G.) The Ascension Parish Council is responsible for apportionment, establishing local election districts, precincts and polling places. The changes were adopted by a vote of the Ascension Parish Council. H.) RS 33:1411-Reapportionment required after each decennial census I.) The changes were adopted June 29 th, 2011. J.) The changes will take effect immediately upon preclearance and approval by the Department of Justice. K.) The changes have not yet been enforced or administered, pending preclearance. L.) The changes affect the entire jurisdiction. M.) The changes to the boundaries of the Council Districts were made to comply with the requirement of the decennial reapportionment. The adjustments in 13 of the 57 precincts were made to accommodate the creation of the eleven apportioned council districts. All council district and precinct boundaries conform to census block boundaries. N.) The changes do not have the effect of denying or abridging the right to vote on the account of race or ethnicity. O.) There is no pending or past litigation concerning changes. P.) The 2001 redistricting plan, including the creation and realignment of voting precincts, polling place changes for Ascension Parish was pre-cleared by the Attorney General by letter dated October 9, 2002.

Demographic Data 1. See Exhibit C for the total population, voting age population and voter registration figures by council district of the affected areas before and after the change (2010 census figures). See Exhibit D for the total population, voting age population and voter registration figures by precinct of the affected areas before and after the precinct changes (2010 census figures). As a result of precincts being split in order to get districts within deviation, the registration data was allocated to the block level and then aggregated up to the proposed precincts and council districts. 2. See Exhibit C and D. 3. No population estimates were used. 4. All electronic data contains the 15 character Census Block number. 5. Exhibit E: Block equivalency files provided on CD for current (CURRENT_PLAN.TXT), proposed plan (PROPOSED_PLAN.TXT) and an alternative plan presented (PLAN_A2.TXT). Demographic data is also provided in an ASCII comma delimited file (ASCENSION_DEMOGRAPHICS.TXT). File layouts for each file is also provided on CD (FILE_LAYOUT.XLS). 6. Exhibit F: Demographic data provided in a shapefile format (ASCENSION SHAPE FILE.SHP). B.) Maps 1. Exhibit F contains individual maps of the council boundaries before changes. Exhibit G contains individual maps of the council boundaries after changes. Exhibit H contains individual maps of affected precinct boundaries before and after changes. Also contained in the back sleeve of binder is a larger map, labeled Exhibits H, of the affected precinct boundaries before and after changes. 3. Exhibit I contains map of racial minority groups. Also contained in the back sleeve of binder is a larger depicting racial minority concentrations labeled Exhibit I. 4. The maps of the proposed council districts (Exhibit F and G) and the divided precincts (Exhibit H) show the physical boundaries. All proposed districts and newly divided precincts follow census block geography. 5. No polling locations have changed. However, voters in newly divided precincts in some cases have been assigned to a new precinct location. 6. There has been no change in voter registration sites.

SECTION 1 Description of Changes Currently, the voters of Ascension Parish elect 11 members to serve on the parish council. The current 11 districts were established by resolution on December 20 th, 2001. Each member is elected from a single member district. All members are elected at the same time for a four-year term. The parish council has redrawn the boundaries of the 11 single member districts to reapportion districts on the basis of population utilizing the 2010 federal census figures. Since 2000, Ascension Parish has grown by 38% or 30,588 persons. Augmenting the challenges of a growing population is the fact that the population growth over the past decade has not been evenly distributed across the entire parish. In fact, 72% of the population growth has occurred in only 5 of the 11 council districts located in the northern and western part of Ascension Parish (Districts 4,5,7,8 and 11). The 2010 total population counts in Table 1 reveal a substantial degree of malapportionment for the current parish council districts. In fact, 9 of the 11 districts had populations beyond the +/- 5% maximum deviation. Districts 1, 3, 6, 9 and 10 were more than 5 percent below the ideal district size. Districts 2, 4, 5, and 8 exceed the ideal district size by more than 5 percent. Only Districts 7 and 11 were within acceptable deviation. Overall, the population analysis revealed a deviation from the largest to the smallest district of 78.9 percent. 1 P a g e

