Summary For Berkley Court Apartments VA018182000 General Statement Regarding Assessment Analysis Recommendations Pursuant to the Franklin Redevelopment and Housing Authority, VA agreement with The Nelrod Company dated August 23, 2012 a was conducted for Berkley Court Apartments. Preliminary data including site and unit data, and completed property questionnaires were received from the Housing Authority during the onsite visit, and the walkthrough portion of the needs assessment was completed on September 12, 2012. The walkthrough included at a minimum, 100% of the site and non dwelling buildings, a sampling of 20% of the dwelling buildings (all buildings observed), and 10% of the dwelling units. As part of the overall needs assessment, review and recommendation for this site, site amenities, unit size, layout, and functional obsolescence were given full consideration. Development Summary Berkley Court Apartments are located at 702 Cameron Street in the western portion of the Franklin, VA. Berkley Court Apartments consist of seventy-five (75) dwelling units, located in twenty four (24) buildings. The units consist of fourteen (14) one bedroom units, twenty (20) two bedroom units, twenty eight (28) three bedroom units, ten (10) four bedroom units, and three (3) four bedroom units. Berkley Court Apartments has four (4) section 504 units, which does meet the minimum requirements for section 504 units. Site Berkley Court Apartments were constructed by the Franklin Redevelopment and Housing Authority in 1972. The site appears to be well maintained, and generally in good condition. Berkley Court Apartments has the following amenities one (1) playground facility. Parking is provided for the residents of the Berkley Court Apartments. There is 41,200 square feet of asphalt. The parking areas are in good condition. The Berkley Court Apartments has 16,892 square feet of concrete pedestrian walk ways, which are in good condition. Lawn areas appear to be in good condition and well maintained, and the trees appeared to be trimmed away from buildings so as not to damage windows and the building roofs and facade. Special recommendations for the Berkley Court Apartments: It is recommended that the Agency install underground drainage systems for the HVAC system s condensate drains. The drains are currently draining on the ground behind the dwelling units and are causing the ground to stay saturated with water. Special attention should be given to the following immediate needs: Tree trimming, dumpster enclosures. 3 2012 The Nelrod Company, Fort Worth, TX

Building Building exteriors and systems for the buildings contained in Berkley Court Apartments appear to be well maintained and in good condition. The buildings are slab on grade foundations with brick veneer and metal siding building exteriors. The buildings are a combination of both two story Row/Townhouse type and single story semi detached duplexes. The dwelling buildings are in good condition. The windows installed at the Berkley Court Apartments are in excellent condition and are therefore not considered for replacement. However when the Agency plans to replace the windows, replace the windows with ENERGY STAR double pane vinyl. The roofs at Berkley Court Apartments are comprised of asphalt type roofing. They are in severe condition and should be considered for replacement even though this requires early replacement of the roofs. The exterior siding is in good condition and does not require to be replaced. The heating is provided by individual unit Aquatherm furnaces. The furnaces are in poor condition and should be considered for replacement at this time. Heating controls are provided at the unit level with some non programmable and some with programmable setback type thermostats. Domestic hot water is provided by unit level gas water heaters. Special recommendations for the Berkley Court Apartments: The electrical wiring inside the Berkley Court Apartments is aluminum and should be replaced as soon as possible. Be advised that removal of aluminum wiring can have additional costs like plugs, switches and lighting fixtures. Special attention should be given to the following immediate needs: Roofs, electrical wiring, plugs, and light fixtures. 4 2012 The Nelrod Company, Fort Worth, TX

Unit The units of Berkley Court Apartments have been assessed with an overall condition of poor. Unit kitchens are in poor condition and are showing significant wear and tear. The cabinets and countertops are in poor condition and should be replaced by the Agency. The appliances in the kitchens are in poor condition and should be considered for replacement. Unit baths are in fair condition. The toilets installed throughout Berkley Court Apartments are a combination of 1.6 gallon per flush type toilets and 3 gallon per flush type toilets. The bathtubs are in good condition and should be considered for replacement in the future. Unit flooring throughout is vinyl composite tile. The tiles are in severe condition and should be considered for replacement. Be advised that the Agency has report the presence of asbestos tile mastic in some units. These tiles should only be removed by licensed professionals. Heating controls are provided at the unit level with some non programmable and some with programmable setback type thermostats. The lighting throughout the Berkley Court Apartments is a combination of both fluorescent type lighting fixtures and incandescent type lighting fixtures. They are in fair condition and a not considered for replacement. Special recommendations for the Berkley Court Apartments: It is recommended that the Agency continue changing the 3 gallon per flush toilets with 1.6 gallon per flush toilets, continue changing out non programmable thermostats with programmable thermostats, and continue changing incandescent light fixtures with fluorescent light fixtures. Special attention should be given to the following immediate needs: Electrical wiring, electrical outlets, abate any remaining asbestos tiles, smoke detectors, and appliances. 5 2012 The Nelrod Company, Fort Worth, TX

Accessibility (Section 504) Berkley Court Apartments has four (4) section 504 units currently in its inventory. This does meet the five percent designation requirement for Berkley Court Apartments. Cost estimates may vary depending upon architectural design features that may be required in order to accommodate floor space re configuration. Estimates for 504 modernization recommendations are compiled based on RSMeans ADA Compliance Pricing Guide and specification requirements for Section 504 designated units are extracted from the Uniform Federal Accessibility Standards, FED STD 795 dated April 1, 1988. PIH Notice 2002 01 (HA) dated January 22, 2002 provides further guidance as it pertains to implementation of the 504 standards. Section 504 recommendations for the Berkley Court Apartments: Upper wall cabinets that are mounted above 48 inches should be lowered. Countertops and sinks should be lowered to be below 34 inches. Kitchen sink drains and hot water piping should be insulated in such a way as to prevent injury. Cabinets should have pulls installed. Range hood ventilation and light controls should be mounted below 46 inches. Grab bars installed the bathrooms should be installed in such a way as to be below 36 inches.
