The proposed subdivision will enable the Jefferson Parish Economic Development Commission (JEDCO) to donate or sell a portion of its property (proposed Lot 26-A1-C2) to Delgado Community College. JEDCO owns the property with Jerry Bologna as the authorized agent and represented by Scott Rojas. ZONING: Unrestricted District (U-1) (Figure 2) FUTURE LAND USE: Technology / Business Park (TBP) DESCRIPTION OF PROPOSED LOTS: See survey (Figure 3) FINDINGS: 1. Existing Lot 26-A1-C1 contains a lot area of approximately 70.7 acres and has primary frontage of approximately 409 feet on Nicolle Boulevard. A significant portion of the property also fronts on Churchill Parkway. The site is currently undeveloped, but is a part of the larger Churchill Technology and Business Park. 2. The Churchill Technology and Business Park currently houses the JEDCO offices, the Patrick F. Taylor Science and Technology Academy, the JEDCO Conference Center, and the JEDCO Business Innovation Center. 3. The proposal is to subdivide the existing undeveloped lot into two lots to be designated as Lots 26-A1-C2 and 26-A1-C3 with respective lot areas of 10.5 acres and 60.271 acres (Figure 3). 4. Lot 26-A1-C2 is the location of the 10.5-acre, 85,000-square foot Delgado Community College River City Campus and Advance Manufacturing Center of Excellence which is scheduled to open in about eighteen (18) months. The Delgado River City Campus is a part of the Louisiana Community and Technical College system; and community and technical colleges serve to provide, among other opportunities, workforce development which benefits Jefferson Parish. 6. The proposed lots are located within the U-1 zoning district, which has no minimum lot dimensions for the proposed non-residential development. As a result, Sec. 33-6.4(b)(1) General Development Standards is applicable, requiring 50 feet of lot width and 5,000 square feet of lot area. Proposed 26-A1-C2 and 26-A1-C3 meet and exceed the standards. 7. Proposed Lot 26-A1-C2, will front solely on Churchill Parkway; and Lot 26-A1-C3 will front on Churchill Parkway and Nicolle Boulevard. Churchill Parkway and Nicolle Boulevard are improved rights-of-way with the Adequate Public Facilities as required in Article 7 (Sec. 33-7.1) of the Unified Development Code (UDC). 8. The UDC has established a set of review criteria for the preliminary plat plan and final plat plan [Sec.33-2.26(b)(3)&(d)(3)], which has been applied to the proposed subdivision (see Table 1). Additional criteria for Block and Lot Standards as per Sec.33-6.4 have also been applied (see Table 2). The proposed subdivision meets the applicable review criteria except that the required traffic impact analysis may yield needed off-site transportation improvements. 9. JEDCO has a TIA underway which will identify any needed off-site transportation facilities to mitigate traffic, and JEDCO, Delgado, and Jefferson Parish Public Works will work together to finance and construct any needed off-site transportation facilities as a result of the TIA. 10. The proposed plan has been reviewed by the administrative departments via the LURTC review process without objections but with stipulations from the Department of Public Works, requiring the TIA (see below for the complete department comments). DEPARTMENT COMMENTS: PUBLIC WORKS: Public Works is OPPOSED to this Case for the following reasons: The Department of Public Works (on 5/4/15) requires the dedication of a 20 foot water servitude, for the existing 8 inch PVC water line (as per Record Drawings by Meyer Engineering dated 7-17-2008 and revised 3-17-2009), along the western property line of Lot 26-A1-C3 and crossing east to the dead-end of the Churchill Parkway R.O.W.; the resub description to indicate this dedication; and the Planning Department to place the general stamp on the plan. Any adverse impacts to existing sewer facilities will be at owner`s expense; a determination will be made during the building permit stage with the submittal of the peak sewerage flows. On site detention of storm water, as per Ordinance 19914, will be strictly adhered to at the permit/construction phase. The Traffic Engineering Division finds that the sight triangles are not an issue at the present time. Because the expected trips exceed 750 per day, a Traffic Impact Analysis is required. NOTE: Public Works will revise these comments upon review of the revised survey, which shows the 20 foot water servitude. ICE BUILDING: Building is NOT OPPOSED to this case. W/B FIRE DEPT.: CONSISTENCY WITH COMPREHENSIVE PLAN: The proposed subdivision is consistent with the Comprehensive Plan because it supports Policy 4.2.2 of Sec. 25-276, which is to Assist the efforts of JEDCO and other interests to create a Jefferson Business and Technology park and the proposed Delgado campus supports Goal 8 of Sec. 25-281, Ensure that adequate community services and facilities are provided to serve the needs of all residents of the Parish. CONCLUSIONS: Construction of the Delgado Community College River City Campus and Advance Manufacturing Center of Excellence will take over a year, and the college itself will need additional time to reach its full 3,000-student capacity. At this time, no on-site public improvements are required, and JEDCO, Delgado, and Jefferson Parish Public Works will work to identify and construct any needed off-site transportation facilities needed as student enrollment reaches capacity.
