Quantity Surveying Division Quantity Surveying Division (QSD) is one of the six divisions of the Hong Kong Institute of Surveyors. Members of the QSD are professionals who have been trained as construction cost consultants. They possess expert knowledge in costs, values, finance, contractual arrangements and legal matters pertaining to the construction field. As at 30 April 2016, the QSD has 4,396 members. Among them, there are 2,788 Corporate Members, including 191 Fellow Members. Besides Corporate Members, the QSD has 3 Honorary Fellow Members, 36 Associate Members, 1,379 Probationers and 190 Student Members. 2

QSD Chairman s Message Sr Paul K L Wong Chairman of Quantity Surveying Division The Hong Kong Institute of Surveyors QSD Annual Dinner 2016 On behalf of the Hong Kong Institute of Surveyors (HKIS) Quantity Surveying Division (QSD), I would like to welcome you all to the HKIS QSD Annual Dinner 2016. The HKIS QSD Annual Dinner is an annual event that provides precious time for our members to mingle and meet their learned friends from the surveying profession, other professional institutions, government officials, as well as to make new friends in the construction industry. This evening, it is our pleasure to have Mr. Eric S C Ma, Under Secretary for Development of the Government of the Hong Kong Special Administrative Region as our Guest of Honour. Also in attendance are our honourable guests, sponsors, the HKIS President and fellow members. Stepping into the second year of my term as Chairman of the QSD, I am delighted to share with you the tasks we have accomplished. The main focus of the QSD during this council year is construction cost control monitoring. The QSD recommends to the Government to engage independent cost consultants for civil engineering and infrastructure projects, so as to uphold independence and construction cost transparency. Since the QSD launched its official Facebook page in February 2015, it has already accumulated over 1000 likes. These invisible hands not only indicate the strong support from our members on the QSD events but also give its image a powerful boost via social media. The QSD s corporate membership grew by over 300 in the past 5 years. Currently, the QSD has over 2,700 corporate members. The new members in the QSD, on one hand, shows the attractiveness of our profession to the young surveyors. On the other hand, they represent the valuable manpower for the sustainable growth of the quantity surveying profession. It was also a remarkable milestone for us to join the International Construction Measurement Standards Coalition (ICMSC) in 2015. The Coalition, formed by over 30 international professional organizations, aims to develop and implement international standards, for benchmarking, measuring and reporting construction project costs. I am also pleased to announce that the reciprocity agreement between the ICES (Commercial Management) and the HKIS (QSD) was renewed and signed in April 2016. A Memorandum of Understanding was entered into by and between the Association of South African Quantity Surveyors (ASAQS) and the HKIS during the PAQS Congress in New Zealand in May 2016. The supplementary agreement between the China Engineering Cost Association (CECA) and the HKIS in respect of the third batch of assessment of qualification for members of CECA and HKIS (QSD) under the reciprocity agreement was signed in Beijing in October 2015. The training session for interested members from the CECA and HKIS (QSD) for becoming PRC Registered Cost Engineer and qualified Quantity Surveyor in China and Hong Kong respectively will be organized for later this year. Other QSD events and tasks carried out include Assessment of Professional Competence (APC), New Members Welcoming Party, Continuous Professional Development (CPD) and Pre-qualification Structured Learning (PQSL) events, Pacific Association of Quantity Surveyors (PAQS) Accreditation, Scholarship Programme, visits to different universities, institutions and schools. Taking this opportunity, I would like to thank our fellow members for their continuous and wholehearted supports and contributions to the QSD. Your continued support is essential for the growth and development of the QSD. Last but not least, I would like to express my sincere thanks to the Organizing Committee for their contribution to make this event successful. HKIS President's Message Sr Lau Chun Kong President The Hong Kong Institute of Surveyors It is my pleasure to offer my warmest congratulations to the Quantity Surveying Division (QSD) Annual Dinner 2016. Committed to upholding the industry professional standards, the QSD has over the years organized many CPD activities, and contributed to various initiatives made by the Government. All these are important to the development of the industry as well as that of the Institute. The recent renewal of the reciprocity agreement with the Chartered Institution of Civil Engineering Surveyors (Commercial Management) in April and the PAQS Congress in May are examples of the QSD playing an active role in connecting with other professional organizations around the world. Nurturing and encouraging youngsters to join the surveying profession is crucial to the continued growth of our Institute. I have to thank QSD for its dedicated efforts to nurture the younger generation including various scholarships and career talks to students. It is very important for our members to promote the surveying profession so as to attract talents