Badger Filtratin Plant RECOMMENDED ACTION: Authrize the General Manager t grant an easement t SDG&E t accmmdate replacement f the electrical service t the RE. Badger Filtratin Plant. STRATEGIC PLAN: This item is nt applicable t the Strategic Plan. FISCAL CONSIDERATIONS: There is n direct fiscal impact assciated with the staff recmmendatin. BACKGROUND: The San Dieguit Water District and the Santa Fe Irrigatin District (Districts) jintly wn the RE. Badger Filtratin Plant (Plant). The existing electrical service t the Plant has reached the end f its useful life. A jint facilities capital prject is currently underway t replace the existing electrical service, as well as ther majr electrical distributin system cmpnents at the Plant. Currently electrical pwer is fed t the Plant thrugh SDG&E pwer lines and ples lcated within existing easements alng the suthwestern bundary f the Plant site. The new electrical service t the Plant will be fed frm an existing mdified service ple, r a new ple t be installed adjacent t the existing service ple. In rder t install apprximately 10 feet f new electrical service cable frm the service ple, and a new cable terminatin cabinet, SDG&E will require an additinal easement that is apprximately 15 feet lng with a width ranging frm 6 feet (at the cable) t 8 feet (at the cabinet). Attachment A prvides a lcatin map shwing the apprximate bundaries f the parcels that make up the Plant site, and the general lcatin f existing electrical service and prpsed easement. Attachment B prvides a mre detailed graphic f the prpsed easement lcatin. ANALYSIS: Since the Plant site is jintly wned by the Districts, bth agencies must apprve the easement. On September 18, 2014, the Santa Fe Irrigatin District adpted Reslutin 14-12, finding the Electrical Distributin and Substatin Imprvements Prject categrically exempt under the Califrnia Envirnmental Quality Act and apprving the prject. Reslutin 14-12 determined that the prject is nt subject t envirnmental review under Title 14 f the Califrnia Cde f Regulatins, sectins 15301 (existing facilities), 15302 (replacement r recnstructin), 15303 (new cnstructin r cnversin f small structures), and 15311 (accessry structures).
