About the Arlington Partnership for Affordable Housing (APAH) Founded in 1989, the Arlington Partnership for Affordable Housing is a non-profit organization in Arlington County. APAH s mission is to develop, preserve, own and advocate for quality affordable housing in Arlington, and to promote opportunity for our residents through partnerships and programs. APAH believes safe, attractive affordable housing provides an essential platform for hard-working, low-income families and individuals. Our vision is an inclusive, culturally rich and economically diverse Arlington. APAH currently provides housing for approximately 1,300 households in 15 properties. Affordable Housing The affordable housing developments that APAH owns look the same as other apartment complexes. The rents are lower than market rents and typically best serve households earning 60% of the area median income (AMI) or less. In Arlington, for a family of four, 60% of the area median income is about $65,000 per year. In order to qualify for affordable housing, households need to complete an income certification process to prove that their income falls within the required ranges for the program, based on household size. This process includes bringing in pay stubs, tax documents and bank statements as well as other paperwork. The chart below shows the current maximum incomes for households earning 60% of the Area Median Income (AMI) as of May 2017. Project Overview Between September 28, 2016 and January 12, 2017, APAH Westover, LLC ( APAH ), a wholly owned subsidiary of the Arlington Partnership for Affordable Housing, purchased eight buildings totaling 68 units, in the Westover neighborhood of Arlington County, Virginia that comprise the Fisher House II Apartments. APAH pursued this project in response to the recent conversion of several units of market rate affordable housing in Westover into luxury townhouses by other developers. Arlington County s Affordable Housing Master Plan calls for 700 units of affordable housing in Westover. In 2015, there were 753 affordable apartments in Westover, of which 222 were committed affordable. Since then, at least 60 affordable apartments have been lost. APAH s goal is to preserve these 68 apartments as committed affordable housing for households earning 60% of the area median income. At the time of purchase, 5 of the 68 apartments were vacant or on notice, leaving 63 vested households. 1 household has not completed the tenant survey to date, leaving 62 surveyed households. The addresses of the buildings at Fisher House II are as follows: 1111 and 1209 N. Kensington Street, Arlington, VA 22205 5705, 5711, 5717 Washington Boulevard, Arlington, VA 22205 5700 and 5708 N. 11 th Street, Arlington, VA 22205 5716 N. 11 th Road, Arlington, VA 22205 APAH plans to perform significant renovations on all of the apartments and convert 100% of the apartments to affordable housing for the next 60 years to households earning 60% of the 2

area median income. The renovation project will be completed in two phases of four buildings each. Each phase will take approximately six months to complete and will require that residents vacate the buildings. All residents must move at least once to accommodate the renovations. The buildings will be renovated as follows (subject to change): Phase I: 5700 and 5708 N. 11 th Street, 1209 N. Kensington Street, 5716 N. 11 th Road Phase II: 1111 N. Kensington Street, 5705, 5711, 5717 Washington Boulevard The scope of work will vary by building but will generally include new roofs and windows, replacement of major systems such as plumbing, electrical, heating and cooling systems, masonry repairs, plaster repairs and/or replacement, and new kitchens and bathrooms. At this time APAH does not anticipate building additions on the existing structures, but will make some adjustments to the interior apartment layouts to allow for at least one additional two bedroom apartment in order to accommodate all overcrowded households that currently live at the property earning 60% AMI or less. The final project will continue to have about 68 apartments, the majority of which will have one bedroom. APAH applied for funding from Arlington County s Affordable Housing Investment Fund (AHIF) on August 1, 2016. APAH s AHIF application was approved by the Arlington County Board on September 24, 2016 for a $10,998,494 AHIF loan for Fisher House II. APAH closed on the AHIF financing on February 9, 2017. If funding and permit approvals are secured in the anticipated timeframe, the first phase of construction will begin in December 2017 and the second phase will begin around June 2018. These dates are approximate and residents will be kept informed of schedule updates on a regular basis. Apartment Sizes Fisher House II consists of 8 buildings totaling 68 apartments. 1 bedrooms 64 2 bedrooms 2 3 bedrooms 2 The final mix of apartment sizes is subject to change in accordance with the Low Income Housing Tax Credit guidelines, the design process, and other factors as the building plans are finalized. Relocation Guidelines APAH will abide by the Arlington County Relocation Guidelines, as amended and approved by the Arlington County Board in 2016. APAH will also follow the Virginia Housing Development Authority s Relocation Assistance Guidelines. This project is not subject to the Uniform Relocation Act of 1970 (URA). Vesting Date and Eligibility The vesting date for this project is the date of approval for AHIF funding: September 24, 2016. Residents who moved to Fisher House II prior to this date are considered vested. Vested residents are eligible for the following relocation benefits, provided they are in good standing with their lease obligations: All Resident Advisory Services (see Resident Advisory Services ) Financial assistance to relocate (see Relocation Financial Assistance ) Priority to move to a renovated apartment at Fisher House II, using the priority ranking system as necessary (See Appendix B) Further, vested residents who are income-eligible are also eligible for the following relocation benefits: 3

