HM-087-13 THAT Heritage Milton allocates $1,000 towards the multi year project of producing a Heritage Information Package for Heritage property owners. Following the completion of the public delegations the members of the public were asked to leave so the Committee could continue the meeting. VII. CONFIDENTIAL SESSION 1 17 Bronte Street South - Pre application advice regarding demolition of existing house and erection of new office building (Bronte St South/Main Street E).

HM-088-13: That Heritage Milton raises no objections to the demolition of the existing bungalow at 17 Bronte Street South and to the principle of it being replaced by a taller building. The Committee notes that the proposed building is tall (9.17m measured from grade to ridge) and it would be markedly taller than either of its adjoining buildings (in particular the heritage house at 23 Bronte Street South). However given the location of this property on Bronte Street South close to its intersection with Main Streets, the committee considers that there is scope for the provision of a taller building on this property. 2 19 Barton Street - Pre application advice regarding new front and second floor addition to existing house (Barton/Bronte St. S). Rec. HM-089-13: That Heritage Milton notes that the proposed house would be taller than the adjacent buildings and that the garage is not set back as normally sought in Milton s Downtown Character Area; however given that the garage is in the same location as the existing garage and the proposal is essentially a second floor addition with a new front porch on an existing house, the Committee considers that this acceptable. Heritage Milton recommends that stone/brick and board and batten would be the most appropriate material for the proposed new house. Heritage Milton requests to review further details when the Site Plan application has been submitted. 3 123 Bronte Street South - Pre application advice regarding demolition of existing house and erection of 2 x 2 storey new houses (Bronte St S/John St). Rec. HM-090-13: Heritage Milton raises no objections to the demolition of the existing bungalow at 123 Bronte Street South. This house has been greatly altered over the years and few of its original heritage attributes remain. Heritage Milton also has no objections to the proposed lot line adjustment. The Committee however, strongly objects to the height of the proposed new houses. The new houses are 8.8m and 9.4m in height which would make them considerably taller than the neighbouring houses (including the new 8.14m house at 14 John Street). They would appear out of scale and character with the other houses in this street which is situated in Milton s downtown Character Area. Heritage Milton recommends that their height be reduced so that they are no taller than the 8.14m that was approved for the house at 14 John Street. Heritage Milton also consider that the garages of the proposed new houses should be set back so that they are no further forward than that at the adjacent new house at 14 John Street (12.09m). Having a recessed garage is particularly important in low density residential neighbourhoods such as this and the creeping forward of garages, particular when associated with houses that are taller than their neighbours, will have the effect of slowly undermining this low density character.
Town of Milton Date: December 12, 2013 Page 5 of 8 Heritage Milton is concerned that the steep pitched gables that are proposed do not reflect the character or appearance of Milton s Downtown Character Area. Heritage Milton notes that no details of any required minor variances have been outlined and so will only be able to comment on the impact of these when these details are available. 4 Harrop House, 345 Steeles Avenue - Conservation Plan for barn (Steeles/Wheelihan) Rec. HM-091-13: Heritage Milton welcomes the submission of the Draft Conservation Plan. As stated previously, Heritage Milton has no objections to the principle of the proposed development provided the mid 19 th century section of the barn is conserved as a heritage landscape on the William Elliot farmstead at 345 Steeles Avenue. The Committee welcome the repositioning of the barn so that it would be visible from views along the new entrance drive from Steeles Avenue and that an existing mature tree is to be retained adjacent to the barn. This would provide a valuable semblance of a traditional setting for the William Elliot farmstead and this is of considerable importance, given the scale of the proposed development. Heritage Milton supports the proposed conservation strategy outlined in the submitted Conservation Plan. However considers that: Detailed existing plans and photographs are necessary to ensure that the barn is properly documented, in accordance with good conservation practise, and to ensure that it can be rebuilt if damaged during or after the move; Details of how the barn move would be phased in relation to the other buildings works on the site; and Details of how the barn structure would be protected from accidental damage during the construction works on the property should be submitted. Heritage Milton also recommends that : the barn is clad in new or reclaimed barn board: the loft floor boards are salvaged securities are taken as part of the Site Plan Agreement to ensure that if the barn is damaged during the construction process it can be property repaired by experienced professionals; and that the Harrop House and barn are designated under the provisions of the Ontario Heritage Act when the reconstruction works are complete. 5 155 Thomas Street - Site Plan approval for new front porch addition (Thomas/Sydney).

