A. Overview 1. Intent Boulder Housing Partners (BHP) seeks to pre-qualify General Contractors to be eligible to bid all renovation construction work from 2012 through the end of 2014. Pre-qualified firms would be on-call for work during this time period. BHP would reserve the right to match expertise between firms and projects. This pre-qualification may apply to BHP s Move to Work renovations, however BHP reserves the right to issue a separate procurement process for this future work. BHP anticipates a minimum of 4 renovation projects in 2012. Funding has been secured for the following full or partial renovation projects: Twin Pines, 1700 22 nd Street, Boulder, 80302 Whittier Apartments, 1946 Walnut Street, Boulder, 80302 Midtown Apartments, 837 20 th Street, Boulder, 80302 Dakota Ridge, 4912-1978 10 th Street, Boulder, 80304 In addition, there are as many as three additional projects that will happen in either 2012 or 2013. Funding has not been secured for the following projects and the timing is still somewhat unknown. Scope of Work/Project Schedule/Funding Specifics by Location Twin Pines (2012) 1700 22 nd Street, Boulder, 80302 Scope of Work: Full interior and exterior renovation of the property. 22 Apartments. The interiors need surface renovations that include kitchen and bathroom renovations, flooring, paint, and bathroom make-overs. Most of the interior finishes have already been chosen. Unit floor plans vary from unit to unit. Project Schedule: Construction complete by December 2012. Funding Specifics: City of Boulder 2012 CHAP funds. Twin Pines Apartments Whittier (2012) 1946 Walnut Street, Boulder, 80302 Scope of Work: Full interior and exterior renovation of the property. 10 apartments. The interiors need surface renovations that include kitchen and bathroom renovations, flooring, paint, and bathroom make-overs. Most of the interior finishes have already been chosen. Unit floor plans vary from unit to unit. Project Schedule: Construction complete by December 2012. Funding Specifics: City of Boulder 2012 HOME funds. Whittier Apartments 4
Midtown (2012) 837 20 th Street, Boulder, 80302 Scope of Work: Full interior and exterior renovation of the property. The exterior is classic in design and needs only slight updating. The interiors need surface renovations that include kitchen and bathroom renovations, flooring, paint, and bathroom make-overs. Most of the interior finishes have already been chosen. Unit floor plans vary from unit to unit. Project Schedule: Construction complete by December 2012. Funding Specifics: City of Boulder 2012 CHAP funds. Midtown Apartments Dakota Ridge (2012) 4912-4978 10 th Street, Boulder, 80304 Scope of Work: Smaller project in scope. Work includes flooring replacement and exterior storage construction to match existing storage units for other homes in the HOA. 13 single family homes. Project Schedule: Construction complete by December 2012. Funding Specifics: City of Boulder 2012 CHAP funds. Dakota Ridge 101 Pearl/Cornell House (Possible 2012) 101 Pearl, Boulder, 80302 Scope of Work: This is a unique market rate property owned by BHP. There are six apartments and one single family home located at the very west end of Pearl Street in Boulder. The property is above the blue line 5
and located in Boulder County adjacent to Settlers Park. The six apartments are in need of much upgrade that will make them a continued and viable asset within BHP s market portfolio. The single family home is an older home and considered historically significant by Boulder County. Lead based paint is present in the home and it is in need of significant systems and aesthetics upgrades. Project Schedule: Current tenants leases are up at the end of May, and all units could be vacated as soon as of June 1, 2012. Construction to happen the 2 nd half of 2012 and into 2013 as necessary. Funding Specifics: The project is still pending approval by BHP s Board of Commissioners. If they approve it, BHP will secure traditional bank financing by May 2012 for the work on this project. 101 Pearl Cornell House Glen Willow Apartments (2013) 301-333 Pearl Street, Boulder, 80302 Scope of Work: Full interior and exterior renovation of 34 apartments located at 3 rd and Pearl. This project is a potential gem and could transform affordable housing in one of the most beautiful locations in Boulder. Project Schedule: Early 2013 for construction. Design, planning and construction procurement in 2012. Funding Specifics: Funding for the project could include 4% LIHTC, private activity bonds, grants, or conventional debt. 6
Glen Willow Apartments North Haven Apartments (Possible 2013) 2550 9 th Street, Boulder, 80304 Scope of Work: Complete interior and exterior renovation of 8 apartments in central Boulder. Apartments are located at the southeast corner of 9 th and North. Property address is 2550 North Street. Project Schedule: Unknown. Funding Specifics: Unknown. North Haven Apartments 7

C. Proposal Submission Details 1. General Submit Qualifications no later than 4:00 pm on February 28, 2012 to the following address: Boulder Housing Partners 4800 Broadway Boulder, CO 80304 Attention: Laura Sheinbaum Submit 2 hard copies (at least one unbound copy). Limit the content to ten (10) pages maximum, excluding the AIA A305 Contractor s Qualification Statement portion of the submittal. Proposals will be evaluated and scored by a BHP team according to criteria outlined later in this document. Please refer questions to Laura Sheinbaum via email at SheinbaumL@boulderhousingpartners.org. No phone calls please. BHP reserves the right to reject any or all proposals and to waive any irregularities deemed to be in the best interest of the organization and to be the sole judge of qualifications, criteria and selection of Pre-Qualified bidders. It is the intent that the prequalified GCs will be notified on or around March 12, 2012. Pre-qualified bidders will be notified when Construction Drawings are available for funded 2012 renovation work and asked to submit bids. 2. Evaluation Criteria Contractors who, as Boulder Housing Partners may determine, at their sole discretion, receive a yes on all the criteria listed below will be pre-qualified to bid all renovation work between 2012 and 2014, excluding Move-To-Work Renovations. D. Form of Submission Submit the following information in the order requested below in your proposal. 1. Cover Letter with primary point of contact including email address. 2. Completed GC Prequalification Form Attachment #2 available on BHP website with this Pre-Qualification. 3. List of 4 References, including at least one owner and one architect from different projects and one owner and one architect from the same project. E. General Information 1. Proposal Rejection: BHP reserves the right to reject any and all proposals and waive any irregularities therein if it is found to be in the best interest of BHP. Proposals not received by the required deadline are ineligible for consideration and will not be opened, however BHP may change the deadline at any time. 2. Preferred Contract: BHP s preferred form of construction contract is attached to this document. 3. Limitation of Liability: BHP assumes no liability for costs incurred by candidates in responding to the Request for Statement of Interest and Qualifications. All submittals become a matter of public record upon submission. 4. Insurance Requirements: Insurance requirements are attached. 5.
