Mission & Vision MISSION To champion excellence in architecture and the built environment VISION Singapore as an Architecture Capital OBJECTIVES 1. To generate in our community a greater awareness and appreciation of the value of a sustainable approach in good design and the built environment 2. To advance the theory and practice of architecture through the support and reward for quality research and innovation in architectural design, practice and education 3. To continually upgrade through the Continuing Professional Development (CPD) Programme, the level of professionalism among architects in order to better serve our community 4. Honorary Secretary Report PREAMBLE This report provides a summary on salient features of some of the activities and events, detail of which are elaborated in the individual Committee reports. As in previous years, I am glad to report that 2014 was another eventful year. SIA PREMISES RENOVATION After extensive deliberation, Council decided to embark on a major renovation of SIA premises integrating units 79 and 81 into one bigger combined space. This will lead to more effective utilisation of the 2 units. Through an open design competition, DP was appointed as the architect for the renovation works. One salient feature of the renovation is to create affordable space for use by young architects embarking on their career. The Theatrette will be located at the 3rd storey, SIA Secretariat office will be at 2nd storey and the ground floor will be for rental. There will be a platform lift for use by those with lesser mobility. SIA is deeply grateful to members and member firms for contributing (both cost and kind) towards the renovation as well as to many material suppliers for sponsoring equipment, products and services. We would like to place on records the valuable contributions towards the renovation of our premises. REACHING OUT TO SOCIETY AND THE PUBLIC Corporate Social Responsibility (CSR) Over the years SIA had contributed in many ways to society through our CSR initiative. For example, we had contributed to Thye Hua Kwan Moral Society, Handicaps Welfare Association, The Children Society, NUS and TAS, provided assistance to rebuild schools in Maldives and Sri Lanka destroyed by the Tsunami, extended financial assistance through UAP for the Haiyan Typhoon rebuilding programme. SIA continued our discussion with St John s Home for the Elderly on the re-development of St John s premises at Wan Tho Avenue. There were numerous discussions with MCYS and SLA on several options for the Home, which concluded with SLA extending the lease for the current site, but with area reduced to one-third. Moving forward, SIA and St John s Home will work together on a design competition to seek proposals for the re-development of the new Home. The year also saw SIA, HWA (Handicaps Welfare association) and BCA entering into an MOU to collaborate on activities pertaining to the employability of persons with disabilities as trained draftsmen in the building and construction industry. SIA will promote this service to encourage members to engage such persons. The 3rd key CSR initiative will involve a design competition for the Crawford/ Beach Road Precinct working together with Tan Tock Seng Hospital (TTSH), with the objective to transform the precinct into an in situ retirement village for HDB heart landers to age in place. This project will provide a prototype to catalyse new thinking by the government on how to make existing mature precincts future ready. 23

Honorary Secretary Report Archifest 2014 Archifest 2014 continued to reach out to the general public in terms of educating and informing them about architecture, with the theme of Crowd signalling engaging people and creating spaces for everyone. In 2014, ArchXpo was inaugurated and organised in conjunction with Archifest. This is an international exhibition, showcasing architecture and the built environment that together will contribute synergistically to the built environment. It is intended to grow ArchXpo into a major event within Singapore, with regional focus. The exhibition is organised jointly with Conference and Exhibition Management Services Pte Ltd (CEMS), a long-established event management company. Another change to Archifest 2014 is the evolution of the School of Urban Ideas pillar into Urban Lab to enable more effective collaboration with design schools and other communities in the spirit of Crowd. PROMOTING ARCHITECTURAL EXCELLENCE 14th SIA Architectural Design Awards The SIA Architectural Design Awards is the cornerstone in SIA s efforts in promoting architectural excellence since 1983. Over the years, the architectural landscape in Singapore has been attributed in many ways to this effort. 2014 was the 14th time the Design Awards was held. It attracted 105 entries, of which 14 were awarded the Design Award and 10 the Honourable Mention. As in previous years, one building won the Building of the Year Award and another received the award for the best project with construction cost under S$1.5 million. The Building of the Year Award was sponsored by Jaquar & Company Pvt Ltd 2 nd SIA-Rigel Bathroom Design Awards Established with Rigel Technology (S) Pte Ltd in 2013 the SIA-Rigel Bathroom Design Awards aims to stimulate and encourage new ideas, innovations and development in the world of intelligent bathroom design, as well as to foster greater effort and commitment to advance sanitary technology and design. Year 2014 marked the 2 edition of the Awards since its inception. DEVELOPING THE PROFESSION Practice Convention The Practice Convention 2014 addressed the theme Achieving More with Less, New approaches to Practice. This theme was based on the premise that we have to be nimble and yet retain depth in design and project delivery to achieve more with less in order to meet the anticipated softening of the property market, new focus in building for the new socially responsive Singapore, labour and skilled staff crunch. Practice Convention 2014 unveils a few initiatives in the making by SIA and our partners in the industry. Be updated on the latest regulations and how we navigated them with BP Checklists, be amazed by the new SIA IDOL digital object library and new 3D approaches to design and pre-fabrication, be confident in administering the new SIA Form of Contract, be aware of how SIA Academy s innovative courses close the gap between knowledge and practice, and strategic implementation of Design for Safety during the crucial handover stage. 24

Honorary Secretary Report SIA Forms of Building Contracts The major review and revamp of the SIA Forms of Building Contract, embarked in 2011, had taken more time than anticipated due to expanding the scope along the way. It is intended to produce the 9 volumes by the 2nd half of 2015, to launch it as a SIA contribution to SG50, the 5 volumes are: SIA Form of Contract Lump Sum (local) SIA Form of Contract Measurement (local) Design and Build (local) Sub-Contract (local) Guidance Notes (for common use) The international version of the Form of Contract will be followed up later. Continuing Professional Development (CPD) Programme is the cornerstone of SIA efforts to help architects in their continuing professional development through educational courses, seminars, talks and other events. There were 314 courses, seminars, talks, etc. organised with a total of 1,200 CPD points, of which 47 seminars with 183 CPD points, 9 weekend seminars with 44 points and 17 professional knowledge series seminars with 36 points were organised by SIA. Professional Knowledge Seminars The Professional Knowledge Seminar was organised in place of the previous Technical Seminars, with the emphasis to impart professional knowledge, focusing on applications of knowhow, new technology and systems, sharing of experience in these areas, which will lead to learning experience for the architect. The lecture content is augmented by an architect sharing his experience on real applications of the product/system, the pros and cons and the learning points derived from using the materials/technology/systems. These seminars are free for members. Thus, members were able to obtain enough CPD points for renewing their practice license without paying any fee. Basic Architectural Detailing and Specification Course (ADSC) In order to address problems faced by the architectural fraternity in architectural detailing, a new programme, on Architectural Detailing and Specifications Course (ADSC), was launched in October 2013. This Course aims to raise the general awareness and standard of architectural detailing in the profession, in particular among younger architects. ADSC comprises 12 sessions. Hitherto, 30 participants had undertaken the training. PROMOTING SUSTAINABLE ARCHITECTURE G-Architect Award A new award, G-Architect (Green Architect), was implemented together with Uniseal Pte Ltd, in October 2013. The objective of this award is to honour and bestow annually an Asian architect who, through his/her body of as-built and/or theoretical projects of varied scale and ability, advances and advocates the theory and design practice of sustainable architecture. The first G-Architect was awarded to an architect from Hong Kong at the Award Presentation Ceremony on 30 September 2014. He also delivered a G-Architect Lecture on the following day. 25

