METROPOLITAN WASHINGTON AIRPORTS AUTHORITY SOLICITATION NO. 1-15-C025 PARCS IAD RESPONSES TO QUESTIONS September 4, 2015 Notice: Questions may have been edited for clarity and relevance. 1. Can RFP 1-15-C025 be modified to require LDBE participation? Answer: There is currently no LDBE requirement on the solicitation, but that does not preclude LDBEs from participating on the project. Prime contractors are encouraged in the solicitation to utilize local small businesses, but it is at their discretion to do so. 2. RFP Page 14, 6.3 Part II Drawings: What kinds of drawings do you mean by Volume 1's Technical Proposal Part II Drawings? Can you give examples of which drawings you are asking for? Answer: Include drawings necessary to describe the PARCS system proposed. An example would be a site plan. See answer to question 11. 3. Where should we include our technical and legal clarifications/exceptions within the proposal? Please be specific to which proposal (i.e., Volume 1 or 2) and which Part. Answer: Clarifications and exceptions should be placed on the Attachment 06 form contained in the solicitation Section X. 4. Will the aviation authority grant an extension to the due date of the proposal? Answer: See Amendment 001. 5. RFP, page V-5, 17 Offer Documents: If a bidder is currently in the process of attaining a Virginia State Contractor's License and can guarantee that a state contractor's license could be attained prior to beginning of construction work, would the Aviation Authority accept the exclusion of the license copy within the proposal submittal? The process of attaining the VA contractor's license is currently taking longer than 45 days due to scheduling of PSI Exams. Answer: The Authority will not award a contract to a vendor that is not properly licensed to perform the services in the contract. 6. RFP, page V-5, 17 Offer Documents: Please specify how the Authority would like bidders to insert the offer documents noted on page V-5 (17 "Offer Documents") within the proposal. Please specify not only the Volume number but also where within each proposal. Answer: All items described on page V-5 should be placed in the price proposal envelope, except item G. The location within each proposal is at your discretion, but should be properly tabbed for easy location. Page 1
7. 4.2 I page 19: The E-ZPASS-fitted interface, should it be included in the price or will it be budgeted when required? Answer: The E-ZPASS interface price should not be included in the price. It will be budgeted when required. 8. 4.7 A.1 page 23: Which are the brands and models of the Intercoms? Answer: As noted in Section 18.15.A. the intercoms are Guardian Telecom HDE-10 copper hosted Voice over Internet Protocol (VoIP) intercoms. 9. 5.1 K.1.k page 27: License plate region. What does it mean? Answer: Each state with the exception of Hawaii and Florida include the county as part of the license plate number. The license plate region is the county for that state. If the county code is not available the state is considered the region. 10. 5.2.H page 30, 7 page 44-49 and 14.4 page 70: Is it acceptable that the credit payment transactions are performed by means of an EMV device such as, i.e., Verifone? We mean that the compliance of the following requirements would rely on the EMV device: 7.3 Bankcard Payment Processing 7.4 Communications 7.5 Funds Settlement 7.6 Payment Exceptions 7.7 Reversals 7.8 Refunds 7.9 Payment Card Industry PCI 7.10 Bankcard Hot List 14.4 Payment Processing Answer: Yes, an EMV device to read all bankcard types and process payment is acceptable. 11. 5.4 E.1&2 page 32: Graphical presentation. Does this mean as a drawing? Answer: A graphical presentation is not a drawing. It consists of icons representing the parking facilities and pieces of lane equipment and symbols and/or colors indicating the status of each piece of equipment. 12. 5.6 G.8 page 34: What is the difference between -Equipment Id- and -Lane Id-? Answer: A lane has multiple pieces of equipment on it such as an entry station, AVI reader, and barrier gate. The lane has a unique ID and each piece of equipment also has a unique ID configured in the PARCS so that events and operational status can be recorded by the ID's. 13. 8.2 E.2 page 51: Chaser tickets. What is the meaning? Answer: A chaser ticket is the same as a chaser coupon as defined in section 2.1.I. page 3. 14. 8.4 A.2 page 53: Long line discount. What is the meaning? Answer: A long line discount is a discount given when a customer's parking fee is decreased to offset the increase due to waiting in long exit queue. Page 2