Because of slow growth in this area, District 1 was under populated by -2,986 (-30.6%). As a result, the following precincts were added in their entirety to District 1: precincts 45, 52, 55 and 56. Portions of precincts 49 and 50 were also added. Under the current boundaries, District 1 has a total black population of 76.1% and a total black voting age population of 73.4%. The newly proposed District 1 remains a majority minority black district and will continue to give minority voters an equal and realistic opportunity to elect a candidate of choice to the parish council. Under the proposed plan, District 1 has a total black population of 73.4% and a total voting age population of 69.1%. A number of objections were raised regarding census block 220050310001006, located in the community of Abend, being omitted from District 1. Currently this area is located in District 2 and under the proposed plan it remains in District 2. A majority of the council members objected to moving this census block from District 2 to District 1 for two reasons. One, by putting this census block in District 1, District 2 would have been required to traverse along the Mississippi River/ Levee to connect the east bank portion of District 2 to the west bank portion of District 2. Secondly, adding this census block to District 1 would have forced further 3 P a g e

population shifts in several other districts. The census block contains a total population of 178 persons. District 2 District 2 began the process very close to deviation. However, because District 1 gained most of its needed population from District 2, District 2 was -2,932 under populated once District 1 was made solvent. In order to get District 2 within deviation, precinct 35 in its entirety was added to District 2 and a portion of precinct 27 (new precinct 43) was added to District 2. Current District 2 is a majority white district. Under the proposed plan, District 2 remains a majority white district. District 3 Under the current plan, District 3 was under populated by -1,135 persons. District 3 is also a minority majority district. Currently, 96% of the population of District 3 is located on the east bank of the Mississippi River. The remaining part of District 3, 3.8% or 330 persons, is located on the west bank of the Mississippi River in precinct 45. Since precinct 45 is located on the west bank of the Mississippi River and not connected to District 3 by a bridge or ferry and District 1 was under populated, precinct 45 was moved in its entirety to District 1, a west bank district. As a result of losing precinct 45 to District 1, District 3 was under populated by -1,465 persons. In order to bring District 3 within deviation, precinct 42 in its entirety was added to District 3 and a portion of current precinct 30 (new precinct 30) was added to District 3. Current District 3 is 61.4% black. Under the proposed plan, District 3 is 60.2% black. District 4 District 4 is located in the high growth corridor in north Ascension along Interstate 10 and Airline Highway. Under the current districts, District 4 was over populated by 2,897 persons or 29.7%. In order to make District 4 solvent, precinct 17 in its entirety was moved to District 9. As a result, District 4 under the proposed plan is within deviation. Proposed District 4 remains a majority white district and is represented by a white incumbent. 4 P a g e

District 5 District 5, located in the north eastern corner of the parish, was slightly over populated. As a result, precinct 4 was divided and 203 persons west of Muddy Creek were assigned to District 7. District 5 is a majority white district under the current plan and remains a majority white district under the proposed plan. District 6 District 6 began the process under populated by -972 persons or -10%. However, District 2, which gave up 2,573 persons to District 1, took 2,507 persons from District 6. As a result, District 6 was under populated by -3,479 persons. Under the proposed plan, District 6 extends north and adds in its entirety precinct 14 and precinct 15 from District 9. Proposed District 6 remains majority white and is currently represented by a white incumbent. District 7 District 7 under the current plan is one of two districts that began the process within deviation. However, District 7 took parts of precinct 4 (203 persons) in order to get District 5 within deviation. With the addition of a portion of precinct 4, District 7 remained within deviation. Proposed District 7 remains a majority white district and is represented by a white incumbent. District 8 District 8 is located in the fastest growing part of Ascension Parish. As a result, District 8 under the current plan is 4,711 persons over populated or +48.3%. As a result, District 8 loses in its entirety precincts 20 and 23 and a portion of precinct 19. Proposed District 8 remains a majority white district and is represented by a white incumbent. District 9 District 9 is located in the central and north eastern part of Ascension Parish. District 9 began the process under populated by -2,056 or -21.1%. As a result of District 6 taking precincts 14 and 15, District 9 became under populated by -5,242 or -53.7%. In order to make District 9 solvent, precinct 17 in its entirety and portions of precincts 19, 20, 21 and 23 were added. In 5 P a g e

