Request for Proposal (RFP) Real Estate Broker Services for the Sale of + 133 Acres of Land in Moreno Valley About Metropolitan The Metropolitan Water District of Southern California, (Metropolitan) is a public agency incorporated in 1928 pursuant to the Metropolitan Water District Act to build the Colorado River Aqueduct, a facility it still owns and operates. Metropolitan s primary purpose is to provide a supplemental water supply for domestic and municipal uses at wholesale rates to its member agencies. Metropolitan imports water from two sources: the Colorado River via the Colorado River Aqueduct and Northern California via the California Aqueduct. Today, Metropolitan provides nearly 60 percent of the water used within its service area. Metropolitan consists of 26 member agencies that include 14 cities, 11 municipal water districts, and one-county water authority. Metropolitan is governed by a 37-member Board of Directors made up from the member agencies. Metropolitan s service area comprises 5,200 square miles and includes portions of the six counties of Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Ventura. Existing Metropolitan facilities include a 242 mile-long Colorado River Aqueduct with 5 pumping plants, a distribution system utilizing 8 functional reservoirs, 5 water treatment plants, 43 pressure control structures, 16 hydroelectric plants, and approximately 775 miles of large diameter pipelines, for a total of approximately 150,000 acres owned in fee by Metropolitan. Description of Services The Metropolitan Water District of Southern California seeks a real estate firm specializing in commercial & industrial real estate to provide services for property owned by Metropolitan in Moreno Valley. Pursuant to Metropolitan s Administrative Code Section 8246, it is the intent of this RFP to have the successful broker/firm enter into a listing agreement contract with Metropolitan to supply real estate services as outlined herein. The real estate firm will be paid strictly on a commission basis and will be expected to work closely with Metropolitan staff and management. Scope of Services The successful firm shall agree to contract with Metropolitan to provide the following: Perform market analysis Develop strategies for marketing of property RFP: Real Estate Broker Services -2014 Page 1 of 5
Consult with Metropolitan staff and management relating to the sale of real estate Coordinate with Metropolitan staff to negotiate land sale prospects and buyers Coordinate real estate transaction closings Present at public/board meetings, as necessary Handle all other customary activities and services associated with real estate transactions. Broker s Qualifications Respondent must meet the following qualifications: Must be licensed and in good standing with the State of California Must have an excellent reputation in the real estate community Must be knowledgeable in the local real estate market and have experience with large commercial and industrial properties Must be knowledgeable in the use of all public real estate records Selection Criteria Metropolitan will evaluate each proposal based upon its specific individual merits; some of the specific selection criteria include the following: Proven commercial & industrial real estate track record Experience with successfully selling land of a similar type in San Bernardino/Riverside Counties (Inland Empire Market) and /or adjoining counties Knowledge of local commercial & industrial real estate market in San Bernardino/Riverside Counties (Inland Empire Market) Local reputation, qualifications, resources, and references Regional reach for marketing the property including availability of auxiliary sources such as Loopnet, PropertyLine, Showcase, etc. Details of marketing plan Fee schedule Completeness of response to RFP as outlined in this solicitation RFP: Real Estate Broker Services -2014 Page 2 of 5
Submittal Requirements The following information must accompany your proposal: Description of firm, including size, location, number of professional staff with San Bernardino/Riverside Counties (Inland Empire Market) expertise. Include resume of staff to be assigned to this RFP List years in business and describe experience (minimum five years experience with proven effectiveness) List of at least three references where firm provided service to similar size entities, including any and all services for government agencies. Please provide names and telephone numbers, and e-mail information of contacts for each reference Description of proposed marketing plan specific to the subject property (examples of previous brochures, flyers, ads, internet services, direct mailings, newspaper, etc.) Fee and marketing schedule State commission rate and time period (length) for listing and selling of property State any additional costs Metropolitan may anticipate relating to the real estate services to be provided Template of listing agreement for industrial land California Real Estate Broker License (include network memberships) Conflict of Interest Statement & Supporting Documentation Proposals shall disclose any professional or financial interests which could be a possible or perceived conflict of interest in representing Metropolitan Proposals shall be considered firm offers to provide the services described for a period of thirty (30) days from the time of submittal RFP: Real Estate Broker Services -2014 Page 3 of 5
Evaluation and Award Process Issuance of this RFP and receipt of proposals does not commit Metropolitan to award a contract. Metropolitan reserves the right to postpone receipt date, accept or reject any or all proposals received in response to this RFP, to negotiate with any of the brokers/firms submitting an RFP, to waive any informalities in the bid process and or/proposals, to waive any minor discrepancies in the selection procedure, or to cancel all or part of this RFP. Final selection of a broker/firm may be subject to review/approval of Metropolitan s General Manager/Board Committee. Finalist in this selection process may be requested to make presentations at Metropolitan s Headquarters in Los Angeles. Metropolitan will not reimburse any Respondent for costs related to preparing and submitting a proposal. All materials submitted by Brokers are potentially subject to public inspection under the California Public Records Act (Government Code 6250 et seq.).