to join us. Guest of Honour's Message Mr Eric SC Ma Under Secretary for Development The Government of HKSAR QSD Annual Dinner 2016 Hong Kong Institute of Surveyors Quantity Surveying Division Annual Dinner 2016 Congratulatory Message by Under Secretary for Development, Mr Eric SC Ma I convey my heartfelt congratulations to the Hong Kong Institute of Surveyors Quantity Surveying Division (QSD) for organising the Annual Dinner 2016. QSD has again achieved a remarkable year in 2015, and its salient delegation at the 19 th Pacific Association of Quantity Surveyors has defined Hong Kong s construction excellence at the global stage. Indeed, the next ten years will see the local construction industry benefiting from an annual works expenditure that exceeds $200 billion. But with Hong Kong s construction costs being ranked the world s third highest according to international reports, and with a local labour force that peaks in 2018, the expertise of QSD members remains pivotal for us to enhance productivity and better cost control. We believe our three-pronged approach may serve as useful pointers to contain the growing construction costs in Hong Kong. Our works policies are being reviewed to encourage buildable and standardised designs, and the opening of Tsing Yi s rebar prefabrication yard will alleviate bar-bending works on site. We are also scrutinising 300 public works projects in the planning and design stage to assess their cost-saving potential. Moreover, the BIM technology is being widely promoted to minimise construction waste, schedule conflicts and improve safety. To this end, your support is conducive to bring down our construction costs and ensure the sustainability of the industry. Last but not least, may I wish QSD every success in the years to come. 20150612 QSD Annual Dinner 2015 QSD Annual Dinner 2016 The HKIS QSD Annual Dinner 2015 was held on 12 June 2015 in the Grand Ballroom of the Royal Plaza Hotel with a total of 33 tables fully occupied. The Annual Dinner provided a precious opportunity for members to mingle and meet their learned friends from the surveying profession, other professional institutions, and government officials, as well as to make new friends. Mr Eric SC Ma, Under Secretary for Development of the Government of the HKSAR, was the Guest of Honour. The Quantity Surveying Division APC Best Candidate 2014 Award went to a newly-elected member, Sr Chong Po Yee. The award acknowledged her outstanding performance in the QSD Assessment of Professional Competence in 2014. 11

20150619 Visit by the ChongQing Construction Cost Association The Councillor of the ChongQing Construction Cost Association (CCCA) ( 重慶市工程造價管理協會 ), Ms Jia Hui Yan, accompanied by a group of ten delegates visited the Institute in the morning of 19 June 2015. The meeting was organized by the Chartered Institution of Civil Engineering Surveyors (ICES) (Hong Kong Region). During the meeting, the CCCA, ICES and HKIS (QSD) shared their experience with the development of quantity surveying/cost engineering. The QSD briefed the guests on the route to HKIS membership and the quantity surveying market in Hong Kong. 20150625 Visit to the Architectural Services Department Quantity Surveyors Association The QSD met with the representatives of the Architectural Services Department Quantity Surveyors Association (ArchSDQSA) on 25 June 2015. During the meeting, the discussion focused on the areas of NEC3 Contracts, independent cost consultants, maintenance contracts, the ArchSD coming projects volume, BIM studies and applications, and the implications of the proposed Security of Payment Legislation. The QSD also informed the ArchSDQSA about the launch of the HKIS QSD Facebook page, on which QSD events would be regularly uploaded for members information. 13
20150702 Security of Payment Legislation Forum for Stakeholders In order to provide a platform for stakeholders (contract administrators), namely architects and quantity surveyors, to share and exchange views on the said proposed legislation, the QSD arranged a Security of Payment Legislation (SOPL) forum for them in the Surveyors Learning Centre on 2 July 2015. It was attended by Legislative Councillor, Sr Hon Tony Tse Wai-Chuen, BBS, and about 70 architects and quantity surveyors from the HKIA, HKIS, ICES and ACQS. Each institute introduced its own structure and exchanged views on the development and promotion of the quantity surveying profession 15
20151113 BIM Meeting with PAQS Overseas Delegates It was a busy day for the QSD on 13 November 2015. Besides meeting with the Wuhan delegates and AIQS delegates, the BIM Committee of the Pacific Association of Quantity Surveyors (PAQS) also met at the HKIS during the same afternoon. The meeting was attended by representatives from Malaysia, Singapore, and Hong Kong. Our HKIS BIM Committee Chairman, Sr Dr Paul Ho; QSD representative in the PAQS BIM Committee, Sr KC Tang; our Vice Chairman, Sr Raymond Kam; and other QSD members joined the meeting and shared their insights on the development of BIM in quantity surveying in PAQS member countries/regions. 20151114 HKIS and AIQS Joint Conference: How QS will Succeed in Tomorrow s World The HKIS and AIQS Joint Conference was held at the Hong Kong Design Institute, Tseung Kwan O, on 14 November 2015. This was the first time that the HKIS and AIQS jointly organized a conference. About 400 participants attended with very good responses. The aim of the conference was to discuss future opportunities in the field of quantity surveying and how to improve the quality of QS services. It examined topics such as risk management, BIM, BEAM Plus, environmental measures, maintenance contracts, dispute resolution, and other topics on the QS profession. 16

