Technical Requirements for WebGIS based Land Information System (LIS) and Land Acquisition Monitoring System (LAMS) for Coal Mining Projects 1.0 About the Company Central Mine Planning and Design Institute (CMPDI), is a subsidiary of Coal India Limited (CIL) and located at Ranchi, Jharkhand. It provides consultancy in the area of mineral exploration, mining, engineering, environment, coal preparation and Geomatics related services. CMPDI is having 7 Regional Institutes located at Asansol, Dhanbad, Ranchi, Nagpur, Bilaspur, Singrauli and Bhubaneswar. 2.0 Objectives Land Information is vital to every project of CIL and land acquisition is a complex process covering multiple, diversified sub processes starting from filing of land acquisition proposals to acquiring possession of land involving a number of stake holders and acting agencies. Efficient management of the land acquisition process requires a proper monitoring system in place, which shall keep track of key information within the scope of land acquisition. The monitoring system shall identify the gap areas in the process through generation of related information enabling the project authorities to act upon such gaps at the right time. In the above context, CMPDI proposes to implement Web GIS based Land Information System (LlS) and Land Acquisition Monitoring System (LAMS) for various coal mining projects of Coal India Limited, for efficient land acquisition and to facilitate: Evaluation of Government, Private and Forest land involved in the project Filing of Land acquisition proposals Filing for Forest and Wildlife clearances Tracking of government land alienation Assessment, payments for private land with owner details Tracking of land allotments and possessions Identification and timely resolution of Land Acquisition related issues It is required to collect relevant land records at cadastral level and compile the same information into a comprehensive geo-database of land parcels involved in the project area having parcel level information on land attributes such as area, land type, ownership, etc. The geo-database needs to be enabled in a Web environment (Web based GIS) with facilities to capture and manage information on Land (such as land acquisition progress, etc.) in the project area. The system is to act as a Decision Support Tool for efficient and effective Land Acquisition and support query and reporting of land parameter and land acquisition progress for different types of land involved in the project area. 1 of 12
3.0 Scope and Activities envisaged under the assignment Collection of Cadastral maps and Record of Rights from concerned government offices Collection of project area maps, mine plan, baseline environmental data with locations, etc. from concerned project offices Preparation of baseline data for different categories of land involving preparation of land schedules, scanning, digitization, transformation, mosaic, transformation, data linking, etc. Preparation of cadastral based geo-database of land parcels Satellite data integration (Satellite data shall be provided by CMPDI) Land acquisition database configuration Development of Web/ Cloud based GIS application on Land Information System (LIS) and Land Acquisition Monitoring System (LAMS) facilitating information dissemination on Plots, Villages, land owners, land acquisition status, valuation, compensation, mine plan, environmental data, spatial/ non-spatial query, etc. Hosting of LIS and in Web GIS server / Cloud Server Commissioning and maintenance (1 year) of GIS based LIS and LAMS. NB: All necessary Web/ Cloud GIS hosting facility shall be provided by CMPDI 4.0 Salient Features of the Proposed System Secured privilege based access to the information content through provision of userid/password both at application and database level. Web based user-friendly menu based system for facilitating remote data updation and decentralized data assimilation and information dissemination. Provision for activity management through specification of component wise target start/ finish dates and comparison with the actual start/ finish dates to evaluate performance. Presentation of up-to-date status of the Land Acquisition through reports, charts and maps. Target/ Achievement analysis on the selected KPI factors related to the Land Information. 5.0 Expected Outcomes Generation of near real-time decision making information in the form of Reports and Maps to assist the project authorities in decision making process. Generation of scheduled reports to periodically inform the project authorities regarding progress/ status of various components of the land acquisition. Better appreciation and understanding of the process through visual interpretation of Land acquisition at different stages for different categories of land through GIS system. Assist the project authorities in dispute management through proper recording of process related information Ensuring public satisfaction through timely monitoring and grievance redressal. 2 of 12
