Page 1 7. Narrative Description This building has undergone two significant remodels since its original construction as a three-story brick building in 1882. In 1954, the upper stories were removed, and the upper portion of the first story was clad in yellow/tan enamel panels above large display windows. In the 1980s, the façade was remodeled to the current appearance, with wood paneling installed over the original upper portion and extending down to the ground, with smaller windows and a single entry. A small cornice with brackets was also installed. Thus, the current appearance of the building reflects this second remodel. 8. Narrative Statement of Significance The appears to be non-contributing within the potential Downtown Commercial Historic District (#29-03685). The building was built in 1882 for Samuel Stern, with stores on the first stories, offices on the second story, and a hall on the third story. In 1954, it was reduced to one story and remodeled with a modern streamlined design. While this modernization would contribute to the historic significance of this period within the Downtown Commercial Historic District, it has since been remodeled again with the installation of wood panels and smaller windows. Thus, this later remodeling results in the building as non-contributing within the district. The building is currently listed as noncontributing in the West Jefferson Street Historic District (1991, #29-00001), as the remodel falls after the period of significance for the district. While this building was significantly modified in 1954, the original three-story, three-storefront, brick building was constructed in 1882 for $13,000 by Samuel Stern (not Stein), who bought the large lot on March 25, 1882 (Transfer books, The Building Boom, Hawk-Eye, January 4, 1883, 11). The city directories list Price and Henry Drug Store at 501 (1883-1901), tailor Herman Schier (1883) and then an Ice Cream/Candy/Bakery (1886-1901) at 503, and Charles Buettner, Furniture and Carpet Co., at 505 (1883-1913). The 2 nd story housed offices and storage, while the 3 rd floor was the AOUW Hall (1886 Sanborn Map). The 1900 Sanborn map shows a drug store at 501, bakery at 503, and furniture store at 505, which wraps around to the rear of the buildings to the west for an upholstering department. In the early 20 th century, Frank Bickman (1906), Coe-Koett Co (1912), and J.H. Coe Co, dry goods (1916, 1920), were located at 501, Saylor-Neff Co (1912) and G.M. Saylor Co, shoes (1916, 1920), were located at 503, and C.H. Biklen Co, department store (1916-1933) was found at 505 Jefferson. 501 and 503 were combined by 1924 for the National Outfitting Company (listed here in 1924 to 1928). Then, long-time occupants, Brown, Lynch, Scott Co (department and hardware store), were at 501-503 Jefferson from the 1930s into the 1970s. Brown, Lynch, Scott Company operated at two previous locations before moving here in November 1930. The firm had been in existence since 1925 and grown substantially. They moved into the full first story of the Elks Building in 1928 as well as the room west of the corner that were formerly part of the Unterkircher funeral home ( Firm to Move to Elks Site When Vacated, Hawk-Eye, August 16, 1928, 5). Businesses at 505 included Dr. Harry s Shoe Hospital (1935-1954), White Spot Café (1937), Ideal Café (1940, 1942), Eddy s Café (1945), Jake s Place (1947), and Jefferson Street Cleaners (1951, 1954).

Page 2 As part of the modernization program sweeping downtown Burlington in the 1950s, the top two stories of the were removed in 1954. The first story was remodeled for a modern streamlined design, with metal enamel panels and a glass storefront with aluminum windows. The 1963 Sanborn map shows the building reduced to one story, including the section to the south along 5 th Street, and original one-story rear/side addition behind the 507-511 Jefferson buildings. The 1955 city directory lists Brown Lynch Scott Company at 501-503 Jefferson, with Harry Lafferty as president, Daniel Gilliland as vice president, and Kenneth Gooch as manager. They sold hardware, home appliances, farm supplies, and building supplies. Dr. Harry s Shoe Hospital remained at 505 Jefferson. These businesses remained listed here into the 1970s. In 1978, The of Burlington purchased the building from the descendants of Samuel Stern, and it became a Senior Community Center.
