INSTRUCTIONS FOR THE TENDERERS SALE OF TENDERS, LAST DATE OF RECEIPT AND OPENING OF TENDERS Issue of Tenders: A set of tender document can be purchased from ESIC Sub-Regional Office, Plot No. - 47, Sector 34, Gurgaon (Haryana) on any working day from 07/05/2015 to 26/05/2015 between 10.00 AM to 04.30 PM at a non-refundable tender fee of Rs.100/- (Rupees One hundred only) payable through demand draft/banker cheque of any nationalized bank drawn in favour of ESI Fund Account No.1 payable at Gurgaon. Tender Document can also be downloaded from Tenders link of the ESIC Headquarters website www.esic.nic.in or ESIC SRO Gurgaon website www.esicgurgaon.in or Central Public Procurement Portal www.eprocure.gov.in and may be submitted along with above prescribed tender form fee by stipulated date & time. In case, tender documents are downloaded from website cost of tender documents i.e. Rs.100/- shall be deposited along with E.M.D. The Bid should be accompanied with two separate Demand Drafts towards cost of tender documents of Rs.100 and Earnest Money Deposit (EMD) of Rs.35,000/- issued by any nationalized bank. In the absence of the same, the tender shall be summarily rejected. Cost of tender documents is nonrefundable and the EMD shall be refunded to all unsuccessful bidders after finalization of the contract. No interest is payable on the EMD to either the successful Tenderer or unsuccessful Tenderers. Last date of Receipt: The sealed tenders, complete in all respect, numbered and signed on each page, should be dropped in the Tender Box kept at the Facilitation Centre, ESIC Sub-Regional Office, Gurgaon (Haryana) by the stipulated date and time. Tender submitted or received after the closing date and time will not be considered. Late Bids i.e. bids received after the specified date and time of receipt, will not be considered. Telegraphic/Telex/Fax/E-mail/ conditional/ incomplete Tenders will not be entertained and shall be rejected. Opening of Tenders: The Tender will be opened at 2.30 PM on 27/05/2015 at Conference Room, ESIC Sub-Regional Office, Gurgaon (Haryana) in the presence of the authorized representatives of the tenderers, who wish to be present at that time. The Bids will be scrutinized, by an evaluation committee constituted by the Director (Incharge) to inspect the site; to check all requisites/documents and to examine the fairness/justification of rent. The Competent Authority of this office reserves absolute rights to cancel / reject any or all tenders without assigning any reason. The Director (Incharge), ESIC SRO, Gurgaon reserves absolute rights to strengthen/relax, add/remove any terms and conditions without assigning any reason. GENERAL CONDITIONS 1. The bid should contain technical parameters like design parameters, type of construction, availability of parking space etc. The bid should be kept in a sealed cover super scribed as Quotation for Accommodation and it should be dropped in the Tender Box kept at the Facilitation Centre, ESIC Sub-Regional Office, Gurgaon (Haryana) by the stipulated date and time. 2. The tender should inter-alia contain details as follows: i. The location and address of the accommodation with shortest route and distance from Rajiv Chowk, Gurgaon. ii. Exact carpet area. iii. Detailed approved plan of the accommodation. iv. The rent of the accommodation offered inclusive of all taxes/charges excluding water/electricity charges. Both rental rate per sq. ft. of the carpet area and total rent of the accommodation offered should be quoted. v. Facilities and amenities available with the building. 3. Facilities required to be provided by the owner: i. Carpet area of around 2000 sq. ft. to 3000 sq. ft. (Approx) ii. The building should be fit for office use. iii. Easy accessibility The approach road of building should be at least 24 ft. wide. iv. Free parking space should be provided/made available for at least 5-10 vehicles. v. The office space should have electrical fixtures such as switches, power points provisions for A.Cs etc. vi. The electrical connection of at least 5 KVA power load shall be available for exclusive use. ESIC may install D.G. Set (if required) and the owner shall not have any objection for such installation. vii. There should be a provision to install a tower of 10 meters height for data communication. viii. The area proposed to be given on rent should be preferably on ground floor. ix. The building should have adequate security provisions such as compound wall, gate etc. x. The maintenance (civil, electrical, mechanical, plumbing including consumable etc.) shall be provided by the owner and the owner shall also undertake to carry out annual repairs and maintenance such as white washing, painting etc. every year. No additional charges for the same shall be payable. xi. The building should have exclusive toilet facilities separately for ladies and gents. xii. xiii. All mandatory clearances required should be available for the building. xiv.bids without the above mentioned requirements/documents may summarily be rejected. xv. The sizes of room required are approximately as under:- a) Waiting space of 40 sq.mtr (approx.) b) 1 room of 10 sq.mtr (approx.) for Br. Manager. c) 1 hall of 40 sq.mtr (approx.) for counter provisions for 5 persons counter clerks/cashier. d) 1 room of 20 sq.mtr (approx.) for keeping records/photocopier/pantry etc. and 1 room of 20 sq.mtr (approx.) for SSO/Medical Referee. e) 1 room for computer equipments/accessories of 10 sq.mtr (approx.) f) Separate toilets for ladies and gents. xvi. The successful bidder shall provide the building in ready condition as per requirements given above within 1 month of allotment of tender. 4. The tender should be accompanied with a certificate as per Annexure II enclosed and necessary documents as mentioned in Annexure-I. 5. Both rental rate per sq. ft. of carpet area and the total rent for the entire space offered should be quoted in the tender. The rent should be inclusive of property tax or any other tax required to be paid by the property owners. Rental rate per sq. ft. shall be the criteria for deciding L-1 provided the accommodation is otherwise found suitable for office use. 6. The period of lease should be for 5 years duration extendable for further 5 years with mutual consent. No enhancement of rent shall be admissible during the initial lease period of 5 years. 7. The Director (Incharge), ESIC SRO, Gurgaon reserves absolute rights to strengthen/relax, add/remove any terms and conditions without assigning any reason. 8.
