They can also be accessed through the mobile app. 4 PDH [NY-PA] $85 Member [2] Journey to the Moving Center of the Earth The Evolution of the NSRS Dan Martin, National Geodetic Survey In 2022, NGS will be replacing the US horizontal and vertical datums (NAD 83 and NAVD 88). This workshop is designed to discuss the need and process for these changes, as well as how that affects surveyors and their access to these datums. Our journey will begin with a discussion of the history of the North American Datum of 1983 and the North American Vertical Datum of 1988, their relationships to other reference frames, and the reasons for their ongoing evolution. We will also discussed the data used to produce NGS National Adjustment of 2011, the relationships of geoid models to various versions of NAD 83, and what can happen should these relationships be ignored. Wednesday, January 31st [3] Survey Cost Analysis William Beardslee, PLS, PE Pricing your surveys correctly is the key to long term success. Knowing what your costs are is the first step. This course will introduce the professional to the variables in formulating and conveying the fee for a land survey, including calculating multipliers and assessing the needs of clients to meet statutory and agency requirements. 4 PDH $85 Member [4] From Field to Plotted Sheet with Carlson Survey Jennifer DiBona, THAT CAD Girl This session will show how to use Carlson Survey to bring in location and topo survey data, process it, annotate it and generate existing contours as well as assembling a plotted sheet with typical elements such as a border and title block. [6] UAS Regulations Roy Boyd, Vice President, Boyd Instruments This workshop will present the differences between the FAA 333 Exemption and Part 107 Remote Pilot Certificate. Attendees will learn how to apply for the Part 107 Remote Pilot Certificate, as well as airspace authorization and wavers from certain regulations. The course begins with the development of the Lost Grant Theory and its relationship to prescriptive rights in the United States. The various elements required for the creation of a prescriptive easement are discussed in detail. Tacking and claims by (and against) the state are considered, along with the scope & location of the resulting easement. Wednesday, January 31st [7] Using OPUS-S, OPUS-RS and WINTEQC for RINEX Files William Henning, Prof. LS This workshop will provide an in-depth look into the On Line Positioning User Service (OPUS) programs of OPUS-S (static) and OPUS-RS (rapid static) available from NOAA s National Geodetic Survey (NGS). Additionally, receiver independent exchange format (RINEX) files will be examined with an emphasis on editing the data using the Army Corps of Engineers (ACOE) WinTeqc program. The workshop will obtain, edit, submit and review observation data interactively on-line in the class. Using the OPUS solution reports, what constitutes a good OPUS solution will be explained and OPUS-S and OPUS-RS solutions will be compared and contrasted. The new geometric and geopotential datums will be mentioned in reference to the OPUS solutions and passive control. Caveats and ways to achieve a better result using OPUS will be presented. The attendee should come away from the workshop with a thorough understanding of the two OPUS programs, how to have the highest confidence with the results and how to maximize the solutions accuracy. Strategically planning these five elements can make a difference between when preparing your GIS portion of the deliverable. Thursday, February 1st [9] Whatever Floats Your Boat Riparian Boundaries Kristopher Kline, PLS Waterways are some of the oldest transportation corridors in our country. This class focuses on the evolution of the many definitions of Navigable Waterways with relevant state-specific case law and statutes. Significant U.S. Supreme Court rulings from early formative decisions to the present day will be considered. Ownership of the fee, Rights of Navigation and interpretation of riparian descriptions will be discussed. This class also includes discussion of accretion and erosion, and considers various regulatory issues, including U.S.A.C.E. definitions. 4 PDH [NY-PA-PE] $85 Member [10] Using OPUS-Shared, OPUS-Projects and DSWORLD William Henning, Prof. L.S. This workshop will highlight the NGS On Line Positioning Service (OPUS) programs of OPUS-Shared (OPUS-DB) and OPUS-Projects (OPUS-P). As a certified OPUS-P user and trainer, the presenter will walk through an inclass example project on-line using the OPUS-P program. This will show how to load observation data into OPUS-P, set the program processing parameters, process the data, review the results and adjust the marks, following NGS guidelines. OPUS-P concepts that differ from traditional processing techniques will be discussed. The data and benefits of the OPUS-DB (Shared) program will also be discussed. Additionally, the NGS partner program of DS-World will be presented showing the benefits for accessing CORS, passive mark control, and OPUS-DB submitted marks in an easy, graphical manner using Google Earth. A background of the national CORS system as the basis for all future vertical (as well as current horizontal) data will be presents also. The attendee should come away from the workshop understanding the benefits of the two OPUS programs and how they may help with project work. 4 PDH [NY-PA] $85 Member [11] Update on GRAV-D, Progress Toward a New Vertical Datum Dan Martin, National Geodetic Survey The National Geodetic Survey (NGS) has a clearly stated mission to define, maintain and provide access to the National Spatial Reference System (NSRS). Accurate gravity data is the foundation for the Federal government s determination of heights (the vertical component of the NSRS). In this presentation we will discuss the purpose and progress of the ongoing GRAV-D Project (Gravity for the Redefinition of the American Vertical Datum) and highlight other activities contributing toward the creation of a new vertical datum. In 2014, the National Geodetic Survey undertook a significant project designed to validate the slope of a gravimetric geoid which was created with the aid of airborne gravity as part of the GRAV-D project. This project would include over 200 new survey marks spread across Iowa. Observation on these marks included geodetic leveling, campaign GPS, absolute gravity, relative gravity, gravity gradients, and astro geodetic observations. This presentation will discuss the different field techniques used and the progression of the survey. 4 PDH [NY-PA-PE] $85 Member 6

