International Workshop of the United Nations Economic Commission for Europe Working Party on Land Administration Land Administration in a Networked Society Amsterdam, 12-15 October 2011 SESSION I Changing role and responsibilities of organizations involved in land administration Sharing experiences and lessons-learnt at international level is of critical importance for land administration. In order to create a Networked society collaboration of land administration authorities with other government and private organisations is a key factor. Data sharing between governmental and nongovernmental organisations is the way to better services for the public. Easy public access to public registers taking into account privacy issues - is a key aim.

FUTURE UNECE WPLA WORKSHOPS How can land administration authorities support recovery in the global property market and the wider economy in London, United Kingdom, 11 to 13 October 2012 The workshop will be hosted by the Land Registration Agency of England and Wales ( Her Majesty s Land Registry - HMLR) The workshop will be organized as a part of celebration of 150th anniversary of HMLR establishment Workshop will be organized under programme element Land administration policies
WORKSHOP - How can land administration authorities support recovery in the global property market and the wider economy four sessions Session 1: Rebuilding confidence in the lending market Session 2: Providing data to stimulate investment growth Session 3: Technology to support efficient lending Session 4: What should the vision be for land registration authorities to meet changing market needs? Workshop statement (prepared by the task force) is to be adopted and later on used in the context of the Ministerial Conference.
FUTURE UNECE WPLA WORKSHOPS Informal Development, Property and Housing in Athens, Greece, 10 to 14 December 2012 The workshop will be co-organized by the UNECE WPLA and FIG (International Federation of Surveyors) The Workshop will be hosted and supported by the Technical Chamber of Greece Workshop will be organized under programme element Major trends in land administration It is expected that status of legalization process in UNECE Region will be overviewed trough presentation of countries which introduce legalization regulations
WORKSHOP - Informal Development, Property and Housing four days Legalization of informal development Privatization and land and property registration Property Market Planning procedures Construction permitting Housing Policies Outputs of the workshop is to be used in the context of the Ministerial Conference. Publication as a follow up to existing UNECE publication Self Made Cities is expected to be prepared based on materials and outputs from the workshop.
FUTURE UNECE WPLA WORKSHOPS Land Administration Reform in Kyrgyzstan, early April, 2013 (to be confirmed) The workshop will be organized by the UNECE WPLA and Kyrgyzstan State Registration Authority Participation and support of the World Bank is expected Possible organization of the next UNECE WPLA Session in Kyrgyzstan

Status on the Survey on the Benchmarking of Land Administration Systems On UNECE WPLA 7th Session delegations were informed that Bureau decided to undertake benchmarking study of land administration systems in UNECE region For that purpose Questionnaire (ECE/WP.7/2011/6) was prepared and introduced by delegation of Ireland Questionnaire was sent by the Secretariat to all 56 UNECE member states (from April 2012 Questionnaire was available online) Until today 23 responses to the Questionnaire were received Status on the Survey on the Benchmarking is prepared for this Committee Session as Informal notice 4 In that document there are preliminary findings of the survey
Status on the Survey on the Benchmarking of Land Administration Systems Questionnaire (ECE/WP.7/2011/6) Task force Ireland provide staff resources and take the lead in conducting the study Benchmarking study of land administration systems (comparative analysis of land administration, land registration and mapping systems in UNECE region) Renewal of Inventory of Land Administration Systems in Europe and North America(2005) Publications to promote development of land administration in the UNECE region
Status on the Survey on the Benchmarking of Land Administration Systems WPLA and the Secretariat will make efforts to stimulate those countries which did not respond yet (especially those from Central Asia) From preliminary findings the trends in development of land administration in UNECE region are visible
Major trends visible from preliminary study From civil court registration to agency responsible for registration From partial registration to full coverage of territory From registration without graphical presentation of property to digital maps with a link to title registers
Major trends visible from preliminary study From paper based certificates to digital certificates From manual registration to fully electronically processed registration From inspection of register in office to on line inspection by all citizens
Major trends visible from preliminary study From registration of land to registration of other real property objects (houses, apartments, business premises) and hypothecs From taxation of properties based on other data to taxation based on property register data
