I Ethan Howard, part owner in the mineral rights(listed on attachment A), request that my comments be heard and entered into the public record at the public hearing Wednesday July 29th to acquire 33 interests in mineral rights at the Beacon Solar project in vicinity of Cantil in Kern County, CA (listed on attachment A), by public domain by DWP which I am part owner. I Ethan Howard am one of the owners of above mineral rights that were passed down from my grandfather Osacar Rudnick. As one of the owners of these mineral interests I would like to indicate my openness to further discussions with DWP to either acquire my interests or Lease them for a long term for fair compensation. I also fell that DWP needs to act in a more responsible manner in communicating with all the owners. I feel that I have not been properly informed about what the Beacon Solar project is or how it will affect the public or me as one of the mineral rights owners. I would like to request that DWP correspond with me directly at both my current Colorado Address and my permanent address in Sweden, and thoroughly explain what this project is and why the mineral rights that I am part owner of are needed. I am representing my interest personally and have not assigned or given permission for any other of the 33 owners to represent me. I request that all correspondence about this hearing and further correspondence from DWP or any other persons or companies interested that want to correspond with me send the information to both address found below. CALIFORNIA (LISTED ON ATTACHMENT A) BY EMINENT DOMAIN NOTICE IS HEREBY GIVEN THAT, in accordance with California Code of Civil Procedure section 1245.235, the City Council of the City of Los Angeles will hold a public hearing on Wednesday, July 29, 2015, at 10:00 am, or as soon thereafter in the John Ferraro Council Chamber, Room 340, City Hall, 200 North Spring Street, Los Angeles, California 90012, to consider the City of Los Angeles' intent to adopt an Ordinance approving the Los Angeles Department of Water and Power's Resolution of Necessity finding that the public interest and necessity require the Barren Ridge Renewables Transmission Project Beacon Project ("BRRTPBSP") and authorizing the acquisition of certain property by eminent domain. You have the right to appear and be heard on the matters referred to in California Code of Civil Procedure section 1240.030 and all matters affecting the adoption of a Resolution of Necessity to exercise the power of eminent domain, including but not limited to, whether: a) the public interest and necessity require the BRRTPBSP; b) the BRRTPBSP is planned or located in the manner that will be most compatible with the greatest public good and least private injury; c) the properties (identified in Attachment A) sought to be acquired are necessary for the BRRTPBSP; d) offers required by California Government Code section 7267.2 has/have been made to the owners of record or the offer(s) has/have not been made because the owner(s) cannot be located with reasonable diligence; and e) the requisite environmental review for the BRRTPBSP has been conducted and certified by the Board consistent with the California Environmental Quality Act (CEQA)..
