At the start it was our intention to undertake a masterplan review to learn the lessons of the first 5 years. THE FERRIER ESTATE Over the past five years, Berkeley Homes has worked with the local community and partners to transform the Ferrier Estate, into a vibrant new mixed community where people want to live, work and play. The transformation of one of the largest regeneration areas in London is well under way. COMMUNITY CONSULTATION FOLLOWING THE PREVIOUS ROUNDS OF CONSULTATION THE DESIGN HAS BEEN AMENDED IN ORDER TO ADDRESS COMMENTS & FEEDBACK RECEIVED: Height I DON T MIND THE DESIGN BUT THE NEW TOWER IN THE VILLAGE CENTRE IS TOO TALL Following the March 2014 consultation the height of the landmark building was reduced from 31 storeys to 25 storeys. It has subsequently been reduced to 21 storeys in response to the comments received following submission of the planning application. We believe that a landmark building is in keeping with the original design philosophy for a singular tall building of outstanding architectural quality within the village centre, close to the transport interchange. VERY GOOD DEVELOPMENT BUT 18 STOREYS IN PHASE 6 IS TOO HIGH The height of the apartment building next to the park has been reduced from 18 storeys to 15 storeys following the consultation. The 15 storey apartment building is located within an area identified for high density parkside development. It follows the gradual increase in height along the western edge of the park. Transport I DEFINITELY THINK MORE SHOULD BE DONE REGARDING THE BUS ROUTES & IN PARTICULAR THE 178 WHICH GIVES US THE ABILITY TO GET TO TWO MAJOR HOSPITALS The design has been amended to allow a permanent bus route to both the East & West of the development. This facilitates easy access to buses for new and existing residents in the surrounding areas. We have listened to residents views regarding bus services and Berkeley Homes will contribute 3 million towards a new bus service to the north of Greenwich. HIGHWAYS & PARKING PROVISION NEED CAREFUL CONSIDERATION Berkeley Homes has listened to residents views regarding visitor car parking. The proposals now include visitor spaces to address this concern without overly dominating the street scene. We have worked continuously with our traffic consultant WSP to understand what lessons can be learnt from the completed phases and are continuing to monitor this. 6
Density Affordable Housing THE INCREASE IN UNIT NUMBERS WILL RESULT IN THE DENSITY OF THE DEVELOPMENT INCREASING The density across the Kidbrooke Masterplan Area would be fully in accordance with the relevant density guidance in the London Plan. The proposed improvements to bus services would increase the Public Transport Accessibility Level of parts of the Kidbrooke Masterplan Area to 4. The upper density for a site with PTAL 4 is 260 dwellings per hectare and the density of the proposed Masterplan is nearly 100 dwellings per hectare below this level. Family Homes THERE IS STILL A SHORTAGE OF FAMILY HOMES IN LONDON. THIS MUST CONTINUE TO BE ADDRESSED WITHIN KIDBROOKE VILLAGE The new proposals will deliver 775 family homes with over 27% of the development providing 3 bedroom homes for families. The GLA has reviewed the proposals and considers that it will provide a balanced mix of housing in accordance with planning policy. THE AFFORDABLE HOUSING PROVISION ARISING FROM THE PROPOSALS SHOULD INCREASE The new proposals increase the affordable housing provision from 1,525 affordable homes to 1,700 affordable homes. The overall affordable housing provision would be above 35% which is in accordance with local planning policy. Facilities WE APPRECIATE THE DEMAND FOR BUT THIS WILL RESULT IN MORE PEOPLE LIVING IN THE AREA & INCREASED DEMAND FOR SERVICES Berkeley Homes has increased the number of shops and restaurants (+25%) and increased the quantum of community floorspace (+37%). The revised proposals will enable early delivery of a larger replacement primary school, delivered 6 years earlier than in the previously approved scheme. The Environmental Impact Assessment has assessed the size of new and existing local facilities to ensure they can meet future residents needs. I THINK WHAT S HAPPENING HERE IS REALLY GOOD NEWS FOR ALL OF KIDBROOKE. THIS AREA HAS HAD ITS PROBLEMS IN THE PAST, AND THE TURNAROUND HAS BEEN JUST INCREDIBLE AND IT S NOT EVEN FINISHED. PHASE 3 KIDBROOKE VILLAGE CENTRE Phase 3, forms the Village Centre with a mix of shops, restaurants/bars and community uses concentrated around a village square (11,921sqm of retail/ commercial/community floorspace). A total of 1,238 new homes are proposed which will help ensure the Village Centre is a vibrant and sustainable place. New homes in buildings of varying height are clustered around shared amenity spaces. This cluster will be defined by an iconic landmark building of 21 storeys. Image: 1. PHASE 5 The proposals for Phase 5 have been revisited by CZWG, the architects for Phase 4. The design builds on the established design principles of Phase 4 in the style of the Villa Buildings of Blackheath. Phase 5 is bisected by a new park that runs from north to south through Kidbrooke Village. It responds to the redesign of the Village Centre and seeks to promote a central north-south road linking Sutcliffe Park to the south with the new station and Village Centre to the north. The design is respectful of the green space network. The setting out of blocks to the east of the park provides wider separation between buildings, enhancing the flow of the landscape into the podium gardens. Image: 1. Block C and E Street view CGI 2. PHASE 6 The proposals for Phase 6, will deliver an exciting new community focused around a new primary school and community space. East to west links through this Phase ensure that existing and new residents can easily access the Village Centre and new park. The new primary school and community facilities have been located to ensure that a bus turn around area, accessed via Weigall Road, is incorporated into the proposals. A mix of houses and apartment blocks are proposed throughout Phase 6, with apartments located along the northern boundary ranging from 3 storeys to the west and south, rising to a maximum of 15 storeys next to the park.
