Whispering Woods Condominium Association Rules & Regulations Revised January 2014 General: 1. Each unit owner must notify the Whispering Woods Board of Directors/Management Company, IN WRITING or through email, of any concerns/issues/problems related to and/or believed to be the responsibility of the Association. Notice shall not be required in the case of an emergency (main water pipe breakage, fire, explosion, etc ). In case of emergency, contact proper authorities/contractor. After receipt of notice, the Board will determine if the issue is the responsibility of the Unit Owner(s) or the Association and will notify the Unit Owner. If the Board determines that the issue is the responsibility of the Association, the following steps will be taken: The Board will contact a licensed/insured contractor. The Board will supply the Unit Owner(s) with the name and number of contractor. The unit owner(s) will be responsible for scheduling work with the contractor. The contractor will bill the Association directly. Any unit owner(s) or tenant(s) who take any action to correct an issue without notice to the Board does so at their own risk and shall be responsible for any and all damage to their unit, any other unit, or the Common Elements caused by the action. Failure to notify the Board, in non-emergency situations, will result in non-reimbursement. Mailing should be made to: Whispering Woods Condominium Association, Inc., P.O. Box 483, Canton, CT. 06019. Or email the Property Management Company. 2. No part of the Property shall be used for any other purpose than for which it was designed. 3. The Condominium Units shall be used only for residential purposes. 4. No industry, business, trade, commercial, religious, educational or otherwise,(except for home professions without employees or regular visits from the public) designed for profit, altruism, or etc., shall be conducted, maintained or permitted on any part of the Property. 5. No "For Sale", "For Rent" or "For Lease" signs or other window displays or advertising be maintained or permitted on any part of the Property or in any unit. 6. No unit shall be used or rented for transient, hotel, or motel purposes. 7. No electrical device, which creates an electrical overload, may be used in any unit. 8. No substantial alteration or remodeling of a unit, involving the cutting or moving of partition walls, stairs, joists, floors, rafters, or other structural elements may be done without permission from the Board. 9. Misuse, abuse, or failure to properly maintain appliances or fixtures within the unit, plus exterior air conditioning unit, is prohibited. Any damage resulting from such misuse or negligence shall be the responsibility of the unit owner(s) in whose unit it originated. 10. There shall be no obstruction of the Common Areas, nor shall anything be stored in the Common Areas without the prior consent IN WRITING from the Board. 11. Each Unit Owner or tenant shall keep their Unit and any Limited Common Areas, to which they have sole access, in a good state of preservation and cleanliness. 12. No clothes/towels shall be hung or dried outside of the Units in the Common Areas. 13. No garbage cans or trash barrels shall be placed on patios, balconies, or front stoops. No accumulation of rubbish, debris, or unsightly material will be permitted in Common Areas. The Limited Common Areas (ie deck, front porch) may not be used for general storage of personal property with the exception of grills, seasonal furniture, and planters.

14. No bulk items shall be placed in the "limited common area of the carports" (the raised area of the carports). Anyone using these areas for bulk item storage (remodeling debris, carpeting remnants, old furniture, old appliances, moving in/out debris, etc.) shall be fined. 15. No activity shall be carried out in any Unit or in the Common Area, which may be or become an annoyance or nuisance to other Unit Owners or residents. No resident shall make or permit any disturbing noises in the buildings by: himself, family, employees, agents, visitors, invitees, or licensees. No resident shall do or permit anything that will interfere with the rights, comforts, or convenience of other residents. No resident shall be allowed to play any musical instrument, stereo, television set, radio, or similar device on the premises at such a high volume or in such manner that it shall cause unreasonable disturbance to other residents. 16. Unit Owners or tenants shall comply with and conform to all applicable laws of the State of Connecticut and all by-laws, ordinances, rules and regulations of the Town of Canton. 17. Unit Owners or tenants are responsible for their children. Specifically prohibited are climbing on roofs, trees, railings, playing in shrubs, or any activity deemed destructive or unsafe. Whispering Woods Condominium Association will not be held liable for any personal injuries. 18. No Unit Owner or tenant shall send an Association contractor off of the property for any private/personal business. 19. No Unit Owner or tenant shall verbally abuse, or otherwise harass, a member of the Board of Directors and/or contractors hired by the Board. 20. Quiet hours are: Sunday-Thursday = 10:00pm-6:00am Friday-Saturday = 11:00pm-7:00am 21. Unit owners wishing to change their storm/screen door may do so, keeping within board approved guidelines. 22. Any consent or approval given under these rules and regulations may be added to, amended, or revoked at any time by resolution of the Board.