Honorary Secretary Report WORKING TOGETHER WITH INDUSTRY PARTNERS One of SIA key programme is our Partnership Programme, which engages industry partners in SIA activities and programmes. Through their involvement, such programmes are more effectively carried out. We are grateful for the collective efforts of many, including members, government officials, professionals and friends from the industry. Together, they contribute in many ways towards championing excellence in architecture and the built environment. Their involvements and contributions to our activities have become an integral part of our processes and have added value in finding more effective solutions to many of the challenges we address continually. THE CONSTRUCTION INDUSTRY 2014 AND 2015 According to BCA, the market conditions remain positive and robust for 2014 with total construction demand of $37.7 billion fuelled by a higher volume of institutional and civil engineering construction contracts. For 2015, it is forecast to be in the region of $29 billion to $36 billion, driven strongly by the public sector contributing about 60% or between $18 billion and $21 billion and private sector contributing between $11 billion and $15 billion. Looking forward to 2016 to 2019 it is forecast to be in the range of $27 billion to $36 billion for 2016 and 2017 and $26 billion to $37.6 billion for 2018 and 2019 THANK YOU SIA Council would like to thank all members, advisors, government officials, and industry partners for their strong support and contribution for a better built environment and for a better tomorrow. Design: Archifest Committee Archifest 2014, held from 26 September to 11 October 2014, adopted the theme of CROWD. CROWD is a festival about people. It is also about process the process of bringing together great minds and resources to create better places for everyone. The festival opens up the discussion to investigate how the notion of CROWD operates and contributes to architecture and urbanism through a collective intelligence of creative minds multiplying its potential through collaborations and mutual learning, at the same time showcasing the spirit of community capital through the involvement of communities and place. Crowd carries different meanings in different contexts, specifically from the categories of (i) Collective Intelligence/ Design; and (ii) Community Capital. Collective Intelligence: stems from how individuals, connected by various means, can share ideas, collaborate to form collectives, make incremental changes, and produce great impacts. generates a multiplier effect achievable only when great minds come together through an integrated approach of disciplines. Community Capital: refers to how people, connected by the place they shared, leverage on social capital to build better places for everybody. the empowerment of the local community to create a change in their urban environment through a grounds-up approach. Archifest 2014 discussed how architecture, the city, and the role of architects, itself, can be challenged and changed by this notion of crowd through these two categories. Location of Festival Hub This year s main anchor site was based in the Event Plaza at Marina Bay Sands: an open site with high human traffic and served by 2 MRT lines (Circle Line and Downtown line). Six Pillars of Archifest Archifest 2014 has 6 pillars, namely: (i) Pavilion, (ii) Conference (iii) ArchXpo, (iv) Architours (v) Urban Lab; and (vi) Fringe 27

Design: Archifest Committee Pavilion In its third year running, the Archifest Pavilion Design Competition was launched on 20th May 2014 and closed on 17th June 2014. The objective of the competition was design and build a pavilion. The pavilion will be an anchor hub for Archifest programmes to take place and also embody the theme of Crowd within its design. It saw a record-breaking 28 design proposals, making it a two-fold increase in entries from 2013. The jury decided upon 2 winning schemes; Cloud Arch by AgFacadesign (in collaboration with NUS) and FUGUE 1 3 5 7 by HCF & Associates. Stand under my Umbrella by Formwerkz clinched the runner-up for this design competition. Design: Archifest Committee ArchXpo (New) Co-organised by Singapore Institute of Architects and Conference & Exhibition Management Services Pte Ltd (CEMS), ArchXpo 2014, the International Exhibition for Architecture & The Built Environment is the latest addition to the key pillars of the Archifest series. ArchXpo 2014 is the key showcase of relevant technologies, products and related services in the architectural and built environment industries. It is a key gathering of industry experts and talents that makes for excellent architectural and built environment design, as well as an invaluable platform for the exchange of research and innovation in architectural design, practice and education. It was also held in conjunction with the International Facility Management Expo 2014 and LED+Light Asia 2014, making it a comprehensive and integrated platform for all building needs under one roof. Architours Co-curated by The Architecture Society (TAS) from the National University of Singapore (NUS) and presented by SIA, Architours was held over 2 weeks, with a total of 8 tours with the following themes / sites: Session 1A: Tiong Bahru Estate (Heritage Tour) Session 1B: HDB Centre of Research Building, ACE The Place Community Centre, Marina Bay Fire Station Session 2: Sandcrawler, Oxley Residence, Park + Associates Office Session 3: Victoria Theatre & Concert Hall, Chiltern House Session 4: FDAT Office (Lattice Office), Park + Associates Office, Belgravia Villas, Grohe Gallery Showroom Session 5: LTA Transport Infrastructure Tour Session 6: ITE HQ & ITE College Centre, FDAT Office (Lattice Office), National Design Centre Session 7: Cube 8, KEEPERS, Satay by the Bay The Institute would like to thank Grohe for partnering the WAF Tour in Session 4 and XTRA for sponsoring the goodie bags and bottled water for the tours. Urban Lab (New) Urban Lab is an evolution of last year s pillar, School of Urban Ideas, to be presented as more streamlined. There is an emphasis on the collaboration with design schools and other communities in the spirit of Crowd. Urban Lab consisted of 3 fields; (i) Student Showcase, (ii) Workshops and (iii) Sharing sessions. 29

Design: Archifest Committee Fringe Fringe Events comprises of pop-up stores, talks, seminars and exhibitions in relation to the theme of Crowd. Curated by the Archifest team in collaboration with the various partners, these fringe activities were mostly organised within the pavilion itself. These fringe partners ranged from creatives to designers and from local retail shops to non-profit organisations. Using Archifest as a platform, these fringe events showcase existing enthusiast groups and movements in Singapore and what they do for the local communities. Hosting them at this festival, the act of bringing them together features a diverse form of Collective Intelligence where they are able to share their ideas and inspire people to make a change as well. Unique to this year s pavilion, Toby s Estate was featured as the anchor programme of a popup café throughout the duration of the festival. Additionally, NAIISE also organised a pop-up showcase within the pavilion. Design: Awards Committee The Awards Committee is responsible for developing categories and judging criteria for awards organised by the Institute. The committee organised two award series in 2014: 14th SIA Architectural Design Awards 02nd SIA-Rigel Bathroom Design Awards Dialogue Session for Review of SIA Architectural Design Awards The committee organised a dialogue session on 24 February to seek industry feedback on the SIA Architectural Design Awards. Feedback of the past design awards include: Composition of past judges: to widen the breadth of the jury beyond institutional representatives Appointment of a smaller jury panel with expert judges with expertise in respective fields Anonymity of submission to be reinstated To add a higher hierarchy of selection besides Honourable Mention and Design Award (i.e. Best Project in the individual category) Encourage sustainability through an online submission and judging process Disallow the submission of projects from previous cycles (applies to both winning and non-winning projects) The committee has introduced some of the above features in the 14th SIA Architectural Design Awards. 14th SIA Architectural Design Awards This award series recognizes the achievements of SIA members in their pursuit of architectural excellence and motivates architects to push the boundaries with innovative solutions Two major changes are introduced to the awards for this 14th cycle: Full online submission (physical submission is no longer accepted). G-Architect Award The SIA-Uniseal G-Architect Award is an honour that is bestowed annually on an Asian architect. A G-Architect is an individual who, through his/her body of as-built and/or theoretical projects of varied scale-ability, advance and advocate the theory and design practice of sustainable architecture. The G-Architect designs display integration between the natural and man-made systems, and craft and technology. In addition, he/she designs celebrate sustainable architecture and environmental performance. The main evaluation criteria are as follows: Have evidenced a broad and deep body of sustainable built works that advance sustainable architecture. Have contributed a significant pool of knowledge that advocates practice and ecoliteracy of sustainable architecture. Have attained a wide recognition amongst the nominee s fraternity. Practice: ADR Committee INTRODUCTION The objectives for the committee for Year 2014/2015 were as follows; Establish and publish a Code of Conduct for SIA-appointed Arbitrators, Expert Determinators and Mediators. Review, establish and publish on the SIA website the Panel of non-architect Arbitrator (SIA Panel of Arbitrators - Category B) Establish continued-training programmes for the SIA Panel of Arbitrators, Expert Determinator Formalize an MoU with SIArb Establish an in-house procedure for appointment of Mediator ESTABLISH AND PUBLISH A CODE OF CONDUCT FOR SIA APPOINTED ARBITRATOR, EXPERT DETERMINATOR AND MEDIATOR The objective of the Code of Conduct is to promote proper and ethical conduct of an Arbitrator and Mediation, e.g. to diligently resolve the disputes between the parties in a just and efficient manner and act fairly and impartially. In this Council Year, the Committee has completed drafting the Code of Conduct for SIA-appointed Arbitrators and Mediators. With this completion, all three sets of Code of Conduct have been published on the SIA website. The Committee will review the Code of Conduct for the SIA Panels of Arbitrators, Expert Determinators and Mediators from time to time to ensure that it is relevant to practice. REVIEW, ESTABLISH AND PUBLISH ON THE SIA WEBSITE THE PANEL OF NON- ARCHITECT ARBITRATORS (SIA PANEL OF ARBITRATORS - CATEGORY B) The Committee has completed the review exercise for the panel of non-architect Arbitrators (SIA Panel of Arbitrator for Category B). The Panel in Category B comprises professionals from Law, Engineering, Quantity Surveying, Project Management and Facility Management. There are currently, 1 Engineer, 1 Facilities Manager, 1 Project Manager, 4 Lawyers and 5 Quantity Surveyors in the list of SIA Panel of Arbitrators. With this completion, both Category A and B of SIA Panel of Arbitrators have been published on the SIA website. SIA INDUSTRY CONSULTATION ON ALTERNATIVE DISPUTE RESOLUTION ("ADR") SERVICES WITH LAWYER, DEVELOPERS AND CONTRACTORS The ADR Committee initiated the industry consultation with lawyers, developers and contractors with the intention to seek feedback/collective comments from the industry on SIA ADR services. There were 2 sessions organised, Session 1 was on 24 October 2014 and Session 2 was on 28 October 2014. Session 1 was intended for lawyers and Session 2 was for developers and contractors. The participants were invited to give their views/feedback/comments on SIA ADR services. The outcomes from both sessions were encouraging and constructive feedback and suggestions were received from participants. 41