6.0 Presentations by the interested firms/ agencies Shortlisted firms/agencies will be suitability communicated through Email/FAX for making presentations. The firms/agencies shall be empanelled on the basis of their techno-commercial capabilities evaluated by a Committee of CMPDI, on the basis of their documents and presentation and clarification of doubts, if any. 7.0 Technical Evaluation The work is critical in nature and is to be completed in a time bound manner. Consultants having necessary domain knowledge (both technical and functional) and substantial prior experience shall be considered for evaluation. The Technical evaluation shall be done adopting a marking system as under: Sl. The decision of CMPDI shall be final in this regard. The selected empanelled vendor is to deploy all necessary resources such as trained and experienced man power, GIS development facility, etc. as may be required for data collection, database development, WebGIS application development, System deployment, Training and maintenance. 8.0 Duration of Empanelment The short-listed firms/ agencies will be empanelled for a period of two years from the date of empanelment letter issued to them. 9.0 Allotment of Work The empanelled firms/ agencies will be asked to submit their financial offer as per technical requirement of the Project. Depending on the work load, it be allotted to multiple vendors adopting a standard unit rate (lowest) based on the capacities spelt out by the interested firms/ agencies. 3 of 12
10.0 Techno-Commercial Proposal Requirement Techno-Commercial Proposal shall comprise of the following: 1. Application Form (Form-1) in the letterhead of the firm/ Agency. 2. Name of the firm/ Agency, its Year of Establishment (Form-2) 3. Contact number with name & other details of the Lead/ contact person (Form-2) 4. Key in-house personnel (professionals of GIS field with qualification and experience) (Form-3) 5. Past experience in developing GIS based Cadastral level LIS for land acquisition proposals using cadastral maps/ RoR data. (Please enclose details with supporting documents) (Form-4) 6. Past experience in development of Web based GIS including cloud based applications in cadastral/ city scale (regional scale mappings shall not be mentioned). (Please enclose details with supporting documents) (Form-5) 7. Proposed methodology enumerating approach, work process, proposed system architecture/ functionalities, key deliverables, deployment plan, timeline and capacity to handle nos. of Projects on per quarter year basis. Eligible Agencies shall be required to make a presentation on the Approach and Methodology along with their past experiences in development of cadastral based LIS and land acquisition Monitoring processes. 8. Recognition by any National / State nodal agencies for GIS, RS and GPS applications, if any. (Please enclose supporting documents) 9. Quality certification in geomatics services, if any. (Please enclose supporting documents) 10. Annual Turn-over with GIS-related services (Form-6) 11. Audited accounts of last three years along with latest Income-Tax clearance certificate. 12. Self-attested copy of Registration of the firm issued by the competent authority. 13. A declaration from the Firm/ Agency that they have not been banned or de-listed or blacklisted for fraudulent practices. (Form-7) 14. A declaration that the firm/ agency is not involved in any litigation that may have impact of affecting or compromising the delivery of services to CMPDI. 15. A declaration that your firm/ agency agrees that CMPDI s decision of empanelment of firms/ agencies shall be acceptable to you. 16. A declaration that the firm/agency will not violate any Intellectual Property Right (IPR) in any of the components and shall be solely responsible in case of any violation. CMPDI will not be responsible/ liable for any violation of IPR. 17. A declaration that the firm/ Agency will maintain the confidentiality of data collected by them or satellite data provided to them, unless asked to do so by General Manager (Geomatics), in writing. 18. NB: 1. The application and supporting documents are to be signed on each page by the authorized signatory. 2. No financial quotes shall be submitted along with EOI. 3. Each applicant shall submit only one proposal. 4. All proposals and accompanying documents submitted as part of the EOI once opened will become property of the CMPDI and will not be returned. 5. The information provided by the firm/ agency will treated as confidential by CMPDI, unless asked to disclose by the orders of the courts of law or the Information Commission (under RTI Act). 6. All declarations and forms shall be on the letterhead of the firm/ Agency. 7. Joint venture proposals shall not be entertained 11.0 Submission of the EOI The interested potential firms/agencies with prior experience and competency and capability in terms of technical strengths, experience and financial stability to address the development of LIS and LAMS on Web GIS based platform, may submit their expression of interest in sealed cover superscripted EOI for Development of GIS based Cadastral Level Land Information System (LIS) Land Acquisition Monitoring System (LAMS) for Coal Mining Projects of Coal India Ltd. with necessary documents in support of their experience, list of projects undertaken and covering letter duly signed by authorized signatory. The EOI should be accompanied by a Demand Draft/Pay order for Rs 5000.00 towards non-refundable processing fees drawn in favour of, CMPDI Ltd payable at Ranchi on or before 30 th June 2015 by 2.30 pm to General Manager (Geomatics) CMPDI Ltd Kanke Road, Ranchi 834031 Phone +91 651 2230041 EOI received after the above time and date shall not be considered and would be liable to be rejected.
