Invitation of Applications. The Life Insurance Corporation of India is the premier Financial Institution of the country. It has Offices across the country and abroad with huge real estate portfolio, including office and residential premises, in all major cities as also mofussil areas. The Corporation plans to form a panel of reputed and well established professional firms for services in various aspects of real estate management covering areas such as fresh acquisition, development of vacant plots, redevelopment of old properties, disposing of unremunerative properties, facilities management, project management, agency services, strategic planning and advisory services, land agency and document services, best use option studies etc. Only consulting firms registered/ incorporated in India and with annual billing for consultancy services of more than Rs.5.00 crores who can provide whole bouquet of the services being sought, are eligible for empanelment. The last date for submission of applications of empanelment is 04.08.2012 up to 1300 Hrs. Mere submission of applications or fulfilling the criteria does not give a right to empanelment. 1. Consultancy Service Requirements The LIC of India (Corporation) requires the services of reputed, well established professional firms for various aspects of modern real estate management. With a view to facilitate appointment of consultants for

specific tasks, some of which have already been identified while some others are in the pipeline, the Corporation has decided to form a broadbased panel of consulting firms offering services in the following : I. Feasibility study including Techno- economical viability assessment of expected growth potential and investment opportunities in commercial/housing and retail sectors for: a) Fresh acquisitions b) Development of plots and c) Redevelopment of old properties. II. Best Use Option Studies for large plots owned by LIC of India and preparing a developmental module, defining a growth strategy, covering assessment of expected growth and investment opportunities in relevant sectors including market demand, site analysis, techno economic feasibility etc inter alia the following : (i) for development of unencumbered plots in Metro tier-i & II cities Some new locations may be added in future. (ii) For development of inherited vacant/ partially developed plots with various constraints in several major cities in Andhra Pradesh and Karnataka. (iii) Viable development methodology to be worked out for each plot. III. Marketing to the target group for leasing out commercial / retail space, drafting of lease agreement with the clients. IV. Identification of unremunerative properties with proper Technoeconomic analysis and appropriate recommendations for viable development. In some cases, Corporation will identify the unremunerative properties(npa s ) and furnish details. The Consultants should explore all possible ways and means of developing/ redeveloping the properties and advise LIC of India accordingly.

V. Identification of existing unviable properties for disposal with critical analysis / Methodology, etc. VI. Determining the format and stages of bidding process and drafting of tender document for disposal of unviable properties. VII. Managing the bidding process, evaluation of bids received, identifying appropriate agency / agencies for short listing with specific recommendations to LIC of India at each stage. VIII Conducting title checks, valuations and carrying out basic legal documentation IX. Maximizing efficiency and effectiveness in the management of the Corporation s Estates. X. Creating organizational development systems for undertaking development of identified opportunities to give maximum yield from real estates. XI. Liaising with governmental/ local authorities for getting various details and approvals, etc. XII. Updating property records and necessary documentation for effective retention / development/ disposal of property. XIII. Providing end-to-end solutions for interiors, handling fit-out management, building construction management, manpower planning, space planning and appraisals, as well as cost, quality and time control. The Corporation intends to empanel the firms who have an established track record of providing all of the above services. The fields identified above are only for the purpose of illustration. As and when specific tasks for consultancy services are identified, the empanelled consultant firms shall be asked to submit their offers for the same.

2. Eligibility Criteria: Applications for empanelment in prescribed form are hereby invited from professional consultant firms fulfilling the eligibility conditions set out below for their empanelment. i. Experience Minimum 5 years in the field of complete real estate solutions such as development / redevelopment/ disposal of properties for central / state Govt.organizations / PSU s / Private sector companies of repute. The development cost shall not be less than Rs. 100 crores and developed area should be minimum 5 acres of land in metro cities, 7tier I and II cities. ii.registration/incorporation The firm shall be registered with registrar of companies in India. iii. Presence / reach The firm should have proven capabilities of providing real estate solutions in all major cities in India particularly in Andhra Pradesh and Karnataka iv.clientele / past record The firm should have been empanelled by at least 2 clients from Government / PSUs or Banks in the last 3 years. iii.minimum annual billing for consultancy work The minimum average turnover from consultancy work in last 3 financial years should be Rs. 5.00 Crores. 3. Terms and Conditions Terms and conditions for empanelment are as under. a. The panel shall be valid for three years from the date of formation of the panel. This period may be extended by one more year at the discretion of the Corporation. b. Additional consultants can be added to the panel after it is formed if the Corporation finds it necessary / expedient to do so.

c. For each specific consultancy work, bids may be invited from the empanelled consultants. d. Non-performance/ under-performance of an empanelled firm can affect award of future orders to it and may even result in its removal from the panel at the discretion of the Corporation. e. Terms of reference, payment terms, time schedules, bid security and the other relevant terms and conditions will be defined for each consultancy work separately at the stage of inviting bids. The Corporation may divide the work among all or a set of consultants who participate in the bids 4. Submission of applications for empanelment. a) All interested agencies must apply in the prescribed format and the application completed in all respect must be submitted latest by 1300 Hrs on 04.08.2012 addressed to The Regional Manager( E&OS) at above address. The envelope shall be super-scribed with Application for Empanelment of Real Estate Consultants.. b) The following documents are required to be submitted along with application: i. Income tax clearance certificate. ii. Annual reports of last three years. iii. List of consultancy works carried out in last three years and the contact persons in the customer organizations along with their contact particulars. iv. Annual billing of consultancy works during last three years in aggregate and in the specific fields identified above, certified by the statutory auditors. v. Copy of registration / incorporation certificate of the firm. vi. Present team of senior consultants with their brief CVs. vii. List of branches / offices in India of the consulting firms. c) All costs and expenses associated with submission of application shall be borne by the applicants submitting the application and the Corporation shall have no liability in any manner in this regard or if it

decides to terminate the process of empanelment for any reason whatsoever. d) The application may be sent in a sealed cover marked "Application for empanelment of Real Estate Consultants" and addressed to Regional Manager(E&OS), LIC of India, Jeevan Bhagya, South Central Zonal Office, Saifabad, Hyderabad and be dropped in the box kept for the purpose in the office of Secretary(E&OS), 1 st Floor, East Wing, Zonal Office Bldg, Hyderabad on or before 1300 hours 04.08.2012. e) In the event of any furnished information found to be incorrect or misleading or deceptive or if there is any breach of the terms and conditions at any time by the empanelled consultants, the empanelment may be terminated summarily by the Corporation without any notice. f) The right to suspend the empanelment process or part of the process, to accept or reject any or all applications at any stage of the process and / or to modify the process or any part thereof at any time without assigning any reason thereto is reserved by the Corporation without any obligation or liability whatsoever.