Areas in which SIA s arbitrators/mediators/exds could improve/develop themselves, including with regard to: case management and carrying out the process in the most expeditious and cost-effective manner. timeliness in meeting key procedural dates / timeframes. communication skills (both oral and written), and proficiency in dealing with the parties & Counsel. The SIA Rules The SIA Codes of Conduct General awareness of SIA s dispute resolution services in the industry General perceptions and reputation of dispute resolution services in the industry. SIA forms of contract and the dispute resolution clauses therein. CONTINUOUS TRAINING PROGRAMME FOR SIA PANEL OF ARBITRATORS AND EXPERT DETERMINATION Seminar / CPD Events SIA Seminar on Latest Developments on SOP Claims - Impact on the SIA Conditions of Contract. The seminar provided the participants with an update in relation to adjudication claims under the Security of Payment Act. The cases covered in this seminar were LH Aluminum Newcon Builders, Mansource v Citiwall, Rotol v CCM, and recent adjudication determination. The seminar also discussed common issues encountered in adjudications i.e. whether e-mail service of payment claims and responses is proper, whether post-termination clauses in the SIA Conditions of Contract are valid, and what is the proper time for the submission of payment claims under the SIA Contract. Following were topics covered in this seminar; a) Can payment claim and responses be sent by e-mail? b) Are post-termination clauses in the SIA Condition of Contract legally valid? c) Are the clauses for computation of time in the SIA Conditions of Contract legally valid? d) What is the proper time to serve a payment claim using the SIA Conditions of Contract? There were 101 participants who attended this seminar on 23 August 2014. Training Programme for SIA Panel of Expert Determinators The training covers principles and practices of the SIA Expert Determination Rules, discussion on Terms of Reference and Expert Determination drafting technique and introduction to scenario. Participants are required to work on an independent assessment of a test case and submit his/her Decision at the end of the training. Participants who have passed the training qualify for admission to the SIA Panel of Expert Determinators. The ADR Committee plans to organise a training programme in next Council Year. 42

Practice: ADR Committee Conflict in the Construction Industry A perennial problem Why? It is unavoidable that the commercial activities of those engaged in the construction industry will always produce disputes? Are conflicts the result of opposite motivations? Does every conflict have to result in dispute? In this seminar, the speaker shared ways to mitigate the escalation of conflict through conflict management and dispute avoidance. This seminar was held on 6 February 2015 and Mr Johnny Tan was the speaker. 2 topics were presented, namely, Topic 1 Conflict in the Construction Industry A perennial problem Why? The Committee has completed the discussion towards establishing a procedure for SIA s appointment of Mediator ARBITRATION CASES In Council year 2014/2015 there were 11 requests received for the appointment by SIA of an Arbitrator, of which 9 cases proceeded to the appointment of an Arbitrator by the President. Practice: Architect s Appointment Committee INTRODUCTION The objectives set by the Committee for the Council year 2013/2014 were as follows; Convert the SIA Conditions of Appointment And Architect s Services And Mode of Payment to an on-line (electronic) type ( econtract ) Prepare and publish the SIA D&B Conditions of Appointment And Architect s Services and Mode of Payment Address ongoing interfacing issues with BOA Publish Practice Notes PRACTICE MATTERS On-Line Version of the SIA Conditions of Appointment And Architect s Services And Mode of Payment The objective for the on-line version of SIA Conditions of Appointment And Architect s Services And Mode of Payment (currently aka Blue Book ) is (i) to provide flexibility to members to customise Service Agreements to suit particular project needs and conditions and (ii) to make SIA s standard form of Service Agreement more easily accessible to SIA members as well as to other industry players (to promote the use of the SIA form throughout the industry). The Architect s Appointment Committee has been actively reviewing and updating the clauses to align with current legislations and has been working closely with SIACAD for the implementation of the econtract for members to use. The project is ongoing. SIA D&B Conditions of Appointment And Architect s Services and Mode of Payment The Architect s Appointment Committee is reviewing the draft D&B Conditions of Appointment And Architect s Services and Mode of Payment and is working with the Building Contracts Committee on the suitable clauses to be incorporated into the D&B Conditions of Appointment and the major issues that this committee should take note of in respect of D&B. The project is ongoing. Addressing ongoing interfacing issues with BOA The Committee has actively worked and feedback to BOA on the practice and procurement matters such as government procurement through QFM. In this Council year, a position paper on feedback on public procurement system was presented to BOA. Collaboration among Architects Given the evolution of the profession towards specialisation to address the complexities of a project, the Committee is working on guidelines/checklist to encourage more collaboration among Architects. This is also to make clear to the industry that specialised fields do not form part of basic service, and one firm alone should not be expected to be able to offer services beyond what constitutes basic service. The project is ongoing. PROCUREMENT SERVICES ISSUES The Committee has actively followed up with the relevant Government agencies for clarification and dialogue on the following procurement issues; primarily involving (i) 45

