1 PURPOSE The purpose of this plan is to outline the mitigation measures required when setting out the Murrumbidgee to Googong (M2G) project in accordance with the planning approvals. In accordance with the PAA Clause 16.5 the Works Boundary Plan The Alliance must develop and maintain at all times a Works Boundary Plan which specifies the boundaries of the Active Work Site for each Project at any time during the Program from the purpose of clause 10, this clause 16 and clause 28. The plan and all updates to the plan must be submitted to the APMT for agreement in accordance with clause 8. 1.1 Reference Documents This Document shall be read in conjunction with the Program Works Boundary Plan (BWA-PRW-SY-PLN- 005). 2 Murrumbidgee to Googong Project 2.1 Scope of Works The Murrumbidgee to Googong Water Transfer encompasses the construction and operation of pumping and pipeline infrastructure to transfer up to 100 ML/day of water approximately 12 km from the Murrumbidgee River at Angle Crossing (ACT), to the Googong Reservoir via run-of-river flow in Burra Creek (NSW). The project incorporates a: One metre diameter underground pipeline from the Murrumbidgee River over Gibraltar Pass to Burra Creek at Williamsdale Rd, a combined intake and low lift pump station at Murrumbidgee River, a high lift pump station, an 11 kv power supply, an outlet structure (within Burra Creek), and a mini-hydro power generator located near the outlet structure. The mini-hydro power generator will recover and reuse 25-30% of the pumping energy required to lift the water over the Gibraltar Range. The power generated will be transferred back to the high lift pump station through an underground cable in the same trench as the transfer pipeline. The project crosses the ACT / NSW Boarder just east of the Monaro Highway. 2 BULK WATER ALLIANCE APR L 2010

The table below shows the areas required in the final configuration and during the construction phase. These figures are taken from the EIS document (where detailed). 3.2 Pipeline Easements The diagram show indicated typical layouts across each easement width. Please note these are only typical layouts and each area will be subject to unique site changes. 3.3 Electrical Line Easement The electrical line between the Mini Hydro Station and the High Lift Pump Station will run in the one easement. However between the Low Lift Pump Station and the High lift Pump Station the electrical easement will be separate to the pipeline easement. This is due to constraints in the length of the electrical cable requirements, and as such the location of the electrical panel to be above regular flood levels. During construction the easement will be 20m wide. 3.4 Low Lift Pump Station (Areas 1 and 2) There are two areas within the lower Angle Crossing area. Area 1 is for the construction of the new Low Lift Pump Station, including associated equipment (Area 1A), and eductor pipework (Area 1B), electrical bunker (Area 1C) and Area 2 is the laydown area for this works. The laydown area will be used for the fabrication of formwork shutters, storage of pipework and mechanical equipment. 3.5 High Lift Pump Station (Area 3) The High Lift pump station is located on the right side of Angles Crossing Road before the decent to the Murrumbidgee River Crossing. The figure below shows the final easement area and the construction easement. Not including the road works in Angles Crossing road required. 3.6 Angle Crossing Road Pipe Storage Area (Area 4) Located on the property (Block 1002A Tuggeranong) to the north west of the pipeline / road crossing area. This storage area will be located on property DP 1002A. Will be used to store pipes and fittings prior to installation or stringing along the route of the pipe. This area will also have a portable toilet facilities and crib rooms, with generator power supply. 8 BULK WATER ALLIANCE APR L 2010

3.8 Pipe Storage Area (Area 6) Located on private property (DP number 754889). Will be used to store pipes and fittings prior to installation or stringing along the route of the pipe. This area will also have a portable toilet facilities and crib rooms, with generator power supply or permanent power supply. Exact location and layout of area to be confirmed with the landowner prior to establishment. Area 6 100 x 100m 3.9 Borrow Pit Pipe Storage Area (Area 7) Located on the road reserve at Borrow Pit (Williamsdale Road). Will be used to store pipes and fittings prior to installation or stringing along the route of the pipe and additional materials for the mini hydro and discharge structure (as required). This area will also have a portable toilet facilities and crib rooms, with generator power supply or permanent power supply. 10 BULK WATER ALLIANCE APR L 2010

3.10 Mini Hydro Area (Area 8) The mini hydro is located between the new Williamsdale Road and the old section. This area will be utilised during construction for the storage of all the mechanical equipment associated with the Mini Hydro Plant prior to installation. This area will also have a portable toilet facilities and crib rooms, with generator power supply or permanent power supply. The final easement includes an access track to the station, from Williamsdale Road. 3.11 Discharge Structure Area (Area 9) This discharge structure is located in Burra Creek. This area will be used to store materials required during the construction of the discharge structure. The final layout of the access road to the discharge structure will be from Williamsdale Road. 3.12 High Lift Pump Station Roadworks Upgrade The entrance to the high lift pump station on Angles Crossing Road is required to be upgraded. A traffic management plan for this area will be developed to ensure the road remains open to traffic during the upgrade works. 3.13 Monaro Highway and Angles Crossing Intersection Upgrade Prior to construction works beginning the intersection at Monaro Highway and Angles Crossing is to be upgraded. The design of this intersection upgrade has been reviewed and approved by the National Capital Authority. 12 BULK WATER ALLIANCE APR L 2010

4 Fencing Each area of work will be isolated from the surrounding area utilising boundary fences. A combination of these 3 types of fencing will be used in each area. 4.1 Temporary Fencing Temporary fencing shall be utilised extensively throughout this project. It will be used around all Pipe storage areas and at the Low Lift Pump Station area. 4.2 Chainwire Fencing This type of fence, although permanent can be removed with ease at the completion of the project. This type of fence will only be used around the Main Office complex. 4.3 Stock Fencing To be used along each side of the construction corridor.
