GENERAL MANAGER OF PLANNING AND DEVELOPMENT II SUBJECT: I PANEL II I MEETING ON MONDAY FEBRUARY 14.2011 CANDIDATE APPROVAL FOR THE URBAN DESIGN PEER REVIEW RECOMMENDATION That, on the recommendation of the General Manager of Planning and Development, the following candidates BE APPROVED for the positions listed below on the Urban Design Peer Review Panel: a. McMichael Ruth - Position of Architect b. Tim Castle - Position of Architect c. Gabe Charles - Position of Urban Design Planner II BACKGROUND II On March 6, 2008, Planning Committee approved the Terms of Reference for the Urban Design Peer Review Panel. The Terms of Reference outlined the makeup of the Panel with the following positions: 3 Architects, 1 Landscape Architect, 1 Urban Design Planner and 1 LEED Accredited Professional. The terms of reference also staggered the terms of Panel appointees to balance the Panel's representation between a desire for consistency of operation while allowing for fresh perspectives. The Terms of Reference indicates Panel members are to be approved by Council upon the recommendation of administration. Panel members serve a two (2) year term from the date of their appointment and shall not sit for two consecutive terms. On January 19, 2011 the expiry of these term limits applied to 3 panellists. Another resigned in later 2010 before term limit expiry due to logistical reasons. At this application cycle, the positions required to be filled are for two architects, an urban design planner and a LEED accredited professional. The applications submitted by the candidates for the first 3 of the 4 available positions are attached to this report and provide a more detailed overview of each individual. No application was received to exclusively cover the position of LEED accredited professional. However, one candidate also carries this designation and therefore this perspective can be integrated into panel deliberations until another candidate is brought forward for that vacant position. The Panel meets monthly. The Terms of Reference do not specify a number required for a meeting quorum. In order to not delay review of development applications scheduled for the February 16, 2011 meeting, and to provide as fulsome review as possible, the 3 candidates subject of this report [one of whom is a returning panellist] were requested to participate in panel discussions with the 2 existing appointed panellists but the three will not record advice until Council approves panellist appointments. Overall, the candidates noted in this report provide a full complement of expertise in the various disciplines. The overall collective experience of the candidates along with the prior experience of urban design panels will assist the City as we move forward and continue to elevate the 1

Committee: Urban Design Peer Review Panel (Architect) Name: McMichael Ruth 318 Wolfe Street London, Ontario N6B 2C5 Day telephone: 519-672-1440 Residence telephone: 519-933-0854 Occupation: Architect Work eperience: I am currently an Associate with the Urban Design Award winning firm architects Tillmann Ruth Mocellin (atrm) of London and Toronto. I have experience with a wide variety of project types in many different communities. These include: Health Care projects, such as St. Joseph's Health Care London, the Middlesex Centre Regional Medical Clinic and the Woodstock General Hospital Professional Medical Centre: world class research, educational and student focused projects at the University of Western Ontario, Fanshawe College and Niagara College; and residential developments such as Victoria Square and 307 Fanshawe Park Road East in London. My work also focuses on sustainable strategies including the Sustainable Smart Home at Lambton College and the LEED certified renovations to Delaware Hall at U.W.O. In the past I have also worked for the internationally recognized firm Baird Sampson Neuert Architects, in Toronto, who are acclaimed for their architecture and urban design strategies. In addition I have worked for EllisDon Construction Ltd., to widen my perspective and experience of all facets of the architectural profession. I have also worked in Europe at Rudy Uytenhaak Architectenbureau in the Netherlands. Education: I graduated with a Professional Architectural degree from the University of Toronto, Faculty of Architecture, Landscape and Design in 2002 with the Royal Architectural Institute of Canada Honours recognition. I am a licensed member of the Ontario Association of Architects. 1 am a member of the Royal Architectural Institute of Canada. I am a LEED (Leadership in Energy and Environmental Design) Accredited Professional. I am a member of the London Association of Architects. Skills: I have the design skills, construction knowledge, and the ability to create and understand design proposals from the smallest scale, such as urban furniture, to the large scale, such as a master plan. My education and work experience has focused on design excellence, built on and supported by my knowledge of sustainable design and construction detailing. I am a LEED accredited professional and given my broad range of experience with various offices in different parts of the world I will be able to bring many unique ideas and new perspectives to the table. In addition to my experience I will bring my passion to the development of design excellence in the City of London. Interest reason: London is my home town and it is my goal to make London a better place to live, more inspiring to those who live here, with a higher quality built environment. I believe design excellence is a key ingredient to reaching this goal. Design excellence is a thoughtful, environmentally sensitive, contextually responsive, and, at best, a visionary process. I strive to meet these goals on a daily basis through my work and I am committed to see them implemented in the City of London. I want to ensure that the future quality of built form not only compliments this great City but enriches the profile of the entire community. Panel. I act as studio mentor in the Royal Architectural Institute of Canada Syllabus program which regularly meets with architecture students and local architects in discussions surrounding design theory and design responses. I am a founding member of Museum Underground, which is a committee of Museum London designed to attract a new demographic to the museum through the creation and implementation of new programs and events. Interpersonal: I have mentored design studios for several years, teaching students in group sessions as well as communicating in larger presentations in front of members of the design community. I participated in the 2009-2010 Engage London program organized by the London Community Foundation which focuses on leadership and the tools to make a difference in our community. I am an Ex-Officio member of the Board of Directors for Emerging Leaders, representing the arts and culture of our community. I regularly prepare and participate in client presentations and facilitate and engage in user group meetings and workshops.
