POINTS OF CONSIDERATION WHEN ENTERING THE RENTAL PARTNERSHIP PROGRAM (RPP) AS A LANDLORD 1. Landlord agrees to provide a five percent discount off the market rent. RPP Agreement price equals the Market Price times (.95) plus a Military Assistance Company (MAC) service charge of $3.00. Example: Market Price of $1000.00 x.95 = $950.00 plus service charge of $3.00 = $953.00 RPP agreement price. 2. Landlord may charge up to $50, per unit, for review of service member s credit review; may charge a $100 reservation fee, which is applied toward the first month s rent. No administration fees and no advanced cleaning fees are allowed. 3. Landlord may charge up to one month s rent at the RPP rate as a security deposit if the review of service member s credit is less than favorable. If the review is favorable, no security deposit may be charged. 4. RPP landlord is required to accept a member who has bad credit. The landlord can refuse to rent to a member only if member has prior negative rental references. 5. Navy Housing authorizes Lessor to terminate Lessee s RPP lease and convert to a conventional lease upon confirmation that Lessee is no longer residing in the unit with family members; a deployment is an authorized absence from the unit. If Lessee is no longer residing in the unit, the remaining spouse/roommate will be required to qualify for a conventional lease, and if spouse/roommate does not qualify, the spouse/roommate will be required to terminate the RPP unit. RPP lessee will pay lessor for all reduced rent and/or waived fees. 6. Under the Service Members Civil Relief Act (SCRA) effective December 2003, members may terminate if they have received PCS orders more than 35 miles away, if the member receives orders to deploy with a military unit for a period of 90 days or more, if member separates from the military; or is ordered to report to government-supplied quarters resulting in the forfeiture of basic allowance to quarters. 7. If a member leaves owing rent and damages, the Navy cannot collect outstanding balances on behalf of the landlord. The Navy will attempt to contact the member s command and advise the command of the member s debt. If the member chooses not to pay, then the landlord may take appropriate action. 8. Although the member is required to pay their rent by allotment, the member can stop their allotment at any time. RPP is not a guaranteed rent. Should the member stop the allotment, the landlord may charge a deposit and the difference of the five percent for the past months of the lease. The member may be converted to a conventional lease and pay the market rent based on the original market rent of the initial RPP lease. RPP requires Lessee to pay rent directly to the Lessor on the first of the month by certified funds (certified check, cashier check, money order, or direct deposit) until Lessee s allotment begins and the lessor receives rent. 9. If the Lessee terminates their RPP lease any time after the first lease term, based on the military clause, the Lessor is NOT authorized to recoup waived rents/fees or security deposits. Lessee must give a proper 30 day termination notice, based on compliance with Lessee s RPP agreement, Service Members Civil Relief Act (SCRA), and/or military clause under the Virginia Residential Landlord Tenant Act (VRLTA), regardless of when the termination occurs during the RPP lease term. 10. The initial RPP lease term is one year. Prior to the expiration date of the current lease, the member is required to provide a thirty (30) day written termination notice. The RPP lease automatically converts to a month to month lease with option to renew for one year. The landlord may charge an additional fee not to exceed $25 for the month to month option. 11. Navy Housing will mediate landlord/tenant issues and will act as a witness and assist on inspections in the following situations: Move-in Move-out Sanitation/Housekeeping Abandoned unit Maintenance 12. RPP rental units must be clean and ready for occupancy. Navy housing will hold an initial inspection to determine eligibility for the program. All utilities must be turned on prior to this initial inspection. 13. Annual inspections may be performed prior to renewal of Memorandum of Understanding. I will offer my property to the RPP, based on the above RPP guidelines. RENTAL PARTNERSHIP PROGRAM (RPP) Standards for Accepting a Property Maintain in good and safe working order and condition all windows, screens, smoke detectors, floors, walls, doors, locks, a/c and heat filters, all electrical, plumbing, sanitary, heating, ventilating, air-conditioning, and other facilities and appliances. All utilities must be on at the time of inspection.
