Mr. Lamar Evers said that he thought it was a fine line and he has always looked at the laws and rules as what governs his practice in Florida. He said that we need to watch this issue in the future. Mr. Jeff Lucas said that he has been studying and teaching the law and that court decisions are how the law has become homogenized sometimes crossing boundaries into other states. He said that he would suggest that the courses be submitted as general. Mr. Jeff Carlan said that he was a consultant to the Board in the past and it was the Board s intent that surveyors become familiar with the statutes, rules, and laws. Ms. Harper said that it specifically states in F.A.C. 5J-17 that when courses are submitted to the Board for review, that if proposed laws and rules continuing education courses do not specifically cover Chapters 177 and 472, F.S., or Chapter 5J-17, then the continuing education provider must provide the Board with a detailed written explanation as to how the proposed laws and rules continuing education course rationally relates to your practice. Mr. Petzold said that it is a possibility to split courses that are determined to contain some general and some laws. Mr. Fusco said that he didn t think that courses submitted to the Board should not be split up. He also said that Lucas and Company, LLC s Land Boundary Master Class should not be split up. With no further business to discuss, the Continuing Education Committee adjourned at 10:51 a.m. Board of Professional Surveyors and Mappers May 2015 Continuing Education Review Committee Meeting Page 6 of 6 Board of Professional Surveyors and Mappers - Continuing Education - Page 11 of 247

Course Description & Learning Objectives Course Overview Employee Safety Training 15 minutes Communication of safety requirements for employees is critical for a successful safety program. Employees requiring safety training may include full time employees, part time employees, employee personnel, consultants, corporate personnel, visitors, etc. Some employees may be on the job site for the first time and may not be aware of specific safety rules and/or hazards. General Guidelines for Training Scope & Frequency of Training Case Study General Safety Requirements 35 minutes The safety training should let employees know what the company expects along the lines of cleanliness on the job site. Work sites should be maintained in a clean and orderly fashion with cleanups on a daily basis. This section also presents several case studies to help illustrate the topics covered. Some key areas of concern in this area of Environmental Safety are Air Quality, Surface and Ground Water, Toxic Substances, and Hazardous Wastes. Poor air quality has been linked to serious health conditions and damage to respiratory and cardiovascular systems. Surface and ground water quality applies to both drinking water and recreational waters. Contamination of water by infectious agents or chemicals can cause mild to severe illness. Protecting water sources and minimizing exposure to contaminated water sources are important parts of environmental safety. And then Toxic substances and hazardous wastes. The health effects of toxic substances and hazardous wastes may be more difficult to determine exactly. There's actually research underway to better understand how these types of exposures can impact the environment and our health. In the meantime, there is a focus on reducing any exposures in this area. Introduction 5 minutes Environmental safety is becoming more and more critical for industrial and commercial companies as they are required to comply with increasingly stringent regulations- from municipal, state, and federal governments. Course Description Learning Objectives Course Overview Air Emissions & Air Quality 5 minutes Emissions of air pollutants can occur from a wide variety of activities during the construction and operation of facilities. These activities can be categorized based on the characteristics of the source including point sources, fugitive sources, and mobile sources as well as by the specific process, such as combustion, materials storage, or other industry specific processes. Types of Emission Sources Impacts of Emissions Sources of Emissions Case Study Energy Conservation 5 minutes Energy conservation and energy management programs will typically include identifying principal energy flows within a facility and regular reviews of energy performance targets for the facility, and that will lead to reduced energy loads and cost savings. Energy Conservation Opportunities Case Study Water and Waste Water 5 minutes For water and waste water systems, the management group of the facility controls the quality, quantity, frequency and sources of liquid effluents in its facilities. This includes knowledge about the locations, routes and integrity of internal drainage systems and discharge points. Water Management Water Conservation Heating Systems Case Study Hazardous Materials 15 minutes Hazardous materials are defined as materials that represent a risk to human health, property, or the environment due to their physical or chemical characteristics. Hazardous materials can be classified according to the hazard as explosives; compressed gases, including toxic or flammable gases; flammable liquids; flammable solids; oxidizing substances; toxic materials; radioactive material; and corrosive substances. It can be byproduct of a manufacturing process or an obsolete commercial product that can no longer be used for its intended purpose and requires disposal. Types of Waste Waste Management Planning Waste Prevention Recycling and Reuse Treatment and Disposal Hazardous Waste Management Waste Storage Transportation Monitoring Case Study Noise 10 minutes Noise prevention and mitigation measures need to be applied where predicted or measured noise impacts from a facility or operations exceed any noise level guideline. These measures also need to be applied at the most sensitive point of reception. It defines where metes and bounds is still practiced in North America. The course compares Public Land Survey System (PLSS) surveys to metes and bounds surveys. It discusses the principles and applications of junior-senior rights as encountered in metes and bounds states. The course also looks at so-called quasi metes and bounds descriptions. The emphasis of this course is on gaining a thorough understanding of metes and bounds is often poorly understood concept and its proper application. Pitfalls and liability are discussed, along with strategies to avoid the temptation to rely too heavily on the literal use of bearings and distances in metes and bounds descriptions. Introduction 10 minutes Metes and Bounds Surveys reviews the definition of metes and bounds land descriptions, looks at the origin of metes and bounds, and discusses known problems with this ancient method of describing land for the purpose of conveyance. Course Description Learning Objectives Metes and Bounds 25 minutes In general, metes and bounds survey is the legal term used to describe land descriptions made in the original 13 states. Metes and bounds contain bearings, distances, and corner descriptions to identify a piece of property. The system was adopted from England by the original settlers of America and is, accordingly, much older than the PLSS that was first adopted for parts of America in the beginning of the 19th century. Definitions History of Metes and Bounds Details Descriptions The Origin of the PLSS Junior-Senior Rights Simultaneous Conveyance M&B Descriptions 20 minutes Your goal is to help the property owner or the future surveyor follow in your footsteps, so be specific. A surveyor who pulls your recorded plan from the official records and tries to affirm that corners found on the property are those you set may have too little information to do so otherwise.