HM-092-13: Heritage Milton raises no objections to the proposed new porch addition to the heritage house at 155 Thomas Street. 6 6374 Regional Road 25 - Pre-application advice regarding demolition of brick house (Regional Road 25/Louis St. Laurent. Rec. HM-093-13: Heritage Milton consider that the Robert Farlow house at 6374 Regional Road 25, Con 2 part of east half of Lot 8 (also known as 6382 Ontario Street South) is a heritage resource of potential significance. It includes a Georgian style red brick farmhouse that, although greatly altered still retains its original form and some original features (although to date an internal inspection has not been possible). A Heritage Impact Assessment should be submitted if demolition of this heritage resource is proposed or if it is proposed to be conserved and incorporated into a new subdivision. 7 Johnson Harrison House, 33 Whitmer Street (Whitmer/Main Street West) Site Plan application for new condominium apartments with accessory building Rec. HM-094-13: As stated before Heritage Milton welcome the refurbishment and adaptation of the Johnson Harrison House for use as an amenity building in association with the proposed new condominiums. This is one of Milton s finest heritage resources and had one of the finest interiors in Milton. Heritage Milton are very disappointed that the original windows, entrance vestibule and door and the internal trim have been removed. Their removal does not constitute good conservation practice and has undermined the heritage value of the important heritage building. Whilst regretting this loss Heritage Milton welcomes the fact that the Conservation Plan demonstrates that good conservation practice is proposed for the restoration of the entrance foyer and interior of this significant heritage resource. Heritage Milton raise no objections to the proposed Site Plan application provided that conditions are included as part of the Site Plan agreement to require that: The alterations proposed to the Johnson Harrison House comply to those outlined and recommended within the Conservation Plan prepared by ERA Architects; The restoration of baseboards, wainscoting, door and window trim in the entrance foyer and amenity rooms 1,2 and 3 shall match the original in terms of their design, dimension and profile. The original salvaged internal doors shall be reused in the interior wherever possible.
Town of Milton Date: December 12, 2013 Page 7 of 8 The original front entrance, including the recessed entrance vestibule, paneled door with transom and sidelights, wood paneling, and outer screen with sidelights and transom window, shall be restored using original materials wherever possible. Any replacement materials shall replicate the original in terms of their design, dimensions and profile. The original stone front entrance steps shall be returned to their original location by the main entrance doors and be reset as before. The cleaning of all masonry shall be as gentle as possible and comply to good conservation practice so that masonry is not damaged. 8 82 Prince Street (Prince/Oak) Pre application for erection of 3 car garage with living accommodation above. Rec. HM-095-13 Heritage Milton is concerned about the size of the garage proposed at 82 Prince Street. A garage of this size would be larger than the existing house on the lot and larger than any other residential garage within Milton s downtown Character Area. It would also be considerably higher than permitted for accessory buildings within the Zoning By-law and would give the appearance of being a second detached house on this lot. As such the Committee consider that it would harm the low density character and appearance of the surrounding neighbourhood. Heritage Milton strongly advise that : the garage be reduced to a 2 car garage; that the height of the garage be reduced to something closer to the 4.3m permitted by the Zoning By-law; and The floor above the garage is redesigned to appear as a loft rather than a whole new storey. 9 48 Bell Street - Pre-application advice regarding new rear addition (Bell & King) Rec. HM-096-13 Heritage Milton has no objections to the principle of the proposed additions to the house at 48 Bell Street and only need to see this proposal again if it is significantly altered. 10 121 Bell Street - Pre application advice regarding new detached house with detached garage (Bell/John) Rec. HM-097-13 Heritage Milton has no objections to the principle of erecting a new detached house on the property at 121 Bell Street; however, the Committee strongly objects to the size and scale of the house that is currently proposed. The proposed house would be 11m high, which would make it considerably taller than any of the neighbouring houses and make it appear out of scale, proportion and character with the other houses in this street, which are situated in Milton s downtown Character Area.
Town of Milton Date: December 12, 2013 Page 8 of 8 Heritage Milton recommends that the house be redesigned so that it is no taller than 8m. In height when measured from grade to ridge (at this height it would still be noticeably taller than the adjacent houses and the tallest house in Bell Street) and that the design and materials be sympatric to Milton Downtown Character Area (i.e. Ontario size brick, stone, siding). Heritage Milton also consider that the house should be set back so that it is no further forward than the house at 125 Bell Street and that the front entrance is no more than 0.5m above grade level. It is only by designing within these parameters that Heritage Milton consider that the house could "be compatible with and sympathetic in design to existing building forms including heights, setbacks, scale, architectural features.." Within this part of Milton s Character Area as required by policy 2.10.3.34 of the Official Plan. VIII. NEXT MEETING Date: January 9, 2014 Time: 6:30pm Place: Milton Room IX.