order to give District 10 a connecter to the surplus population in the north western portion of the parish, precinct 24 was split between District 9 and District 10. Proposed District 9 remains a majority white district and is represented by a white incumbent. District 10 District 10 is located in and around the City of Gonzales. District 10 began the process under populated by -1,834 or -18.8%. However, District 3, one of the two majority minority districts, took portions of precinct 30 (new precinct 30) and precinct 42 in its entirety. As a result, District 10 was under populated by -2,711 or -27.8 percent, therefore, the boundaries for District 10 moved north and then west and took parts of precincts 19, 23, 24 and 25. Proposed District 10 remains a majority white district and is represented by a white incumbent. District 11 District 11 was one of two districts that started the redistricting process within deviation. However, because District 9 to the south of District 11 was deficient in population, District 11 gave up parts of precinct 21 (413 persons) to District 9 and picked up a small part of precinct 20 (114 persons). Proposed District 11 remains a majority white district and is represented by a white incumbent. Summary Report of Proposed Plan The summary demographics for the proposed new parish council districts are reported in Tables 5, 6 and 7. A map is included as Exhibit G. Under the proposed plan, the overall population deviation is 9 percent. Because of the substantial population lost in the two minority districts and the slight dispersion in black population throughout the parish, both minority districts experienced a slight decline in black population under the proposed plan when compared to the current plan. District 1, located on the west bank of the Mississippi River, under the current plan is 76.1% black. However, the remaining part of the west bank not currently in District 2, but that could be drawn upon for additional population, is only 53% black. Therefore, it is unavoidable that District 2 witnesses a decline in its minority population. District 2 under the proposed plan is 73.4% black, which is a decline of -2.7%. Based on historical data, this trend does not appear to be isolated to the 2010 redistricting cycle. In 2000, District 1 was 78.4% black and upon the 6 P a g e

completion of the 2000 redistricting process, District 1 was 72.3% black, a decline of -6.1 percent. District 3 in the southern portion of the east bank of the parish, includes the communities of Burnside, Darrow, and crosses the Mississippi River to pick up one precinct, also witnessed a slight decline in black population. Under the current plan, District 3 is 61.3%, while under the proposed plan District 3 is 60.2% black, a decline of -1.1 percent. Precinct Changes: In order to adhere to traditional redistricting principles and meet the constitutional provision providing for one man, one vote, as well as meet the requirements provided by Section 5 of the Voting Rights Act, the council altered the boundaries in 14 of the 57 existing precincts. No new precinct locations were created. In all cases, when a precinct was split to create the boundaries for the proposed council districts, the precincts were merged with an adjacent precinct or became a new precinct that voted at an existing location. Though no new precinct locations were created, in some cases, assigned vote locations have been changed to new, but existing precinct locations (See Table 8). Also included as Exhibit D are the demographic statistics of the affected areas and in Exhibit H are individual maps detailing the precinct changes. Precinct 4 altered: Precinct 11 altered: Existing precinct 4 was divided into precinct 4 and precinct 70. As a result, precinct 70 is a newly created precinct. The polling location for proposed precinct 70 will move from the Galvez Middle School to the Galvez Branch Library. A portion of existing precinct 20 (120 persons) was added to precinct 11. The precinct location for affected voters will change from Fire District 1 Training Facility to Prairieville Middle School. Precinct 19 altered: The boundaries for existing precinct 19 were dissolved entirely and precincts 71, 72 and 73 were created from the boundaries of existing precinct 19.