Buildings: 1. Unit Owners or tenants shall not cause or permit anything to be hung or displayed on the outside walls of the buildings. No awning, canopy, or shutters shall be affixed by any Unit Owner or tenant. Nothing will be placed upon exterior walls, windows, or roof. 2. No additional air-conditioning apparatus shall be installed in any Unit and no cooling devices shall be installed in any window. 3. No deck, upper or lower, shall be enclosed or covered by any awning or other structure. 4. Unit Owners or tenants shall not change the color of any exterior portion of any building. 5. No device of any type may be attached to the vinyl siding by Unit Owners or tenants. This includes, but is not limited to: flower pot hooks, plant hangers, plaques, trellises, flag holders, banners, lights, thermometers, awnings, or other shade devices. If any appliance or device is attached to the siding by any means, the Board will have it removed, have the damaged siding replaced, and the Unit Owner billed for the total cost of repairs. 6. Items such as a chimenea, patio fire pit, patio fire box, etc. are not to be used on the premises. 7. Charcoal grills using lighter fluid must be used off of the decks. Once the charcoal has cooled, charcoal grills must be stored on the deck. Gas grills must be used and stored on the decks as far away from the vinyl siding and overhangs as possible. 8. If any Unit Owner, tenant, child, or guest damages the siding, the Board will have the damaged siding replaced and the Unit Owner billed for the cost of the repair. Damage to the siding shall include, but not be limited to: led into the siding 9. Nothing shall be done, or kept, in any Unit or Common Area which will increase the rate of insurance, risk the cancellation of insurance, or violate any law. 10. No waste shall be buried in any Common Area. 11. Unit Owners and tenants shall comply with the rules and regulations of the New England Fire Rating Association and with the rules and regulations contained in any fire insurance policy or the Town of Canton fire regulations. 12. No generators are allowed on any portion of WWCA. 13. Shovels are permitted on exterior decks from the first snow fall until April 1. Otherwise, shovels are not allowed to be stored on decks/porches. 14. Brooms, rakes, and/or other gardening tools may not be stored on decks/porches or common ground.

Animals: 1. No more than a total of three (3) cats/dogs shall be permitted per household. A unit owner is permitted to move into WWCA with more than three animals. As the animals pass away, owners must abide by the limit of three (3) animals per household. 2. No animals of any kind shall be raised, bred, or maintained in any Unit or Common Area for any commercial purpose. 3. Any pet causing or creating a nuisance, or unreasonable disturbance, or noise, will result in a written warning, followed by a fine, to the Unit Owner/tenant. 4. No animal shall be permitted in any portion of the Common Area unless carried or on a leash. No animal may be tied to any deck or in any common area. 5. The cost to repair and/or replace any damage done to any property or Common Area by any animal is the responsibility of the Unit Owner. 6. Pet owners are responsible for cleaning up and disposing of their animal's waste. 7. WWCA has allotted specific dog walking areas throughout the complex. Unit owners MUST pick up dog waste in these areas; animals MUST be on leash at all times. Approved dog walking areas include: 700 & 800 building Dog walking on all areas listed above are limited to the rear of the grass area.

Parking: 1. The parking area shall not be used for any purpose other than to park automobiles. Specifically excluded are commercial vehicles, trailers, campers, or boats. No vehicle shall impede or prevent ready access to other owners or tenants parking space(s) and/or impede access to any dumpster. 2. Motorcycles may not be parked on the asphalt or sidewalks. They may be parked in your carport or the common area of the carport building. 3. A) Unit owners or tenants who have no carport are allowed two (2) parking places: One numbered space plus one available V isitor space. B) Unit owners or tenants who have one carport are allowed three (3) parking places: One carport, plus one numbered space, plus one available V isitor space. C) Unit owners or tenants who have two carports are allowed four (4) parking places: Two carports, plus one numbered space, plus one available V isitor space. D) Any V isitor parking space used by unit owners or tenants as described in A, B, & C shall be on a temporary daily basis. These V isitor spaces shall not be used for long term storage of any vehicle. E) In the event more vehicles belong to a unit owner or tenant than space assigned to their unit, special arrangements must be made IN WRITING to the Board requesting additional parking. 4. All available V isitor parking spaces are for the temporary use of guests and invitees of unit owners and tenants. Vehicles are not permitted to stay in a V spot longer then fifteen (15) consecutive days. 5. Abandoned, derelict, unregistered vehicles, as well as vehicles parked erroneously, will be subject to fines and/or towing at the unit owner's expense. 6. Vehicles are not allowed to park in the No Parking/Fire Lane, striped areas including speed bumps and/or in front of dumpsters. Violation of this rule will result in immediate towing at the owner s expense. 7. The following vehicles must be parked at the pool (lower end toward 700 building) with prior approval of the Board of Directors: A. Unit Owner s or tenant s vehicles with writing or signs. B. Unit Owner s or tenant s vehicles with plow attachments. C. Unit Owner s or tenant s trucks with campers attached.

Gardening: 1. Plantings, rock gardens, and flowerbeds may be made within the perimeters of the property as long as they are not constructed within established grass areas. Unit Owners or tenants are required to maintain this planted area i.e. weeding & trimming. 2. Vegetable and fruit plantings, trees, bushes, shrubs, and/or any in ground water feature (i.e. pond, fountain, etc) are prohibited. 3. Unit Owners and tenants may add plantings in the current established beds. Annual flowers, perennial flowers, and ground cover can be planted in these areas. 4. No plant container of any type may be placed on any sidewalk, grassy area, or any portion of the road or parking surface. 5. Other than the appropriation of Common Areas sited above, no established grass area may be converted into a flower garden, planting bed, rock garden, or any in ground water feature (i.e. pond, fountain, etc). 6. Potted plants are allowed on the porches/decks/balconies and the plant must have a liner/plate underneath the pot. Potted plants placed on personal tables or hangers are permitted. Tag Sales: 1. Unit owners are specifically prohibited from conducting individual tag or garage sales.
