General Summary of Function/Purpose of Position This position provides professional analyst support for the management of State owned rail lines, properties, and facilities. This includes developing and managing real estate transactions/files, coordinating with MDOT Real Estate and department standards for the Geographic Information System (GIS) mapping for all state owned rail infrastructure displaying all licenses, leases, permits, easements, or any other encumbrances contractually authorized by MDOT. Coordinates technical approvals on all property transactions for state owned rail lines, properties, and facilities within Office of Rail staff and ensures transaction are in compliance with with all state and federal real estate rules and regulations. Works with Real Estate staff as applicable for approvals and reports to Office of Rail management. Researches, evaluates and proposes actions and responses to identified encroachments to MDOT's State owned rail lines, properties and facilities. This position also researches and coordinates asset management of state owned rail lines with MDOT's standards and procedures for all state owned rail assets and reports status to management. Initiates billings through Finance for all revenue associated with contractual obligations on State owned rail assets.

Duty 1 General Summary: Percentage: 40 Takes the lead in managing the financial data base for existing state owned rail lines, properties, and facilities including managing all leases, licenses, easements, permits and other related real estate instruments for encumbrances in accordance with all state and federal rules and regulations. Consult with Office of Rail staff on technical issues to support negotiations of new property encumbrances. This includes researching, analyzing, compiling and tracking all legal and financial conditions and initiating scheduled billings. Coordinate with Real Estate and Attorney General. Consult with Office of Rail staff on technical issues for all state owned rail lines, property and facility management matters including: Manage all new or amended leases, licenses, easements, permits, or other related real estate instruments for encumbrances in accordance with all state and federal rules and regulations and report status to management quarterly. Serve as liaison with the Bureau of Finance & Administration relative to all property related financial transactions. Request the issuances of annual invoices (by BFA) for all active leases, licenses, easements, permits or other real estate instruments for encumbrances, report status to management quarterly. Manage and oversee all terms and conditions of existing encumbrances to ensure they are being fulfilled. Coordinate actions with Real Estate and Attorney General when necessary. Duty 2 General Summary: Percentage: 25 Implementation and management of a GIS rail mapping database in compliance with department standards for state owned infrastructure, which identifies all known boundaries and conditions on the system and includes all assets and their properties. Develop, manage and maintain the GIS real estate mapping data base working with Office of Rail technical staff, Real Estate staff, Attorney General, other state and federal offices and potential consultant to identify and depict all known existing boundaries and conditions on the State owned rail system. This includes all existing state owned rail assets and any new encumbrances that are approved. Identify, research, and analyze all proposed changes to state owned rail assets. egotiate new MDOT ownership rights for these potential new encumbrances for which leases, licenses, easements, permits, encroachments, or other real estate instruments are requested. Ensure all transactions are in conformance with all applicable rules/regulations at both state and federal levels. Work as needed with MDOT's Real Estate and Attorney General to resolve any questions regarding property rights and conditions. Duty 3 General Summary: Percentage: 20 Take a lead role in developing and managing Office of Rail Assets in conformance with department guidelines. This will include the management of condition from initial purchase to disposal for all state owned rail and rail assets. Research and analyze spatial and attribute data. Prepare database reports and maps for analysis, make recommendation for decision making by management, meeting presentations, web pages, and publication in MDOT documents. Research, review, analyze State owned rail assets for proper data to be collected and included into a GIS platform. Ensure that all information collected is in accordance with department guidelines for asset management systems. Research and collect spatial and attribute data for new and existing railroad related infrastructure. Create links between existing databases and the GIS software. Responsible for ensuring that new Office of Rail spatial data sets meet MDOT s needs for accessibility and quality. Assists with the set up and training to new users of ArcGIS. Perform dynamic segmentation to create spatially accurate maps of railroad related data. Dynamic segmentation is a database driven process, which geographically segments a linearly referenced network, creating an overlay map from data queries and analysis.
Duty 4 General Summary: Percentage: 10 Research, review, analyze and process State owned rail line permit applications. Research, review, analyze, and process permit applications from state/local agencies, private businesses, and the public. This may involve field reviews of permit applications for encroachments, investigation of problems and recommendations for solutions. Coordinate with Bureau of Highways permit processes as needed. Perform other field reviews when necessary to facilitate state ownership identification and encroachments. This may require taking pictures, measuring, and recording track characteristics and components. Research and coordinate details leading to issuance or denial of the permit. Manage records of all activities and provided management with monthly status of all permits in process. Duty 5 General Summary: Percentage: 5 Assist the Section Manager in carrying out the responsibilities of the section. Perform special projects and assignments related to responsibilities of the section as required. Represent Section/Office on teams and committees as requested. 16.
