TORONTO DISTRICT Organizational Overview Responding to the demands of a dynamic marketplace, PCL Toronto is strategically organized into integrated business units (IBUs) to provide specialized construction skills and experience in the areas of Residential (high-density, multi-unit), Retail (boutiques to shopping centres), Building Revitalization (renovations, retrofits, re-claddings, and custom fit-outs), Special Projects (custom small-scale projects ranging from a $50,000 bank teller installation to $15M expansions, additions and new builds), Major Projects (covering everything from major mixed-use, civil infrastructure, renewable energy, and public sector projects including AFP/P3 designbuild infrastructure projects), and PCL Agile. MIKE WIENINGER Senior Vice President & District Manager As senior vice president and Toronto district manager, Mike is responsible for all operations in the Greater Toronto Area and southwestern Ontario. In addition, Mike oversees Toronto s Finance & Administration, Business Development, and Marketing departments. With more than 20 years of experience in the construction industry, Mike has a broad range of practical experience to draw upon. He joined the PCL Toronto senior management team as district manager in 2012 after serving as PCL Edmonton s operations manager since 2008. Mike began his PCL career in Calgary in 1996, progressing to manager Special Projects, construction manager, and operations manager, and making significant contributions to the procurement, management, and successful execution of a number of high-profile projects across the country. Mike holds a bachelor of science in civil engineering from the University of Calgary, and is a registered professional engineer with the Association of Professional Engineers and Geoscientists of Alberta. He is a Canadian Construction Association Gold Seal certified project manager and a member of the Ontario General Contractors Association Board of Directors and the Province of Ontario s Construction Health and Safety Advisory Group. Mike was the corporate winner of the 2005 Robert Stollery Construction Leadership Award, one of the highest awards of excellence given out by PCL to recognize exemplary leadership qualities and contributions to the growth of the PCL family of companies. BRUCE SONNENBERG Vice President & District Manager As Toronto vice president and district manager, Bruce is responsible for district operations in the Greater Toronto Area and southwestern Ontario. His responsibilities encompass oversight of the district s Residential, Building Revitalization and Retail integrated business units, and management of major projects (including AFP/ P3, and civil infrastructure). Bruce also oversees Toronto s Estimating and Human Resources departments. Bruce has almost three decades of PCL experience; he joined the Toronto district in 1987 and managed many high profile projects in the office, retail, high rise residential, and sports and entertainment sectors. He has been part of PCL s leadership teams in Calgary and Toronto, most recently as district manager in Toronto. Bruce holds a bachelor of science degree in civil engineering from the University of Alberta and is a registered professional engineer in Alberta and Ontario. He is a Canadian Construction Association Gold Seal certified project manager, and was the Toronto recipient of the 2001 Robert Stollery Construction Leadership Award, one of the highest awards of excellence given out by PCL to recognize exemplary leadership qualities and contributions to the growth of the PCL family of companies. KELLY WALLACE District Manager As a Toronto district manager, Kelly is responsible for district operations in the Greater Toronto Area and southwestern Ontario. His responsibilities encompass oversight of the district s Special Projects and Modular Construction Services integrated business units. He also oversees Toronto s Health, Safety & Environment and Labour departments. Kelly brings more than 22 years of experience and has held various leadership positions throughout PCL in Canada for more than 17 years. He began his career in Winnipeg in 1998, progressing to senior project manager before transferring to Edmonton to take on a construction manager role on some very high profile healthcare projects. Thereafter, he took on the role of Special Projects manager. He has been a part of the Toronto district s leadership team for the past two years as operations manager. Kelly is a graduate of the civil engineering technology program at Red River College. He was the Winnipeg recipient of the 2004 Robert Stollery Construction Leadership Award, one of the highest awards of excellence given out by PCL to recognize exemplary leadership qualities and contributions to the growth of the PCL family of companies. SEAN SHABAGA As a Toronto district operations manager, Sean assists the district managers with daily operational matters, and is responsible for ensuring that PCL project teams are provided with the necessary support and resources to meet schedules, cost, and quality requirements of projects assigned to him. Sean s leadership is focused on the district s Special Projects, Residential, Modular Construction Services, and Major Projects integrated business units. With more than 20 years of construction experience, Sean joined PCL Toronto in 2000. Projects in his portfolio include the Niagara Fallsview Casino Resort, the Atlantis project in the Bahamas, the St. Joseph s Healthcare Redevelopment - Stage 2 project, and the St. Joseph s Healthcare Hamilton West 5th Campus Redevelopment project. Most recently, Sean has served as construction manager on the Peel Memorial Centre for Integrated Health and Wellness project. Sean holds a bachelor of science in Civil Engineering from the University of Manitoba. He is a graduate of PCL s Peter Greene Leadership Course and was the Toronto recipient of the 2005 Robert Stollery Construction Leadership Award, one of the highest awards of excellence given out by PCL to recognize exemplary leadership qualities and contributions to the growth of the PCL family of companies. DAVE TOPLEY As a Toronto district operations manager, Dave provides leadership for daily operational matters, and is responsible for ensuring that PCL project teams are provided with the necessary support and resources to meet schedules, cost, and quality requirements of projects assigned to him. In addition to several P3 projects, Dave s leadership is focused on the Building Revitalization, Retail, and Major Projects integrated business units. With more than 35 years of construction experience, Dave is a skilled construction professional who has been involved in a wide variety of high-profile projects throughout his progressive career, both north and south of the border, such as the Hoover Dam Visitor Centre, Scotia Plaza, Four Seasons Centre for the Performing Arts, Bell Lightbox, and the Bridgepoint Hospital Redevelopment. Dave holds a diploma in construction engineering and technology from Fanshawe College of Applied Arts and Technology. JOHN VOLCKO Vice President, Corporate Development, National Operations John joined the PCL family in 1987 and has worked in various operational roles in Toronto, Ottawa, and Halifax. Prior to taking on his current role, he spent over a decade growing the PCL brand in Atlantic Canada. John has a bachelor of science degree in civil engineering from the University of Calgary, as well as a master of business administration from the University of Western Ontario. He is a Canadian Construction Association Gold Seal certified project manager, and a member of the Professional Engineers of Ontario. During his career in the construction industry, John worked on many landmark projects including Brookfield Place (formerly BCE Place), the Air Canada Centre and the Canadian War Museum. John has been involved with the board of directors of the Construction Association of Nova Scotia which included roles on the executive committee and a year as chairman. He currently serves on the board of governors of both the Art Gallery of Nova Scotia and Nova Scotia Community College, and has also been involved with the United Way for the past 13 years. John was awarded the Queen Elizabeth II Diamond Jubilee Medal in 2013 for his contribution to the construction industry and community, and was named one of Atlantic Canada s Top Business Leaders in 2013 and 2014. Recently appointed to Vice President, Corporate Development, National Operations, John now leads relationship management and business development for PCL s existing and prospective national clients and is an integral part of the Toronto District Business Development team with a focus on client relationships.