Thursday, February 1st [12] GIS and GIS Data Collection for Surveyors Jennifer DiBona, That CAD Girl The first part of this session will show an overview of features available in Carlson GIS software that might be helpful to surveyors and engineers for planning and project management. Some of the topics that to be presented are: Importing and exporting of shapefiles Reviewing data with GIS Inspector Displaying and querying GIS data Creating your own GIS from CAD entities and data in a spreadsheet Retrieving Geo-Referenced Maps, Images and Published Control In the second part of this session we will move to the field and show how to collect more than X, Y, Z and Descriptions about features. We will cover 2 types of GIS data collection: 1. How to use client-provided Esri GIS files to extract GIS data and use it as a template for your own field collection in SurvCE or SurvPC, 2. How to create custom attributes so that your field crews are prompted and forced to provide additional information about certain field-collected shots. Thursday, February 1st [13] Ethics, Professionalism and the Courts Kristopher M. Kline, PLS This ethics course focuses on professional behavior from the perspective of court decisions. The class includes real-life examples where surveyor s behavior has been analyzed and critiqued by judges across the country. It also includes relevant segments from local standards of practice and codes of ethics. 4 PDH [NY-PA-PE] $85 Member [14] Terrain Modeling, Contouring and Analysis in AutoCad Civil 3D John Cooke This class examines the creation of Digital Terrain Models, or Surfaces, in AutoCAD Civil 3D, with an emphasis on producing highly-accurate models as efficiently as possible from survey data. Since the Civil 3D Surface is also the basis for contouring and analysis within the program, better surfaces yield better contouring and analysis as results. The class reviews the data types for terrain modeling point, breakline and contour data and how their use is facilitated with survey data transferred into the drawing from field work. The class will examine how breakline data can be captured and included in the Civil 3D TIN, using not only Civil 3D tools but from other solutions, including Carlson and SmartDraft. The course will examine various strategies for filtering point data for inclusion in the Civil 3D Surface, including Point Groups, Description Keys and other tools. Major topics also include the assessment of surface accuracy and surface editing, techniques for improving the quality of contouring, surface presentation and annotation styles, and the use of surfaces in analysis functions, such as slope and drainage assessment. Friday, February 2nd [17] What to Know FEMA, NFIP and the Elevation Certificate Tom Little, CFM, CGP This FEMA and National Flood Insurance Program (NFIP) class will provide up to date information on the outcome of the September 2017 NFIP reauthorization and the proposed bills to extend and modify the insurance program. We will review how these changes will affect your Elevation Certificate services you provide and what information you need to know to educate your clients. Private Flood Insurance is a growing market segment and we will review the differences these polices have as compared to the NFIP program. We will provide an in depth look into how the Elevation Certificate is utilized by the insurance industry to rate a properties flood risk for NFIP Flood Insurance, in addition we will explain how a local municipality uses the form to enforce their Floodplain Management Ordinance. CRS communities continue to grow and with that comes more stringent flood construction requirements that will be reviewed in the class to better equip you in the field. We will have a full discussion on flood vent compliance as it continues to be the number one red flag that translates into higher flood insurance premiums for your clients. Powers, Esq. This course will address the statutory and administrative code provisions that govern the ethical practice of surveying and engineering. The relevant Statutes and Administrative Code provisions and the Canons of Ethics of the National Society of Professional Surveyors and the National Society of Professional Engineers will be reviewed. Friday, February 2nd [19] Understanding the CAFRA Regulations Vincent Creevy, PLS The presentation is intended to provide the attendees with an overview of the of the Coastal Area Facility Review Act (CAFRA), a brief history of the act, boundaries of the CAFRA Zone and a basic understanding of the current regulations. The session will also cover surveying and mapping requirements for a CAFRA application along with the various permits and applications required for construction projects in the zone. CAFRA regulations, the limitations imposed on site development will be examined along with use of CAFRA permits to reduce the impact of these limitations. All participants will receive a list of online resources. Digital downloads of the presentation materials, the current CAFRA Regulations and application forms will be provided at the NJSPLS website. Nicholas Wunner, PLS, PE The Recordation Act was passed in January 17, 2012. This act among other things included the old Map Filing Law. However, the Map Filing Law was taken apart and put into different sections of the Recordation Act. This workshop will explain where those sections of the old Map Filing Law went, what changes occurred and answer many of the questions that have arisen because of the changes. This course is a review of how to set up, run, and exit a surveying business. Blair, PLS A portion of N.J.A.C 13:40-5 reads as follows: 1. The licensed professional land surveyor shall also supply a description of the property surveyed when the survey is to be used for conveyancing (title transfer or mortgage)... The description shall be by metes and bounds and shall be written in such a manner as to define the boundary lines of real property unambiguous and sufficient for a surveyor to lay it out on the ground.... The description shall be signed and sealed by the licensed professional land surveyor responsible for its preparation. The above is that which governs a portion of the practice of professional land surveying in our state. It was originally promulgated by the Board of Professional Engineers and Professional Land Surveyors when it became obvious that a number of surveyors were either not providing a description and some of those were inadequate. We will review the history and purpose of that portion of a deed which describes the real estate being transferred. Various nationally accepted texts will be used to determine what needs to be in a description satisfying the Board s requirement. 4 PDH $85 Member 12