Eligibility for Tenant Assistance Fund (TAF) rental assistance, provided all other requirements for the TAF program are met. Residents who moved to the property after September 24, 2016 are not considered vested and are only eligible for Resident Advisory Services. APAH will work to retain non-vested residents as well, but only after all vested residents have been given priority to return. Affordability Mix after renovations Pending County Board approval of this Relocation Plan, 100% of the apartments will be converted to affordable housing after the renovations, restricted to those earning 60% of the area median income or less (see Affordable Housing section above). Approximately 47% of vested households (29) will qualify for the affordable housing program and will be able live at Fisher House II after the renovations. Temporary Displacement and Resident Retention All households that qualify for the affordable housing program (29) will have to move at least one time to accommodate the renovations. Some households will move temporarily (two moves) and others will be able to move directly into a renovated apartment (one move). The projections below are subject to change but based on the current plans and building schedule APAH anticipates the following: 9 one bedroom households from Phase I (all one bedrooms) will need to move first to an unrenovated apartment at Fisher House II for a period of about 6 months, and then will be able to move into a renovated apartment after the first phase of construction is complete (approximately May 2018). 1 family sized household from Phase I will need to move to a two bedroom offsite by November 30, 2017 and remain there for about 12 months until the second phase of construction is complete (approximately December 2018). 15 one bedroom households and 2 family sized households from Phase II will be able to move directly to a renovated apartment once Phase I is completed (approximately May 2018). 2 family sized households in Phase II will need to move temporarily offsite by May 31, 2017 and remain there for about 6 months until the second phase of construction is complete (approximately December 2018). Because of the limited number of two and three bedroom apartments in the project, it will be necessary for 3 households with children to move temporarily offsite in order to accommodate the renovations. Currently there are 2 two bedroom apartments and 2 three bedroom apartments on the property, one of each size in each phase of buildings. APAH is finalizing the renovated building plans and will be able to include at least one additional family sized apartment in order to accommodate all vested households, but the exact location and phasing is still being finalized. APAH staff will be extremely attentive to ensuring that students who are moved offsite temporarily can continue attending their current schools and that transportation is sufficient for the household. Permanent Displacement According to the resident survey, 33 households (53% of 62 surveyed households) earn more than 60% of the area median income and do not qualify to continue living at Fisher House II after the renovations. They will be permanently displaced. (1 additional household has not completed their survey with APAH at this time and as a result, APAH cannot predict whether this household will be temporarily or permanently displaced.) APAH is taking the following 4