GEBIZ INFO ALERT The GEBIZ Info Alert is an initiative by the Committee started in 2009 with the aim to inform and disseminate information on opportunities on Government projects for SIA members. Practice: Building Contracts Committee The Building Contracts Committee is responsible for the development and review of SIA Forms of Contracts. Over the years, the committee has reviewed and updated the SIA Forms of Contract and related publications based on changes in regulations, industry practices and issues that had surfaced in case law. The publications are as follows: Lump Sum Measurement Sub-Contract Guidance Notes for Main Contracts and Sub-Contract Specimen Forms and Certificates SIA NEW BUILDING CONTRACT AND SEMINAR A Sub-Committee was formed in 2011 to work on a new version of the SIA Building Contracts, with appointed drafter, Emeritus Professor Justin Sweet. The main features of the new version of SIA forms of Contract are: to retain the spirit of SIA Form of Contracts; to pro-business; to be in plain English and short sentences; to avoid disputes by identifying risks and allocating risks so that parties are able to work on the risks or price for the risks in their tender; and to provide single point project management approach under the Architect. The Sub-Committee is in the process of reviewing the feedbacks submitted by various members, SMAP Committee, panel of legal advisors and allied professionals. The Sub-Committee had 47 meetings last year. The Sub-Committee aims to publish the new version in the second half of 2015. Practice: Design Competition Committee INTRODUCTORY REMARKS Design competition has been promoted by the Institute as early as the 1960s. Over the years, many notable buildings have been built through the design competition process. The Institute has help organized several design competitions, for projects like the Maybank Headquarter Redevelopment, the Board of Commissioners Currency of Singapore Headquarters, SMU, Marina Line Stadium and Museum Stations, The NUS Alumni Complex, scape* Youth Complex, Tampines Town Council - Neighbourhood Renewal Programme, A&A for the Al-Ansar Mosque, Indian Heritage Centre (IHC), Punggol Mosque, Bukit Panjang Hawker Centre (BPHC) and Wisma Geylang Serai (WGS). SIA believes that a good design competition will facilitate a progressively enlightened environment for design, architectural services and the built environment. Presently, SIA is in discussion with St John s Home for the Elderly to work on a design competition for the re-development of St John s premises at Wan Tho Avenue and with Ministry of Health and Tan Tock Seng Hospital to organise a design competition to transform the Crawford/Beach Road precinct into an in situ retirement village for HDB heart landers to age in place.. Practice: Practice Convention Committee SIA Practice Convention 2014 was the 6th Practice Convention organized since its inception in 2009. End 2013 has been about softening of property markets, new focus in building for the new socially responsive Singapore, labour and skilled staff crunch. Key concerns include: How can we be nimble yet retain depth in design and project delivery? How do we achieve more with less? The theme Achieving More With Less was selected to encourage architects to delve deep into the inventive spirit in order to re-evaluate, re-think, re-direct and reenergise the architectural profession. Practice Convention 2014 unveiled a few initiatives in the making by SIA and our partners in the industry; updated participants on the latest regulations and how we navigated them with BP Checklists; demonstrated the new SIA IDOL digital object library and new 3D approaches to design and pre-fabrication; guided administering of the new SIA Form of Contract; brought awareness of how SIA Academy s innovative courses close the gap between knowledge and practice; and proposed strategic implementation of Design for Safety during the crucial handover stage. Practice: RCS Committee INTRODUCTION The Regulations, Codes and Standards Committee (RCS) aims to engage regulatory authorities activities and to participate in the early stage of formulation of building regulations as well as to provide constructive feedback on current policies and issues related to rules, regulations, codes and standards. The objectives for Year 2014/2015 were as follows To actively engage with the authorities to review and participate in regulatory formulation, improve the existing regulatory procedures and to encourage good design and practices To inform and update members on new applications on policies and guidelines in shorter time To organise seminars for practitioners to equip them with the current legislations/guidelines The relevance of the Committee and its activities to the profession have attracted many SIA members to contribute their valuable service and time. Through this involvement they gain exposure and deep insights into the important aspect of practice. In addition, the seminar also touched on the importance of collaboration, communication and contributions of each discipline - architect, civil and structure engineer, M&E engineer and contractor to the success of the building aesthetics, operational efficiency, optimal building maintenance and the building life cycle. Practice: RCS Committee ABC WATERS (ACTIVE, BEAUTIFUL, CLEAN WATERS) PROFESSIONAL REGISTRY In line with the revisions to the Code of Practice on Surface Water Drainage Developers/Owners shall engage an ABC Waters Professional to design, oversee the construction of, and develop a maintenance plan for the ABC Waters design features. The design and design calculations for these features, endorsed by the ABC Waters Professional, shall be submitted to PUB as part of DC submission. To build up the expertise of industry professionals in ABC Waters design features, the ABC Waters Professional Programme was launched by the Institution of Engineers Singapore (IES) with the support of the Singapore Institute of Architects (SIA), Singapore Institute of Landscape Architects (SILA) as well as PUB, NParks, HDB and LTA in 2011. As of 31 December 2014, a total of 6 ABC Waters Professional are registered under SIA registration scheme. RCS NEWS ON-LINE ARCHIVE SERVICE RCS News On-line Archive is a collection/consolidation of ALL circulars received from the various authorities, including summary of waivers from FSSD and BCA as well as other useful information. The RCS News On-Line Archive is updated regularly for the benefit of members to facilitate ease of reference. Currently, the RCS News On-Line has the record of circulars and summary of waiver meetings from 1993 to current. ON-LINE RCS NEWS The relevant information, circulars and summaries of waivers are sent to general memberships email address registered with SIA. The on-line dissemination of RCS News has resulted in timely receiving of the information by general membership. Members receive consolidated RCS News on a monthly basis via e-mail. Members also receive the latest circulation on ad hoc basis via e-mail as and when new circulars are issued by the authorities. Practice: Resource & Technology Committee The Resource & Technology Committee was setup with the objective to explore, review, share and update new IT technologies/processes/tools that will be beneficial to architectural practice especially for members and the building industry. The committee works closely with SIACAD. The objectives for the committee are as follows To provide practitioners with practice needs / tools e.g. Design Object Library (DOL) To actively engage with BCA to participate in the redevelopment of the NPQS To promote and raise the level of awareness to members on the effectiveness and benefits of Building Information Modelling (BIM) more of a process change (rather than a tool) to the architectural practice through seminars. DESIGN OBJECT LIBRARY (DOL) The DOL is an Object Library that provides a standardize, consistent, relevant and useful information that can be incorporated into the BIM. Phase 1 of SIAiDOL provides a platform for architectural firms to use a set of generic objects which can be used during earlier stages of design in modelling. Phase 1 of SIAiDOL essentially for architectural practice, was launched in July 2013. Phase 2 of SIAiDOL to include MEP objects and targeted for industry wide usage was launched on 01 August 2014. NATIONAL PRODUCTIVITY AND QUALITY SPECIFICATION (NQPS) The NPQS is a set of standard specifications for building projects. It covers Architectural, Civil & Structure and Mechanical & Electrical works. The aims of NPQS is to harmonise the industry building specification and provide a standard platform for achieving greater efficiency and quality in the design, procurement and construction processes. Current NPQS will evolve to inpqs to incorporate BIM and sustainability issues. Key members of the committee are already members of various inpqs works groups in BCA.. They will actively participate in the redevelopment of inpqs and will continue to provide views / feedback to BCA to align with current practice. Redevelopment of National Productivity And Quality Specification (Redevelopment NPQS) The National Productivity and Quality Specifications (NPQS) was first launched in 2004 and the subscription service terminated in Nov 2012. It was developed and managed by Building and Construction Authority (BCA) in collaboration with Singapore Institute of Architects (SIA), Institution of Engineers Singapore (IES) and Association of Consulting Engineers Singapore (ACES). Together with SIA, ACES and IES, BCA is embarking on the redevelopment of NPQS to enhance its capability and suitability to keep pace with the rapid changes in the construction industry as part of the productivity drive and to incorporate BIM and sustainability issues. Discussion on this redevelopment of NPQS is ongoing. 60