20160323 QSD New Members Welcoming Party Over 100 participants (including new members, their friends and families, HKIS GC members, QSD Council members, and QSD Past Chairmen) joined the party. The QSD Council gladly met with the new faces during this jovial and casual event. QSD Chairman introduced to the new members the functions of QSD Council, its various subcommittees and organizing committees so that they would inspire more young surveyors to participate in various Council activities. In order to sustain the QSD Council development, we need the young and talented members to come and share their dreams and visions with us so that we could work together for a promising future and sustainable professional for them. The party provided us with a platform to promote the Council work and, hence, encouraged members to contribute to it. The creative games played during the party gave it a cheerful atmosphere. Everybody joined in and enjoyed the experience. Participants were also encouraged to visit the HKIS QSD Facebook page to obtain first-hand news on the QSD. 19
20160418 QSD Scholarship Presentation The 2016 HKIS QSD Scholarship Presentation Ceremony was successfully held on 18 April 2016 in the Surveyors Learning Centre. This was the sixth ceremony in a row that the QSD has organized. The main objective of the scholarship programme is to reward students who studied quantity surveying in the local universities and the Institute of Vocational Education (IVE) and be aspired to become professional quantity surveyors, as evidenced by their electives and performances in key quantity surveying subjects in their studies. A secondary objective is to promote quantity surveying as a highlyvalued profession in the construction industry to the students. 20160421 Visit by the President of the Chartered Institution of Civil Engineering Surveyors The President of the Chartered Institution of Civil Engineering Surveyors (ICES), Mr David Loosemore, visited the HKIS on 21 April 2016. He was accompanied by the Chairperson of ICES (Hong Kong Region), Ms Miranda Lui, and a delegation of five. During the meeting, Mr Loosemore briefly explained ICES recent developments and its membership, as well as reciprocal membership benefits for the members of both institutes. He also invited the HKIS to visit ICES headquarter in the UK. The QSD updated him on the membership status and the main theme in 2016, which is to engage independent cost consultants for infrastructure projects in Hong Kong. Both institutes agreed to extend their reciprocity agreement, which shall be reviewed five years after the date of its signing or earlier if both institutes mutually agree on it. 20160422 Signing Ceremony for the Reciprocity Agreement between ICES (Commercial Management) and the HKIS (QSD) The ICES Annual Dinner 2016 was held at the Royal Plaza Hotel Grand Ballroom on 22 April 2016. It was attended by our President, Sr CK Lau. The Reciprocity Agreement, a renewal of the previous one, was signed by ICES President, Mr David Loosemore and HKIS President, Sr CK Lau, with members of both institutes witnessed and celebrated the signing ceremony. 21

20160426 Visit by the Housing Department Quantity Surveyors Association Following the last meeting with the Housing Department Quantity Surveyors Association (HDQSA) in July 2014, the QSD and the HDQSA arranged to meet once again. The Chairman of the HDQSA, Sr Johnny Yung, with a group of eight members visited the HKIS on 26 April 2016. In the meeting, QS-related topics such as BIM, NEC3, Security of Payment Legislation, the Contracts (Rights of Third Parties) Ordinance, QS consultancy services, and a review of the HKSMM4, were discussed. The QSD also invited and welcomed support for and participation in QSD affairs, including the CPD events and the HKIS QSD Facebook page, by the HDQSA and their colleagues. 20160527 The Lighthouse Club International Construction Conference To celebrate its 30th Anniversary in Asia, the Lighthouse Club arranged a series of events in Hong Kong between 26 and 28 May 2016. Our QSD Chairman, Sr Paul Wong, was invited to deliver a Keynote Speech in the Lighthouse Club International Construction Conference at the Hong Kong Convention and Exhibition Centre on 27 May 2016. More than 100 local and overseas practitioners from different disciplines attended the conference. The title of the Keynote Speech was 30 Years of Development of Professional Quantity Surveyors and the Future Role of PQS in the Continuing Development of Hong Kong covering the full spectrum of the history, development and future of professional quantity surveyors. 23