steps to ensure that these households are able to find comparable housing that meets their needs and is located in Westover or other proximate neighborhoods: Develop partnerships with other Westover landlords. APAH has signed an agreement with AHC, Inc providing leasing priority to Fisher House II residents for 80% AMI apartments at AHC s Westover Apartments property. APAH will continue to develop relationships with other landlords in the neighborhood to increase the housing options for Fisher House II households, particularly those who will be permanently displaced by this project and wish to remain in the Westover area. Provide information about other market affordable properties in Westover and Arlington County. Market affordable apartments are apartments that have lower rents due to natural market forces. APAH will direct residents to these apartments as well as other comparable apartments in Arlington County to assist those who need or wish to relocate permanently. In making recommendations, APAH will keep in mind the utility payment structure as well as likelihood that a property could be redeveloped. Flexibility with Move Out Notice. As of December 8, 2016, APAH is waiving the lease requirement that households provide at least 30 days move out notice to property management. It is preferred that residents still provide as much notice as possible, but APAH will work with households who find suitable replacement housing and need to move quickly. Relocation Financial Assistance prior to 180 Notice to Vacate is issued. In response to some residents expressing an interest in moving prior to the 180 Day Notice period, APAH, with the support of the Tenant Landlord Commission, began providing relocation financial assistance to residents on December 8, 2016. From that date forward, all vested residents are eligible to receive relocation financial assistance to cover the costs of their move. (See Relocation Financial Assistance for more information) Provide priority to Fisher House II households at other APAH properties. Relocation staff will work to find comparable housing for Fisher House II residents, including housing within APAH s portfolio. In addition to hundreds of affordable apartments across the county, APAH also has 28 market affordable units in its housing portfolio, which are comparable to the apartments at Fisher House II. As of March 1, 2017, 8 of the 33 vested households that will be permanently displaced have moved or provided notice that they will be moving out. All 8 of these households have relocated within Arlington County, 5 will remain in Westover and 2 have purchased condos in Arlington. Rents and Utilities The current rents paid by residents vary, but the average one bedroom rent of $1,152 is within $70 of the maximum 60% AMI rent ($1,222), including utilities. Current Rents Min. *One resident paid $800 per month, and this market rate household has moved out. The next lowest rent from there is $1000 per month paid by one household. If these two outliers are removed, the minimum rent paid for a one bedroom is $1080. **There are only two 3 bedroom apartments, with one occupied by a market rate household and one occupied by households earning 60% AMI or less. Maximum 2016 60% Affordable Rents* 1 bedrooms $1,222 2 bedrooms $1,467 3 bedrooms $1,694 *These are the 2016 maximum allowable rents before being lowered for any utilities paid by residents after the project is renovated. Rents will be adjusted annually based on any changes to the area median income (AMI). The current utility structure at Fisher House II differs greatly from building to building, and within the same building. In many of the Fisher II apartments, residents pay for their electricity and at times, electricity and gas. In other apartments, all utility costs are included in the rent. For residents who pay utilities, the cost ranges from $30 - $80 per month, according to surveys completed. After the renovations, some utility costs will be paid directly by residents, however, the exact utility structure has not been finalized. Utility allowances charged at most APAH properties for one bedroom apartments range from $65 - $100 per month. APAH plans on charging the maximum allowable affordable rents less the appropriate utility allowances. Of the 29 households that earn 60% of the area median income or less, approximately 19 earn less than 50% of the area median income. In evaluating their potential future rent burden, APAH determined that: 14 households either have rental assistance now or meet the qualification standards for the Arlington County Housing Grant. 3 households will not be rent burdened by the 60% AMI rents proposed or will not experience a rent increase greater than 5%. (Rent burden is defined here as paying more than 40% of their income on rent and utilities.) 2 50% AMI may be rent burdened by 60% AMI rents. APAH will work with all residents to address their specific needs and find accommodations for very low-income households. Relocation Plan Implementation APAH s resident relocation efforts are led by Kim Painter and supported by APAH s resident services team, real estate development team and APAH s property management company, S.L. Nusbaum. APAH takes an individual approach to resident relocation, working with each household to determine their preferences and needs. APAH will work closely with individuals and families to identify their personal preferences and to assist in finding suitable replacement housing. APAH seeks to minimize disruption for all Fisher House II residents by taking the following steps: Meeting with residents early in the redevelopment process. APAH purchased the first five of these buildings on September 28, 2016, and hosted its first resident meeting on October 3, 2016, inviting residents from 7 of the 8 buildings that would eventually be a part of the final project. A complete schedule of early meeting and communication efforts can be found in Appendix D. In all cases, APAH notified residents 6