Practice: Resource & Technology Committee SIA BIM INTEREST GROUP (SIABIG) The BIM Interest Group or BIG, consists of several key members in the committee who are tasked to focus and keep track on current development of BIM in local AEC. These members are already currently serving in various BIM related works groups such as BCA s steering committee, BIM Managers Forum etc. SIABIG will deliberate and where required take appropriate action and/or recommendation on current development of BIM adoption and how it can affect the practice. BIG provided main support in development of idol where key members work closely with SIACAD setting the schema and reviewing the objects before they are approved to be uploaded to the main objects library. WORKSHOP SIA-XCS - BIM Implementation Workshop (BIW) Together with Xcube Solutions Pte Ltd, SIA is organising a BIM Implementation Workshop (BIW) on 09 & 10 January 2015. This 2-day program aims to provide Management and Project Managers essential BIM knowledge to effectively apply and roll out every business s BIM planning and implementation. The topics covered in the programme includes BIM management planning; understanding of hardware and software requirements; BIM training methodology; how to start a BIM project; BIM standards and practice; introduction to BIM execution plan and other BIM management topics. Practice: SMAP Committee The Small And Medium Architectural Practice Committee was setup with the objective to provide a dignified and sustainable platform for Small and Medium Architectural Practice. Small and Medium Architectural Practices refers to are those firms comprising 1 to 20 personnel. The objectives for the committee are as follows Practice To provide SMAP with practice needs / tools, e.g. publication of the SIA Articles and Conditions of Contract for Minor Works 2012, organising seminars on practice matters, etc. Procurement To provide an avenue for SMAP to give feedback on procurement issues for public projects Peer support To provide an avenue for SMAP to seek peer support and advice on practice matters through the SMAP Practice Clinic Public Education To address the problem of illegal persons providing architectural services and to educate the public on the importance of engaging an Architect SMAP PRACTICE CLINIC Members of SMAP often work in isolation and may not have access to advice when experiencing difficulties during their course of practice. The clinic provides an avenue for practitioners to seek a second opinion or informal advice from their peers. This clinic is free and for SIA Fellow & Corporate Members. WHY ARCHITECT? was a forum organized to share insights on important issues that home owners should be aware of and take into consideration. Practice: SMAP Committee VIEWS ON THE GOVERNMENT PROCUREMENT QUALITY FEE METHOD (QFM) The SMAP Committee has been compiling input and feedback to the Council, Board of Architects and Architect Appointment Committee on the Government Procurement Quality Fee Method (QFM) especially in terms of relevance to smaller practices and effectiveness of the selection process, and with the objective to increase participation of SMAP in public projects. The position paper on public procurement system was officially sent to Mr Ashvinkumar, Chairman, BOA Procurement Taskforce. The paper focused on 2 main points (i) global competitiveness and (ii) productivity. From SMAP's perspective, (i) deals with the need to provide a good economic environment for SMAP to develop their skills, while (ii) deals with SMAP being able to work efficiently by using technology and not needing to employ a lot of staff. ILLEGAL PRACTICE NON-ARCHITECTS PROVIDING ARCHITECTURAL SERVICE In this Council Year, SMAP Committee continues monitoring those illegal practices and highlighted this issue to the Council and subsequently to the Board of Architects to take action against these illegal practices. At the last BOA Presentation Ceremony on 18 Oct 2014, BOA Registrar updated the fraternity that BOA has written to those illegal practice firms, reinforced by similar letters from the President of SIA. SMAP CONSULTATION SERVICES SMAP Consultation Service is setup to provide a channel for the public to seek proper advice instead of the public relying on the advice by those who are not qualified. This consultation service was officially launched at the SMAP Public Forum on 28 October 2014 at Archifest Pavilion 2014. The consultation service is not meant to be pro bono service but general advice only. Members of the public wishing to use this service can contact Secretariat who will arrange for a reply or consultation via email or telephone call. At this point in time, SMAP do not have the resources to provide a walk-in service, although that may be a possibility in the future. SMAP COMMITTEE ONGOING INITIATIVES SMAP Public Education SMAP Committee continues to educate the public on the scope, roles and responsibilities of an Architect and correct public perception of an Architect. This was done through publishing article(s) in Singapore Architect, and magazines targetted at home owners. In this Council Year, the committee contributed to an article Who Are You Calling An Architect? on the Home Decor Renovate, Issue 04/2014. The Committee is looking into engaging a PR firm to come up with a branding strategy for SIA and the profession. 64

Practice: WSH Committee INTRODUCTION The WSH Committee deals with workplace safety and health matters, in particular, in regard to the architectural profession in the construction industry context, and with a focus on design-for-safety ( DfS ). The objectives for the committee for CY2014/2015 were as follows; To actively participate in the WSH Council s Construction & Landscape Committee, and, in particular, the Sub-committee on DfS. To advise SIA Academy in its organisation of the DfS Coordinator Course To continuously promote design for safety and health as part of the Architect s core competency of architectural design To promote Architects as industry leaders in regard to designing for safety and health in buildings. DFS COORDINATOR COURSE Together with SCAL, ACES and IES, SIA has been organising the DfS Coordinator Course for the industry. In this Council Year, SIA and ACES have jointly organized two runs of the DfS Coordinator Course held on 15 & 16 April 2014 and 19 & 20 August 2014. Design for Safety Coordinator (DfSC) Course on 15 & 16 April 2014 was attended by 14 participants, and on the 19 & 20 August 2014 was attended by 17 participants. TO PROMOTE THE DESIGN FOR SAFETY IN THE CONSTRUCTION INDUSTRY The WSH Committee undertakes active participation in the Design-for-Safety Sub-Committee to the WSH (Construction & Landscape) Committee under the WSH Council. The Committee worked closely and provided constructive feedback to WSH Council in promoting the adoption of acceptable practices relating to design for safety, health and welfare at work. Practice: WSH Committee DFS HANDBOOK SIA is committed to the promotion of Design-for-Safety (DfS) principles and practices. For architects this involves three key activities: (i) to identify significant risks that are created and borne in a building design, (ii) to mitigate those risks where it is practicable to do so, and (iii) to make the persons exposed to the risks aware of them so they can take appropriate safety precautions. To assist architects in striving to implement DfS processes by effectively, efficiently, seamlessly and naturally integrating DfS in the practice of architectural design, WSH Committee has developed a "DfS Handbook. This handbook provides a simple, yet systematic, approach to Design-for-Safety (DfS) in accordance with the essential DfS principles presented in the WSH Council s Guidelines to Design for Safety in Buildings & Structures, and in pursuit of compliance with the WSH legislation (including WSH (Design-for-Safety) Regulations). Education: BAE Committee Board of Architectural Education (BAE) is responsible for promoting architectural education through educational programmes with the primary objective of raising the standard of architectural profession. APC is conducted annually. Attending APC is mandatory for candidates enrolling in BOA s Professional Practice Examination (PPE). The course is specifically designed with a combination of both theoretical principles and best-practice curriculum. The syllabus of this course is based on cross reference from the current PPE syllabus and building upon our tutor s knowledge and reallife experiences. The course covers several essential topics in areas of discipline, integrity, skills, judgment and practices to raise the standard of professional knowledge. Education: BAE Committee BASIC ARCHITECURAL DETAILING AND SPECIFICATIONS COURSE The Institute had embarked on a new course in 2013, Architectural Detailing and Specifications Course (ADSC), and the 1st run commenced on 21 Oct 2013. The ultimate objective is to raise the general level of such knowledge among the profession and inculcate a culture of good details among the young and less technically-initiated members of the profession. Good architectural detailing not only helps raise the profile of a building but also ensure its proper functioning by providing adequate protection against elements of weather and appropriateness to their purposes among others. With more emphasis placed on planning and design of building form, architectural details have been relegated to lower position and too often left to the contractor to propose. This has resulted, many a time, in poor detailing and increasing legal disputes. Such trend could also be due to architectural graduates lack of training and exposure to training in architectural detailing and specification. The course is targeted at young architects and new architectural graduates entering the profession to equip them with the necessary basic understanding and skills regarding appropriate detailing and specifications. The Institute target to organize 2 ADSC runs per year and is in the midst of getting the ADSC Curriculum accredited by Workforce Development Agency. DESIGN FOR SAFETY COORDINATOR (DFSC) The Institute has been an Approved Training Provider (ATP) for Design for Safety by Workplace Safety and Health Council (WSHC) to train Project Safety and Health Coordinators for construction industry. Design for Safety Coordinator (DfSC) course is designed to equip the building industry with the relevant competencies in order to effectively implement the Design for Safety regime. Upon successful completion of the course, participants will be equipped with skills and knowledge to function as a Project Safety and Health Coordinator (PSHC), address and identify means to eliminate or mitigate the risks inherent in the design of a construction project, leading to reduction in the safety and health risks during construction, maintenance/ repair phase, and demolition of the building and structure as well as the ability to coordinate the flow of construction project safety and health risks information among the stakeholders from design to construction stage. Upon completion of the course, the participants will be awarded certificate of completion. CAREER TALKS ON ARCHITECTURE The Career Talks aims to promote architecture as a career to the brightest and the best students as well as to increase their understanding of design and architecture. As part of a career guidance counselling programme for students, the Institute received several 69

