The White Plains Common Council is considering a petition submitted on behalf of WP Development NB, LLC, for an amendment to the Zoning Ordinance to create new Planned Residential Development District affecting real property known as 52 North Broadway (herein after referred to as the Proposed Action ) The Common Council has (a) designated itself as the Lead Agency for the environmental review of the Proposed Action; (b) classified the Proposed Action as a Type I Action under regulations; (c) determined that the Proposed Action may have potentially significant impacts on the environment; (d) determined that a Draft Environmental Impact Statement ( DEIS ) will be prepared to assess the potential impacts of the Proposed Action and to assess alternatives and mitigation measures; and (e) scheduled a public scoping meeting to identify issues that should be addressed in the DEIS. The Common Council will hold a public scoping meeting on March 2, 2017, at 7:30 p.m., in the Common Council Chambers, City Hall, 255 Main Street, White Plains, NY, to receive comments regarding issues that should be addressed in the scope of the DEIS. -1-
Written comments regarding the scope of the DEIS will be received until 5:00 p.m., March 13, 2017, or within a 10-day period following the close the public scoping session, if extended. The Draft Scoping Outline of issues to be addressed in a DEIS will be available on the City s website (http://www.whiteplainsny.gov) and will also be available for public review at the White Plains Library, and White Plains Planning Department, 70 Church Street, White Plains, NY 10601. Project Location: The 16.09 acre site is located at 52 North Broadway, White Plains, NY 10603, Westchester County, between Lake Street and Crane Avenue and with additional street frontage on Ross Street. The subject property is designated as Section 125.52, Block 2 Lot 5.1 on the Official Map of the City of White Plains ( Premises, or Project Site, ). The Project Site, which was previously owned by The Sisters of Divine Compassion, includes the convent and chapel buildings, and the former Academy of Our Lady of Good Counsel. The site also contains the Good Counsel Complex and the Mapleton House, both listed on the State & National Register of Historic Places. Status: The Proposed Action achieves thresholds for a Type I Action under regulations since it involves the construction of 250 or more new residential units and over 100,000 square feet of nonresidential floor area in a city of less than 150,000 population. Description of Proposed Action: Under the existing RM-1.5 Residential Multi-Family Zoning District the Project Site could be developed with approximately 467 residential dwelling units and also with an additional 736,000 square feet floor area (Floor Area Ratio of 0.8) for other various permitted uses such as, but not limited to, public and privates schools, colleges, nursing homes, dormitories, etc. The existing building height limit is 3-stories. Petitioner proposes to rezone the Project Site from the existing RM-1.5 District to create a new Planned Residential Development District ( PRDD ) intended to facilitate a mixed-use redevelopment including 400-units of market rate housing in two 10-story buildings, a 90-95 unit Assisted Living and Memory Care Facility, an academic housing building for approximately 120 individuals in 70 suites and approximately 657 parking spaces located within a parking structure and other at-grade parking lots (herein after referred to as the Conceptual Development Plan ). The proposed amendment to the Zoning Ordinance to create new Planned Residential Development district includes the following components: 1. A maximum density of multi-family housing not to exceed one dwelling unit for every 1,500 sq. ft. of land area or 467 dwelling units. 2. Graduate/professional academic housing not to exceed a maximum Floor Area Ratio of 0.15 or 105,132 sq. ft. of floor area. 3. Any combination of assisted living and memory care uses not to exceed a maximum Floor Area Ratio of 0.15 or 105,132 sq. ft. of floor area. 4. Nonresidential uses not to exceed a maximum Floor Area Ratio of 0.10 or 77,088 sq. ft. of floor area. -2-
5. The total nonresidential uses, including all ancillary and accessory uses, shall not to exceed a maximum FAR of 0.4 or approximately 280,352 square feet of floor area. 6. In an effort to preserve the North Broadway corridor vista, reduce building coverage, and maximize open space on site, the amendment would increase the maximum permitted building height from 35 feet to 140 feet provided such structures are set back at least 800 feet from a State or County Roadway (North Broadway).