15. 10.2 J.4 page 58: Programmable alarm timeout period shall be processed based on the entry time of the entry media presented and the transactions shall be recorded as a timeout transaction in the PARCS. Please, elaborate on the above sentence. Answer: The programmable timeout period is the amount of time the parking operator has to review the LPR transaction at the Image Review Workstation (IRW). If the review does not occur within the timeout period, the entry date/time of the entry media presented at the exit is accepted to compute the parking fee. When an LPR review is not performed it is recorded as a Timeout transaction in PARCS to show how many times an LPR review was missed. 16. 13.2 F page 66: Provide ability to have master accounts with sub accounts.- What is the use and purpose of the sub accounts? Answer: A sub account contains detailed information about the credential holder such as the name, contact information, vehicle make/model, and license plate number. For example, an airline is the master account and the individual employees working for that airline that are assigned an access credential each have a sub account. 17. 18.4 D.2 page 93: Accept magnetic stripe parking tickets and bankcard cards through the same single slot.- Is that indispensable? Answer: No. It is acceptable to have two separate slots, one for the parking ticket and another for bankcards. 18. Section 8.4 (A) Reads: "8.4 Remote Authorizations A The PARCS shall provide remote approval for the following transactions: 1. ISF 2. Lost ticket 3. Long line discount" Can you please define the term "Long Line Discount"? Answer: A long line discount is a discount given when a customer's parking fee is decreased to offset the increase due to waiting in long exit queue. 19. When will the contract drawings listed in section 4.4.I.1 Page 21 be provided? Answer: No drawings are listed in this section. 20. Section 5.2.B Page 29: Is system redundancy required to the lane level? If so, is there sufficient fiber to support this level of redundancy to each land device? Answer: Current PARCS runs on single line. If cost is not prohibitive, having a second line redundancy is desirable. 21. Section 5.5.B Page 32: What type of fiber (single or multimode) is currently installed for the Airport Authority's backbone network? Answer: Single. Page 3
22. Section 5.5.C Page 32: What type of fiber (single of multimode) is currently installed between the lane equipment and the communications enclosures at each facility? Answer: Single. 23. Section 5.5.E Page 32: What type of firewall device make and model is required between the PARCS LAN and the Airport Authority's LAN? Answer: Cisco ASA 55xx 24. Section 5.5.M Page 33: Are managed media converters/transceivers required? Answer: No, as they are another single point of failure. 25. Section 5.5.M Page 33: Is there a desired Cisco model required for the managed end points? Answer: Enterprise class. 26. Section 5.15 Page 41: Are sequestered server/servers required for the cloud solution? Answer: If the question concerns separate servers, yes for PCI compliance. 27. Section 9.1 Page 56.B: Does the valet area have separate entrance and exit lanes or are they shared with the non-valet customers? Answer: Valet customer enters in the Hourly parking lot entry lane, pulls a ticket or presents entry media, then presents the entry media in a nested lane to enter the valet area. The nested lane re-encodes the entry media to the valet rate. Valet customers exit via an ungated lane accessible only by valet customers. 28. Section 9.1 Page 56 B: How many cameras are required four or six? Answer: The proposed solution may have four or six cameras, as long as the vehicle imaging has 360 coverage. 29. Section 18.10 Page 99: Are there special aesthetic requirements for the transaction panel or is the PARCS vendor's standard panel acceptable? Answer: Standard panel is acceptable. 30. Section 18.15 Page 107: After researching the Guardian Telecom HDE-10, it is not a VoIP intercom system. Is a true VoIP intercom system required? Answer: Unless VoIP is cost prohibitive, VoIP is the preferred solution, which will enable Airports Authority to have a clear, reliable and enduring capability with additional plus point of low cost to maintain during operation. 31. Section 6.3.C 1 Interfaces Page 43: What Customer Relationship Management (CRM) System does the Airports Authority utilize? Answer: The CRM system has not yet been selected by the Airports Authority. 32. Section 18.16 Page 108: What is the manufacturer and model of the existing s to be reused? Answer: See attached list.