Education: CPD Committee CONTINUING PROFESSIONAL DEVELOPMENT PROGRAMME (CPD) Continuing Professional Development (CPD) Programme is established with the principal objective to help architects to develop professionally through continuous updating and upgrading of their skill set and knowledge, so that their knowledge and experience will remain current and relevant in a rapid changing environment. Since late 90s, these seminars/courses were restructured to meet the objectives and requirements of mandatory CPD programme. Institution: Architectural League Committee MISSION To engage and serve the architectural community, aspiring architects as well as architectural students in Singapore. It serves as a platform to foster dialogue and interaction, as well as public outreach, in order to meet the needs and aspirations our younger members. OBJECTIVE Increase SIA memberships in the 18-40 age set Increase SIA activity participation in the above Create/curate activities that would be of interest and benefit to the above Identify talent and interests within membership and i) make available for recruitment within other SIA committees, workgroups, etc ii) create/direct to appropriate platforms for dialogue/interaction DEFINING MEMBERSHIP The definition of what constitutes membership within the YAL has been loose, which had created difficulty in defining its long term mission, and planning its activities. Previously it had been referred to for activities involving existing student and associate members. The latter band of which tending to refer to graduate students of Architecture who are working within the architectural field who are presumably pursuing registration and are signed up within SIA as Associate Members. This makes the window of involvement vague and fairly narrow. There is also a sharp falloff in the continuing of membership upon graduation: - student memberships are free and automatically applied by affiliated schools. Often students are unaware they are on this list and fail to continue into SIA Associate membership until they become aware of it through other channels. Associate memberships are not free, and although a manageable sun, it is a contrast to their prior experience, and can be interpreted as a burden to be managed as part of their work life, income, time, etc. particularly when there is no immediately discernable need for Associate membership, it is not a compulsory element for attaining registration, and associates, not needing CPD points to maintain a license are also immune to membership s main material draw. newly registered architects also graduate into the Corporate band of membership and activities, and are removed naturally from this cohort. Any energies that might be present within that cohort is dissipated. This also make the YAL s name somewhat off the point (to be addressed in Phase 2, indicated below) Associate membership also cover non-architects in the industry who are affiliated with SIA. They are a diverse and disparate group of professionals which is difficult to 76

Institution: Architectural League Committee collectively engage. And when included into YAL s membership, it introduces more ambiguity into its scope. A review of similar associations within other architectural professional bodies (RIBA, AIA, etc) was taken, for their definition of their membership as well as the model of their organization. Loosely, the reference organization s youth association/wings tend to cover 1. students within the architectural track, 2. recent graduates of above who are working in the architectural industry 3. recently registered Architects of within 5-10 years of experience. 4. few instances also include pre-tertiary education students who are interested in = pursing an education/career in architecture. After consideration, a working definition for YAL membership is defined as items 1-3 above, which roughly covers the 18-40 age group indicated earlier. YAL activities have incorporated the above into its messaging. ACTION PLAN Having defined the membership, action is planned to increase and energize membership based on the following premise: PAY IT FORWARD Good Student members make good Associate members/ good Associate members make good young Architects/ good young Architects pay it forward within this community. To facilitate planning, 4 interconnected principles/tracks have been developed, that will help focus strategies for creating/curating activities that are of interest and benefit, and to increase membership. As follows: 1. Culture Enriching our members through music, films, dialogues, recitals, exhibitions, as well as putting together members with similar interests who would wish to share and create together. 2. Career Beyond the core practices, there are increasingly diverse, interesting, yet affiliated fields: - sustainability, holistic care, industrial ecology, parametric, etc. Career advice, talks, exchanges and other programmes that help build knowledge base and help focus passions. 3. Curriculum (or Education) in association with the Education Committee 4. Community or similar expressions to CSR. Phase 1: create activities of broad outreach, enhance messaging, participation. To establish SIA/YAL as viable platform for activities involving its membership cohort and to encourage viable emergent activities/programmes. Phase 2: identify and groom leadership/ambassadorship, as per organizing principles/tracks. Phase 3: Establish transition and self-sustaining organization and operation. 77