of the change in ownership, APAH s plans and an initial redevelopment schedule as early as the sellers permitted. Great communication. APAH staff understands that keeping residents informed about the progress of this project and providing clear information about their options is of utmost importance. Staff will host regular meetings to update residents on the status of the project as well as individual meetings with households to discuss specific needs and preferences. Relocation staff has been available to speak and meet with tenants as needed since October 2016, and will be continually available through the completion of the project. APAH s typical office hours are Monday Friday, 9:00am 5:30 pm, however relocation staff will make themselves available outside of these times by request. With accurate and timely information, residents will be able make the best choices for their households during this process. 180 Days Notice to Vacate. APAH will issue 180 Day Notices to Vacate, in excess of the requirement of Arlington County and the Virginia Code. Resident Advisory Services and Other Provisions APAH will provide the following services to all residents at Fisher House II in an effort to ensure that residents are relocated to safe, affordable and proximate apartments the meet residents needs: Referrals to replacement properties, requesting priority, advocating for residents and providing references for residents as needed. Provide residents with listings of units within Arlington County and referrals to home ownership programs upon request, including county programs like the Housing Grant program and local homeownership programs Provide residents with written information and/or translation services in their native language when necessary. All written information will be translated into Spanish and resident meetings will have interpretation available by request. Provide appropriate counseling for tenants who are unable to read and understand notices. Anticipate additional needs of families, overcrowded households that need to move to a larger apartment, the elderly and disabled, and able to provide the special advisory services they may need. Prioritize relocation households in such a way that allows children to continue to go to the schools they currently attend, if that is a family s preference. APAH will coordinate with Arlington Public Schools as necessary, to ensure that family and children s preferences are met. Households are temporarily relocated will be able to stay at the same through the renovations. Households that choose to relocate outside a school boundary should be able to remain in their current school until the end of the school year, if that is the household s preference.security deposits and accrued interest, if applicable, will be refunded back to the households within an expedited timeframe with accordance with the terms of the lease. In preparation for the renovations, full security deposits will be returned unless there is significant damage to areas that are not a focus of renovations or to apartments that will be re-leased before they are renovated. APAH will be working with households that are overcrowded to ensure that they find replacement housing that appropriately sized and meets their budget needs, leveraging rental assistance when applicable. APAH will waive typical minimum income requirements for households that return to renovated apartments when the rent paid is comparable to their current rent. Regular maintenance service will be provided and maintenance issues will be addressed in a timely fashion before, during and after the renovations. The occupied buildings will be maintained in good condition throughout the renovations. 7

Additionally, APAH shall ensure that all required county notifications and advisory service procedures are followed carefully to assure that residents have been informed about their rights under Arlington County Relocation Guidelines and the VHDA Relocation Assistance Guidelines. Relocation Financial Assistance All vested residents who move after December 8, 2016 will receive financial assistance pursuant the Arlington County Guidelines, regardless of their current lease term. Residents can opt for one of the following relocation benefits: A. One time relocation payment, based on the chart below as specified in the Arlington County Relocation Guidelines. The relocation payment is paid in two steps, half paid when the resident has provided written notice to vacate with a move out date and the second half paid once the resident has turned in keys. Residents will receive payments directly to the leaseholders or they may opt to have their relocation payment made out to moving companies that they hire. Actual moving services (moving the resident s belongings from apartment to apartment) and payment for reimbursement for the transfer of utilities or other actual move-in expenses. Residents who are temporarily relocated and are directed by APAH to move twice can receive relocation financial assistance for each required move. APAH will provide boxes and packing tape to all residents by request. APAH will provide packing services to seniors and persons with disabilities. Selection of Renovated Apartments For residents returning to Fisher House II after renovation, APAH will try to accommodate all resident selection preferences and requests, however APAH is under no obligation to return residents to their original apartment or to place them in a specific building, floor or apartment. If a resident voluntarily moves twice in order to live in a specific building or apartment, APAH will not cover the cost of the second move. Residents will not be permitted to move from a renovated apartment to another renovated apartment until they have completed a one year lease term in the renovated apartment. Tenant Assistance Fund (TAF) On January 24, 2017, the Arlington County Board approved a Tenant Assistance Fund (TAF) for Fisher House II to reduce the burden for households earning 60% of the area median income or less while temporarily relocated during construction. APAH will work with households individually to determine eligibility on a rolling basis as they relocate. Eligibility requirements for the TAF, in accordance with the TAF guidelines, are listed below: Residents must have moved to Fisher House II prior to the TAF approval date for the property: September 24, 2016. Must earn 60% of the area median income or less. Participants must pay 35% of their gross income or their current rent as of the date they moved out of Fisher House II, plus utility allowance, whichever is higher. 8

TAF assistance may be used offsite provided residents continue to live in Arlington County and are planning to return to Fisher House II after the renovations. Move Out Procedures When residents are ready to provide their notice to the owner and property management that they will be moving out (see page 5, Flexibility with Move Out Notice ), they should call or email Kim Painter and Shawnique Jackson, using the contact information on the front of this plan. APAH staff will advise on the relocation financial assistance and eligibility to return and S.L. Nusbaum will provide move out procedures in terms of what condition to leave the apartment, turning in keys and security deposit procedures. Reports to County Staff APAH will coordinate all relocation efforts with the appropriate county staff and VHDA staff, and will produce all required reports on a timely basis. 9

They will all be eligible to return to the renovated property. 15 additional households (24%) will be able to move directly to a renovated apartment from their current residence. In total 47% of the surveyed households can be retained at Fisher House II. 1 household has not been surveyed and their displacement status is unknown at this time. 11