20160519 2016524 The 20 th Pacific Association of Quantity Surveyors (PAQS) Congress 2016, Christchurch, New Zealand This year the PAQS Congress was held in Christchurch, New Zealand. The city has gone through significant transformation since the earthquakes in 2010 and 2011. The theme of the Congress was Building for the Future A Global Dilemma. There were more than 300 participants from 14 different member countries/regions attended the Congress. More than 30 papers were presented during the 2 Days Congress. The HKIS has a delegation of 17 representatives attended the Congress and the YQSG programmes and with the opportunity to share the experience and latest development with QS experts all over the countries in the Pacific Rim region. 20151017 CityU Information Day 2015 The CityU Information Day 2015 was held on 17 October 2015. As in previous years, both the BSD and QSD were invited to conduct an information session with prospective applicants, mostly local Form 6 or high school third year students. As the Chairman of the Board of Education, Sr Raymond Kam also introduced the various admission routes to membership and the APC qualification requirements to about 100 attendees. 20151026 Visit to The University of Hong Kong (HKU) Sr Thomas Ho (HKIS Vice President and QSD Past Chairman) visited HKU on 26 October 2015 to deliver a talk on the quantity surveying and building surveying professions to Year 1 students in the BSc in Surveying. The talk was part of the Year 1 Urban Development Studio Programme and would let students learn more about different construction professions and future career prospects once they joined the surveying programme. 26
20151027 & 20151106 Visit to the Hong Kong Institute of Vocational Education (IVE) The QSD Council organized two visits to IVE (Morrison Hill) and IVE (Tsing Yi) on 27 October 2015 and 6 November 2015 respectively. The visits were part of the HKIS BoE campaign to promote the surveying profession through visits to local universities and the IVE. The objectives of these visits were to introduce the HKIS, the scope of quantity surveying professional services, the membership admission routes, and APC training schemes. 20160129 Experience Sharing with HKU Surveying Students Sr Thomas Ho (HKIS Senior Vice President and QSD Past Chairman), Sr Kenneth Kwan (Managing Director of RLB) and Sr Ivy Cheng (Quantity Surveyor of ArchSD) visited HKU in the afternoon of 29 January 2016 to share their experience with the final year students of BSc Surveying program on the Quantity Surveying profession. The sharing session was to let the students know more about the roles, business in private and public sectors, project stories and job market this year of the QS profession. Students were interested to know about their careers and what types of firms they should join after graduation. 27
20151102 Visit to Ho Fung College The QSD Council visited Ho Fung College to deliver a talk to about 400 Forms 4-6 students on 2 November 2015. We introduced the background of the HKIS, the roles of its six surveying professions with focus on quantity surveying, job opportunities, and routes to HKIS membership. Like other school visits in the past, the interactive quiz session made the students jump up from their seats to eagerly answer the questions. The school was delighted with our visit and would like QSD to deliver similar career talks in the future. 20151111 Visit to SKH Lui Ming Choi Secondary School The QSD Council and representatives of the HKIS visited SKH Lui Ming Choi Secondary School on 11 November 2015 to deliver a talk to its upper-level students. The visit was arranged by the HKIS BoE with the aim of introducing the whole spectrum of the surveying profession which embraced the six divisions of the HKIS. The students were particularly interested in learning about the career prospects for surveyors and the routes to obtaining HKIS membership. 28
CPD and PQSL Events In order to maintain a high level of competence among our members in professional practice and technical performance, CPD Sub-Committee continuously organized CPD events in different areas (including topics related to contract, legal, QS practice, BIM, green measures and management, etc.) and of a variety of format (seminars, workshops and site visits) from time to time for members to join. The QSD organized 63 CPD events (including talks in Hong Kong and Macau, BIM courses and site visits) and 22 PQSL events in the last council year. It is anticipated that over 60 CPD and over 20 PQSL events will be held in this council year. 29

Social Events 20150718 Social Event Porcelarts Course QSD Annual Dinner 2016 The QSD Social and Welfare Sub-committee organized a porcelarts course on 18 July 2015. Over 30 QSD members participated in the porcelarts course. At the beginning of each class, members chose either a mug or a plate. They proceeded to create their own designs and transferred them to the porcelain through a sheet of transfer paper. With laughs and chats, our members joyfully completed their personal and unique creations in two hours. 31
20151108 Social Event Organic Farm Visit About 40 QSD members and their families and friends, enjoyed a relaxing day at an organic farm in Ping Che, Ta Kwu Ling, on 8 November 2015. The visit started with a guided tour of the farm, including its greenhouses, and was followed by a yummy DIY organic lunch (with organic salad, mushroom soup, roast chicken, and handmade firewood pizza). Participants were also given the chance to buy some organic vegetables and fruits. All participants enjoyed a day with sunshine, laughter, and delicious fresh food. 20160409 Social Event Pony Riding Party About 40 QSD members and their guests took part in a Pony Riding Party held at the Tuen Mun Public Riding School on 9 April 2016. Participants could have a ride on ponies under the guidance of coaches after attending a briefing session. Participants were also given a guided visit to a stable and introduced to different types of horses such as retired horses, ponies, mini-ponies, school horses, etc. Thereafter, participants enjoyed a barbecue lunch. 32