Institution: Architectural League Committee 2014-2015 ACTIVITIES Activities in 2014-2015 can be largely categorized as being in Phase. Notable events as follows: YAL Meet Ups: a series of interconnected meet ups events have been planned, typically coinciding with Member s Nights as they share participation and budgeting. They will range from being more general, no agenda, no pressure meet ups to more targeted ones involving events/activities curated by our members. Stop Collaborate & Listen: 1st in the series of Meetups, coinciding with members night. A simple casual evening to listen to the concerns of the cohort. Pecha Kucha Night: Archifest the second meetup planned to take place during Archifest. An anchor event was created to broaden interest and generalize appeal, as well as provide platform for YAL cohort/members to express their ideas/explorations. An evening of 10 presentations covering a range of architectural and design related topics in the Pecha Kucha format. Pecha Kucha branding took precedence for more public appeal. Event was also used to announce and promote design competition for Student and Associate members. SIA: Skin. SIA: SKIN: Mural competition for the gable end wall of the renovated SIA premises and a landscape proposal for the adjoining planting strip. A further temporary installation aspect was added to the scope. Competition was for Student/Associate member lead teams to provide a coordinated design proposal covering the above elements. Planned Meetup: Q1 2015 (Tentatively named: Wake Up Your Idea(s)!) to be merged with Members Night. Anchor event is exhibition of SIA:SKIN finalists and award/announcement of winners. Planned Singaplural: Q1 2015 Exhibition space was allocated to SIA for Singaplural event. YAL tasked with creating content. Handmade exhibition of hand drafted drawings and/or handmade design model planned. Institution: CSR Committee Over the years, SIA has performed its Corporate Social Responsibility (CSR) in several areas, such as donating to charity, awarding scholarships and prizes to students, involvement in community projects, promoting design for barrier free accessibility, promoting ecological friendly design. To further the institute s CSR initiatives, SIA formed the CSR Committee in 2013. Since the formation of the CSR Panel of Architects, SIA had actively approach non-profit and charitable organisations for possible collaboration on CSR projects. BCA-HWA-SIA Joint BIM Training Programme On 5 November 2014, SIA signed a Memorandum of Understanding with Building & Construction Authority ( BCA ) and Handicaps Welfare Association ( HWA ) at the Singapore Universal Design Week 2014 to cooperate in the area of Universal Design social enterprise. Under this MOU, SIA will assist to promote the modelling and drafting services of the HWA 3D Building Information Modelling ("BIM") Studio. BCA will provide training and give the latest updates on BIM technology to HWA to help keep the BIM training up-to-date with the latest development in the field. HWA 3D Building Information Modelling ("BIM") Studio started in 2013 as a pilot project to train persons with disabilities in BIM. The objective is to equip them with such skills so that they can be meaningfully employed. Ageing Related Architecture As part of our CSR efforts, SIA is in discussion with Ministry of Health and Tan Tock Seng Hospital to conduct a design competition to engage the fraternity to design and remake ageing precincts for the elderly. Renovation of St John s Home Through the National Volunteer & Philanthropy Centre (NVPC), SIA is in contact with St John s Home to assist them to secure a new site for their home and to conduct a design competition for the construction of the new St John s home. Institution: Events Committee PREAMBLE The main activities for year 2014 are SIA 53th Anniversary Gala Dinner, the Appreciation Dinner, Annual Golf Tournament and the ROCA Cup. SIA ANNUAL DINNER SIA 53th Anniversary Gala Dinner was held on Friday 23 May 2014 at Resorts World Convention Centre Compass Ballroom. The evening was graced by Guest-of-Honour, Senior Minister of State, Mr Lee Yi Shyan. The dinner was well attended with 129 tables. The highlights of the evening were:- Honouring Pioneer Architects Presentation of the Medallion Conferment of Patron of SIA Conferment of Corporate Members to Fellow Members Presentation of SIA-Getz Architecture Prize Presentation of Token of Appreciation to SIA Strategic Partners Challenges on the Horizon 1) Honouring Pioneer Architects The honouring of Pioneer Architects is to honour members who joined SIA before 1965 and had contributed in many ways to the architectural profession over the years achieving breakthroughs that elevated the profession to greater heights. 2) Presentation of the Medallion Mr Alisdair Ferrie, son of the late James Ferrie who was the last President of the Institute of Malayan Architects (IAM), presented the medallion to our President for SIA keepsake. The medallion was won by Presidents of the Institute of Malayan Architects (IAM), which was dissolved in 1961. 3) Conferment of Patron of SIA The Patron of SIA is conferred on a senior architect who has made significant and invaluable contribution in support of the tenets of SIA, attained an impeccable standing in SIA and the profession, distinguished himself and held in high-regard in society, made significant contribution to the propagation of architectural education and other worthy causes and is a worthy Ambassador-at-large for SIA and the profession. During the gala dinner, Dr. Albert Hong was conferred Patron of SIA. 5) Conferment Fellow Members The conferment of Fellow is to recognize a Corporate Member who has attained a standing in the profession and had advance architecture. Mr. Michael Ngu and Mr. Tony Ang were conferred Fellow Members during the Dinner. 80

Institution: Events Committee 6) SIA-Getz Architecture Prize The SIA-Getz Architecture Prize was launched by the Singapore Institute of Architects and Getz Bros. & Co. (Singapore) in 2005. To date, the Award has attracted nominations from over 10 countries within Asia including China, Japan, India, Malaysia, Thailand, Singapore, Indonesia, Vietnam, Pakistan, Taiwan and Philippines. The SIA-Getz Architecture Prize for Emergent Architecture in Asia, held once every 2 years, honours an architect who has significantly contributed to the progress of architecture in Asia. This year the prize was presented to joint winner, husband and wife team, Sonali and Manit Rastogi. 7) Token of Appreciation to SIA Strategic Partners To thank SIA Strategic Partners for their contributions in SIA events, tokens of appreciation were presented to the following:- 1. Sika Singapore Pte Ltd 8) Challenges on the Horizon During the dinner, SIA President emphasized on the challenges facing Singapore s economy. The shortage of manpower continues to be critically low, aggravated by the near non-existent and take-up rate among the local and tight quotas on S-Pass holders. In the meantime, SIA together with BCA and other allied Professional kicked start a Self-Help Productivity; inpqs (Intelligent National Productivity Quality Standards) and idol (Intelligent Design Object Library) which we believe will develop into a unified standard protocol, and when adopted industry wide, will make life substantially easier for everybody However, all this will not be sustainable if we do not adequately address the larger and basic problem of diminishing fees in the face of rising professional responsibilities and service expectations that has resulted from 2 major critical incidents; the abolition of the fee guideline and the implementation of a QFM that encourages fee suppression over service quality and design. To address this issue, SIA together with the BOA have made representation to BCA as to a reasonable fee bench-marking computation-formula and how this can be reviewed periodically to suit the economic climate. Institution: Events Committee The 1st is the Procurement Protocol. We can set up a National Consultancy Database with which all interested firms could register and update their standard company and capability profile regularly. All the Government Procurement Entities GPE log on this data base and download the information template, leaving the consultants to focus on where it matters most, developing a great design and quality service plan, and submitting a competitive fee. The 2nd is the endless cycles of Written Directions and Compliance Protocols imposed on unsuspecting consultants by the myriad of Technical Departments and Agencies, all highly protective of their own turf and often times issuing conflicting requirements. Lastly, the Committee would like to express their appreciation to all members and friends for supporting the dinner event. SIA APPRECIATION DINNER The Appreciation Dinner is an annual occasion for the Council to thank all Committee Members, government officers, sponsors, well-wishers and all those who had contributed towards SIA s activities. This year, the SIA Appreciation Dinner was held together with the Official Launch of ArchXpo on Friday 21 February 2014 at the Marina Bay Sands. Institution: International & External Relations Committee For Council Year 2014/2015, SIA continued to maintain a close rapport with our foreign counterparts and was actively involved in the Union of International Architects (UIA), the Architects Regional Council of Asia (ARCASIA) and the Commonwealth Association (CAA). International Relations ARCHITECTS REGIONAL COUNCIL OF ASIA (ARCASIA) ARCASIA is an organisation of 18 National Institute of Architects in Asia, namely Bangladesh, China, Korea, Hong Kong, Macau, India, Malaysia, Japan, Philippines, Singapore, Sri Lanka, Vietnam, Mongolia, Pakistan, Indonesia, Thailand, Nepal and Lao. ARCASIA serves as a platform for members to deliberate and to give collective directions and representation on matters affecting the architectural profession in Asian region. There are 4 main committees to share and exchange information on specific areas of concerns. ARCASIA Committee for Architectural Education (ACAE) ARCASIA Committee for Professional Practice (ACPP) ARCASIA Committee for Green and Sustainable Architecture (ACGSA) ARCASIA Committee for Social Responsibilities (ACSR) ARCASIA Committee for Architectural Education (ACAE) Chaired by Ar Dr Chalay Kunawong from Thailand, the objective of the committee is to share and exchange information on architectural school programmes in the Asian region. On hand, the committee is embarking on 8 projects, namely: A manual for the Students Jamboree and competition rules Developing a Virtual School of Architecture comprising four stages: - preparation, consolidation, virtual school and establishing a QC system. Institution: International & External Relations Committee In 2014, the committee organised a Roundtable Discussion in Bangladesh from 26 27 September 2014. The committee will also be inviting Member Institutes to contribute articles on green and sustainable architecture for the Architecture Asia magazine. The chairmanship for ACGSA was handed over to Ar Qazi M Arif of Bangladesh from July 2014. SIA Representative: Ashvinkumar ARCASIA Committee for Social Responsibilities (ACSR) Chaired by Mr Joseph Kwan from Hong Kong, the terms of reference of the committee is governed by the following 7 core subjects: Organisational governance Human rights Labour practices The environment Fair operating practices Consumer issues Community involvement For 2014, the committee conducted ACSR Architectural Student Design Ideas Competition to identify best approaches in addressing and demonstrating social responsibility in design. They also hosted the Post ACA Symposium in Kuala Lumpur Malaysia on 29 June 2014 to discuss and deliberate on disaster mitigation, low cost sustainable housing and universal design. The chairmanship for ACSR was handed over to SIA Past President, Ms Rita Soh from July 2014. SIA would like to congratulate Ms Rita Soh for the appointment. In so doing, it encourages the sustenance of the Asia spirit, the development and improvement of the Asian built environment and enhancement of the awareness of the role of architecture and architects in the socio-economic and cultural life of Asian countries. The nomination of the AAA2014 was opened in February 2014. As of the closing date in April 2014, a total of 276 submissions were received for the 10 Categories of which, 60 projects were shortlisted. The Awards Presentation Ceremony was held in Kuala Lumpur on 28 June 2014. Professional Practice Commission Created in 1994, the UIA Professional Practice Commission dedicated nine years to intensive research and debate in the drafting of the 'UIA Accord on Recommended International Standards of Professionalism in Architectural Practice' and nine corresponding policy guidelines. The Accord contains a declaration of professional principles and sixteen general policy statements approved by the UIA general assembly in Beijing, PR of China, in 1999. The accord and guidelines are regularly enhanced and updated by the commission. In addition to professionals, the Accord is intended as a guide to governments and lawmakers in every country, and international professional mobility is among its objectives. Institution: Publications Committee SINGAPORE ARCHITECT (SA) Singapore Architect (SA) is a bi-monthly publication published by the Institute for its members, and distributed to all members free of charge. It is a full-colour high quality magazine dedicated to promote quality Singapore architecture and provide a forum for Singapore architects. SA is available in three different mediums printed hard copy, electronic PDF copy and website view. The two principal objectives of SA are to promote architectural excellence and to promote members works. In this regard, projects of architectural merits done by SIA members as well as non-members are featured in SA. In this way, this magazine contains learning points for the architectural fraternity, a permanent record for good architecture and a source of reference on Singapore Architecture. SA is also known to be an effective marketing tool for building suppliers to reach out to building professionals such as architects, developers, contractors, etc. SA has generated sufficient advertisement revenue to fund its production and distribution. An upcoming publication from this series is the SIA Architectural Design Awards 2014 which is estimated to be published in early 2015. CAPABILITY PROFILES 2014/2015 The Capability Profiles serves as a marketing tool to profile the capabilities of our member firms collectively as well as individually. Its objective is to present our member s capabilities to prospective global markets and to provide information to encourage member firms to collaborate on a complementary and synergistic manner. It is a useful reference for architects, government agencies, developers and other allied organizations within the building industry in Singapore. It also provides a helpful platform for firms to mutually seek out suitable working partners, to form networks for producing even more dynamic works. The current Capability Profiles 2014/2015 is the 8th publication since its inception. As in previous years, it had once again received overwhelming response and interest from our member firms. 66 member firms participated by showcasing some of their better projects, which could serve as a useful reference for potential clients. Institution: Renovation of SIA Premises Committee INTRODUCTION At the Extraordinary General Meeting held on Monday 22 November 2010, members unanimously supported the purchase of 81 Neil Road, with the following intention to utilize the premises. Expanded Theatrette To expand the Theatrette to accommodate bigger events as well as for rental to members and other organizations. Currently, the Theatrette is utilized for SIA CPD programmes as well as other events like AGM/EGM, talks, meetings, industry functions, etc. and rented to private companies. Because of the limitation of conservation unit narrow footprint, the Theatrette is not ideally suited for classroom setting for holding CPD programmes. The expanded Theatrette will be able accommodate bigger events, some of which are currently held outside from time to time. With proper facilities, the Theatrette could be rented out to members and other organizations for more functions. Establishment of a Resource Centre A Resource Centre is an important facility that SIA could provide for members. Currently because of space constraint, such a resource could not be provided. From time to time members have asked SIA to provide such a facility. This is particularly useful for the smaller practices, which constitute some 80% of architectural firms in Singapore. The Resource Centre will contain reference publications (e.g. design, works of Singapore architects, practices, relevant legislation pertaining to the construction industry, construction laws, standards SS, BS, EN, etc.) Usage for SIA Companies Increasingly, more and more SIA activities would be considered for commercialisation. For example, there is plan to start a publishing arm to undertake publications for the institute, similar to SIACAD. By establishing a publishing company will give it a focus so that it could grow even further. As an institute, more could be done in this area. This will require office space for the expanded activities. Exhibition Space To provide exhibition space to promote member's works as well as architecture in general. Over time, SIA will be a centre for architecture, especially with the establishment of the Heritage Centre enumerated below. Establishment of an Architecture Heritage Centre As an Institute it is important to have a depository for architecture preserving and showcasing Singapore architectural heritage. With proper and professionally curation over time it could become a Centre for tourist attraction. 93

