Concept for energy efficient renovation of the building stock of Jugla: To reduce costs renovation should be carried out for groups of buildings; The building renovation should be organized by the Municipality; A special building renovation company should be established by Municipality, (renovation would be carried out in cooperation with the municipal building managers); To finance a large scale renovation in Riga a Municipal Revolving Fund should be established. At least 30mlj.LVL (50mlj.EUR); Establishment of a Municipal energy service company 2010, 2011, Responsible for implementation - Riga City Council.
Riga City Council s Resolution No.2204 states that Riga Energy Agency is responsible for establishment of the Riga City Sustainable Energy Action Plan for 2010-2020 (Nov 9, 2010): Working group for establishment of the Riga City Sustainable Energy Action Plan for 2010-2020 including representatives of AS Latvenergo, AS Latvijas G ze etc.; Working group for establishment of the Revolving Fund (till 01.01.2010): Preparation of contract documentation between the State and Municipality (according to the law on efficiency of the energy final consumption); Preparation of the documentation for establishment of the Fund; Preparation of the tendering documentation for involvement of bank capital; Working group for establishment of the Municipal energy service company (till 01.01.2010).

For each apartment the following parameters will be monitored: Air temperature and velocity of ventilation outflow in the kitchen; Air temperature and velocity of ventilation outflow in the bathroom; Lowest air temperature in the bedroom; Average air temperature in the bedroom; Air humidity in the bedroom; Space heating consumption of the apartment; Hot water consumption of the apartment.
The indoor climate parameters are: Air temperature (normal range 20 C -22 C); Air humidity (normal range 40%-60%); CO2 level (normal range 500ppm-700ppm). Recommendations Ground floor apartment in a not renovated building of Series 464: Currently temp. 24 C, humidity 25%, CO2 level 600ppm. The CO2 level shows that the ventilation intensity is good; Recommendations to lower the temperature, that will increase the humidity. Upper (5 th ) floor apartment in a renovated building of Series 464: Currently temp. 18 C, humidity 75%, CO2 level 1200ppm. The CO2 level shows that the ventilation intensity is very poor; Recommendations to rise the intensity of ventilation, this will decrease the humidity and CO2 level.

Before: Intensity of ventilation very low and to the wrong direction. Extreme water condensation on windows and walls and high air humidity and CO2 level as a result.
