division.