Institution: Renovation of SIA Premises Committee ARCHITECTURAL COMPETITION FOR THE SIA INTEGRATED PREMISES OF 79 & 81 NEIL ROAD After seeking feedback and ideas from SIA members on the usage of the SIA premises, a design competition was launched on 8 April 2011 to select the best scheme for the renovation works. 5 submissions were received as of the closing date on 31 May 2011 and DP Architects Pte Ltd was selected as the Architect for the project. Submissions of the design competition were evaluated based on attributes such as the architectural philosophy and how it is integrated with the objectives of the Institute, usage and space planning, compliance with conservation and all relevant authority requirements and the selection of materials and finishes; by an esteemed jury panel comprising: Albert Hong Chairman, RSP Architects Planners and Engineers Pte Ltd Ashvinkumar Immediate Past President, Singapore Institute of Architects Rita Soh President, Board of Architects Edward Wong Managing Director, AWP Architects Pte Ltd Richard Hassell Director, WOHA Architects Pte Ltd COMMENCEMENT OF RENOVATION WORKS DP Architects Pte Ltd was officially appointed in August 2012 and SIA Council devoted 2013 to a series of fund raising drive to appeal for voluntary contribution to the renovation. A call for tender was made in May 2014 to select the main contractor for the renovation works. Lim Keenly Construction Pte Ltd was appointed and the renovation works commenced on 8 August 2014. SIA secretariat office was shifted to a temporary office at Eunos Technolink in June 2014 for the duration of the renovation and it will take approximately 9 months for completion. OUR HEARTFELT APPRECIATION The construction costs for the renovation works was estimated to be $2.5 million. As of January 2015, we have received about $509,973.00 in terms of cash donations and pledges. We still need to raise another approximate S$1,887,571.00 to cover the cost of renovation. SIA PREMISES COMMEMORATIVE BOOK To express SIA Council s heartfelt appreciation to all the members and partners who had contributed to the renovation of SIA Premises, SIA will be acknowledging them permanently on the Donors Wall that will feature permanently in the new premises. Institution: SIA Group of Companies SIACAD PTE LTD ANNUAL REPORT 2014 In 2014, we followed up with the momentum generated by APEX 12 and SIAiDOL. At first, we focused on creating generic BIM Objects for our users. By August 1st, we started working with manufacturers and suppliers of building products for our manufacturers' BIM library. Although many have expressed interest in this project, none of them are BIM ready. Nevertheless, we are confident that we will be able to work with them to build up their BIM Object Library. SketchUp sales has been robust with new users mainly from non SIA member firms. A new update with some basic BIM orientation was released during the end of the year. Sales of our 2D solutions like IntelliCAD and SIACAD Add on has been slowing down due to the move to BIM. We intend to gradually phase out 2D solutions so as to focus more on BIM solutions. APEX 13 was released in January 2015. This is massive reboot of the current solution so as to cater for new mobile and hybrid devices. We are confident that this reboot will open up new market segments for APEX. As in the past, our focus will still be in software development and we are confident that we will be able to release new software solutions and upgrades that will continue to empower our SIA members. 97
