Lessee shall cmplete a site mdificatin applicatin including attaching cnstructin dcuments f sufficient clarity t indicate the lcatin, nature, and extent f the prpsed wrk (the Cmplete Applicatin ). 2. Lessee shall submit the Cmplete Applicatin t the Natrna Cunty Parks Department ( Parks ) by attaching it t an email and sending it t parks@natrnacunty-wy.gv. 3. When Parks receives a Cmplete Applicatin: a. Parks will review the Cmplete Applicatin; b. Parks will als frward the Cmplete Applicatin fr review by: i. the Natrna Cunty Parks Bard and ii. the Natrna Cunty Develpment Department ( DD ); and c. If the Cmplete Applicatin is fr a substantial lt imprvement and/r any grund disturbing activity (this includes dck related wrk that disturbs the bed f the reservir and/r the shreline), Parks will als frward the Cmplete Applicatin fr review by the Bureau f Reclamatin ( Reclamatin ). Reclamatin will review the Cmplete Applicatin t determine if the prpsed wrk cmplies with: i. Reclamatin s requirements, ii. the Natinal Envirnment Plicy Act, and iii. the Natinal Histric Preservatin Act. 4. After Parks receives a recmmendatin frm each f the required reviewers, Parks will ntify the Lessee in writing whether the Lessee s Cmplete Applicatin is apprved r denied. A Cmplete Applicatin shall nt be apprved if the Lessee is in vilatin f any cnditin f Lessee s lease. a. If Parks denies a Cmplete Applicatin, Parks will state why the Cmplete Applicatin was denied in the written denial. Page 1 f 5

b. If Parks apprves a Cmplete Applicatin, Parks will send a written ntice f apprval t the Lessee. HOWEVER, the Lessee shall nt cmmence wrk until Lessee btains a building permit frm the DD. 5. If the Lessee s Cmplete Applicatin is apprved by Parks, the Lessee shall next cntact the DD, and: a. Lessee shall submit a cpy f the Cmplete Applicatin apprval by Parks t the DD. b. Lessee shall cmplete the Building Permit Applicatin and is subject t the regular DD prcess t btain a building permit. 6. After Lessee has received a building permit frm the DD, Lessee may cmmence the site mdificatin as apprved by Parks and the DD. All mdificatin applicatins are subject t the fllwing: Cabin square ftage: Existing cabins cnstructed befre 1981 that exceed 800 SF f allwable enclsed flr area, are permitted t remain; hwever, their size shall nt be increased Existing cabins less than the maximum allwable size f 800 SF, may be expanded up t this square ftage after fllwing the prcess described abve Cnstructin f basements r 2 nd stries n existing cabins will nt be allwed with the exceptin that an A-frame structure with interir balcny is allwed and the interir balcny des nt cunt against the 800 SF flr area Decks: N excavated fundatins fr decks are allwed; Existing decks that exceed 400 SF f cmbined flr area, are permitted t remain; hwever, their size, shape and design shall nt be increased r changed Existing decks may be demlished and replaced t the same size, shape and design, prvided setbacks are adhered t Existing decks less than the maximum allwable size f 400 SF, may be expanded up t this square ftage, prvided setbacks and the prcess described abve are fllwed New decks shall be unenclsed unless cunted as part f the allwable 800 SF enclsed area and are limited t 400 SF. The fllwing dck requirements apply t dcks assciated with cabin sites. Dcks Cabin Sites nly: Existing dcks that exceed the allwable 720 SF ftprint, are permitted t remain; hwever, their size shall nt be increased N new bathuses will be permitted; hwever, existing nes are permitted t remain A canpy is allwed ver the bat slip; hwever, n tw-stry dcks are permitted The dck shall be numbered n bth the shre side and the waterside such that Parks persnnel can readily identify the dck. If Lessee disturbs shreline beynd a 5 wide gangway, Lessee shall restre the disturbed area t its riginal cntur and reestablish vegetatin. Dck Cnstructin/Mdificatin A. All new dcks and dck alteratins must first be apprved by the Directr and must cnfrm t the current applicable cde as adpted by Natrna Cunty. The Directr must als have written prf permittee has cntacted the Army Crps f Engineers and met all requirements f these apprpriate agencies and are in cmpliance with all apprpriate envirnmental requirements, including the Natinal Envirnmental Act, Natinal Histric Preservatin Act, and Sectin 404 f the Clean Water Act befre cnstructin may begin. B. Dcks may either be f fltatin r fixed design; hwever, dck must be securely anchred in place by means f anchr cables, guys, pipe r clumns. Cable anchr lines shall be in direct line with dck fingers. Dcks cannt be anchred t trees r ther vegetatin. C. Dcks painted after the date f the cabin lease shall be painted with apprved envirnmentally cmpatible clrs. In lieu f paint, indr/utdr carpet may be used. D. Fltatin dcks may use Styrfam, buyant plastic and r ther frms f buyant fam. N metal barrels may be used. E. Any dck cmpleted befre the date f this agreement, meeting all the required specificatins fr a dck herein, except shape, will be accepted as it currently exists. G. Bulkheads, rip-rap, r revetments shall be firmly anchred by drive psts, cncrete set psts, r masnry. Steel pipe, r cncrete psts may be used in anchring devices. Lessee shall cmply with all envirnmental requirements, including the Natinal Envirnmental Plicy Act, Natinal Histric Preservatin Act, and Sectin 404 f the Clean Water Act befre the Bard, with Reclamatin's cncurrence, will authrize any cnstructin t begin. H. All dcks having electrical pwer must meet Natinal Electrical Cde standards and permittee must prvide Parks with a cpy f Cunty Electrical Inspectr apprval. All electrical pwer lines shall be buried. ALL DOCKS shall be maintained by the Lessee t the satisfactin f the Directr and shall be subject t remval at the Lessee's expense. The Directr may require a Lesse t relcate any dck.
