General Summary of Function/Purpose of Position The entry level Property Analyst performs acquisition, appraisal, relocation and property management activities in accordance with state and federal regulations on a region-wide basis. The Property Analyst inputs data to the department's real estate data management system for each parcel function completed; participates in public meetings, monitors and audits local public agencies for compliance with state and federal laws; and whenever possible, identifies, recommends and implements improvements in work methods and materials utilized in the position. General Summary of Duty 1 In a learning capacity, performs acquisitions through negotiations with property owners. 65 - Participates in negotiations with property owners for the acquisition of real property interests. - Resolves minimal issues with parties of interest, tax liens, chain of title, etc. - Makes offers for land, improvements, damages, cost to cure, and fixtures. - Prepares options, other instruments of conveyance, memoranda of negotiations, and correspondence. - Explains plan and property changes to property owners. Duty 2 General Summary of Duty 2 20 In a learning capacity, prepares real estate appraisal review reports for acquisition of right-of-way and sale of excess land; along with appraisal issues/assignment proposals, market studies, economic studies and preliminary interviews. - Conducts preliminary interviews. - Prepares market studies, appraisals and appraisal review reports. - Prepares appraisal issues/assignment proposal. - Works closely with municipalities and/or real estate agencies, acquiring information to form an opinion of value. - Field inspection of properties by walking upon the terrain and observing and analyzing the interior and exterior of buildings. - Determines values for excess property and improvements. - Determines rental rates. Duty 3 General Summary of Duty 3 10 In a learning capacity, conducts property management functions including site clearance (removal of improvements from right of way) and excess property transactions. During the acquisition phase of a project, performs activities related to the maintenance and sale of lands lying outside of right-of-way lines, including rentals, leases, and both negotiated and auctioned sales. - Prepares and maintains property disposition records, parcel check lists, and other control documents. - Prepares appraisals of vacant excess land up to $20,000 and completes appraisal issues/assignment proposals. - Negotiates sale of excess properties to sole abutting owners. - Researches and prepares relinquishment of easement rights. - Assists in assembling parcels for sale at public auction. - Recommends and prepares excess property and clearance functions for contracts to outside consultants. - Monitors the closing, vacation, and clearing of properties prior to job certifications. - Prepares Land Inventory Records for excess property. - Establishes and maintains excess property sale files and records, including building inspections, excess property inventories, sale files reports, rental files and prospective bidder lists. Duty 4 General Summary of Duty 4 5 In a learning capacity, prepares relocation plans and determinations. Explains the Relocation Assistance Program to displacees, and offers relocation assistance to tenants and property owners. - Prepares conceptual and right-of-way stage relocation plans with minimal displacements. - Determines replacement housing payments, rental assistance payments, and purchase down payments by preparing replacement housing determinations. - Prepares moving estimates or obtains professional moving estimates for personal property moves. - Assists the displacees in preparing the relocation claims. - Sees that relocation claims are processed in a timely manner. - Prepares memoranda of negotiations and correspondence. - Prepares relocation studies when requested, and provides post relocation assistance when necessary. This position will primarily perform acquisition duties, and will assist with property management and appraisal duties as workloads dictates. 24. What is the function of the work area and how does this position fit into that function? The acquisition unit is the area responsible for assisting in the delivery of projects. The functions include appraisal, acquisition, relocation of occupants, property management, and sale of leases of excess property. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a Bachelor's Degree in any major. OR - Alternate Education and Experience for Property Analyst (Department Trainee) 9 - Please refer to the Michigan Civil Service Job Specification for the list of alternative education and experience options. EXPERIENCE: Property Analyst 9 - No specific amount is required. Property Analyst 10 - One year of professional experience in real estate equivalent to a Property Analyst 9. Property Analyst P11 - Two years of professional experience in real estate equivalent to a Property Analyst, including one year equivalent to a Property Analyst 10. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to travel region-wide effectively, ability to learn and attend training to perform duties as described in position description.
