Analysis The Slowdown Continues There were 9,927 residential sales transactions concluded through a real estate broker in the Montréal Census Metropolitan Area (CMA) in the first quarter of 2013. This represents an 18 per cent decrease compared to the first quarter of 2012 and the third consecutive quarterly drop in sales, following decreases of 8 and 15 per cent in the third and fourth quarters of 2012, respectively. Effects of New Mortgage Rules Still Being Felt The most recent tightening of mortgage rules, which came into force in July 2012 and limit the maximum amortization period to 25 years, continued to have an impact on the Montréal area real estate market. Otherwise, Montréal s economic environment was favourable to real estate activity. According to Statistics Canada, some 88,000 jobs were created in the past 12 months in the Montréal CMA and the unemployment rate dropped to 7.8 per cent in the first quarter of 2013, its fourth consecutive quarterly decrease. Furthermore, from January to March, mortgage interest rates remained at their historically low level. Also, according to the Conference Board of Canada, almost half of Québec consumers felt that it was a good time to make a major purchase such as a home. The Drop in Was Less Pronounced in the Suburbs, With One Exception Residential sales fell by 22 per cent on the Island of Montréal in the first quarter of 2013, but fared better in most off-island suburbs. The North Shore registered the smallest drop in sales at 11 per cent. The South Shore and Laval followed with respective decreases of 15 and 18 per cent. The Vaudreuil-Soulanges area was the exception, with a 38 per cent drop in sales compared to the first quarter of 2012. We should remember, however, that the Vaudreuil-Soulanges area registered record-setting sales levels in the first quarter of 2012. If we remove Vaudreuil-Soulanges from the equation, the decrease in sales was generally smaller in the least expensive areas, for both single-family homes and condominiums. This goes hand-in-hand with the fact that many households that require mortgage loan insurance generally first-time buyers have restricted their home-buying budget due to the reduction in the maximum amortization period. tightening of mortgage rules, single-family homes represent the segment for which sales have slowed the least. Throughout the CMA, the median price of single-family homes reached $272,000 in the first quarter of 2013, a 1 per cent increase compared to the first quarter of 2012. Although the average selling time for single-family homes increased by 8 days, it remained relatively low at 85 days. : Buyers Now Have the Upper Hand As for condominiums, while sales fell by 19 per cent, the number of active listings jumped 25 per cent in the first quarter of 2013. As a result, market conditions for condominiums have become even more relaxed. Buyers now have the upper hand on the Montréal condominium market, for the first time in 13 years. However it was still a seller s market only five quarters ago, meaning until the fourth quarter of 2011.
