The Field of Association Management is fairly new in the UAE Market, and hence would need a detailed Introduction. Associations are unique in that the "owners" of freehold property are duespaying members. Members also govern their association through an elected board or other governing body, along with association committees, commissions, task forces, councils and other units. Typically, the board selects, retains and evaluates an Association Manager, responsible for the day-to-day management of the association and paid staff. Specialised solutions for the built environment Association Management, like any other forms of management involves a wide array of skill sets; nevertheless there are a few areas which are unique in Association Management. These would include service charge evaluation and invoicing; accounting and financial management; development of non-dues revenue and fundraising. Jointly Owned Property Law The Jointly Owned Property Law clearly defines what legal capacity home owners associations take, how will they be registered and when owners are required to commence paying service charges to the home owners association. Owners now have the freedom to choose their service provider and we have geared up for it The JOP or Strata Law (2007) was implemented when owners of freehold property started complaining about the huge and often unrealistic service charges, where being demanded by property developers. Even in the present scenario many developers coerce the owners to grant them the rights for service provision of the property for a considerable amount of time. But now as per the new strata law Owners Association can appoint Association Managers to act as a liaison between the owner parties and exert effective control over the selection of service providers and control of common areas. Association Management and Facility Management The Perception:- FM companies have no role in Dubai Freehold Market. Is Association Management a separate entity with relations to Facility Management. Association Managers are different from Facility Managers All new Management Companies will be Managing Dubai Freehold. The new law prevents FM companies to apply to become AM companies. The Difference between AM & FM:- Association Management is about managing an association. Facility Management is about managing a facility. An Association Manager works with the board to develop strategy for management of common areas. Whereas a Facility Manager develops strategy for the management of his/her facility. AM & FM, two sides of the same coin Association Managers negotiate contracts on behalf of the Owners Association while a Facility Manager negotiate contracts on behalf of his/her clients. Association Managers supervisors the performance of the contractors for the Owners Association, while Facility Managers supervises negotiate contracts on behalf of his/her clients. An Association Manager prepares annual budgets for the Owners Association while a Facility manager prepares annual budgets for the facility on behalf of the client. An Association Manager Develops a report on technical and financial management while a Facility Manger produces operations report, including technical and financial information for the client. Association Managers handle the complaints of owners and occupiers while a Facility Manager handles the complaints of clients. An Association Manager is responsible for communicating to the owners while the Facility Mangers are responsible in updating the clients. We are in the process obtaining RERA accreditation An Association Manager maintains records for the Owners Association while a Facility Manager maintains records for the client. Dispelling the confusion:- Facility Management Companies can provide Association Management services, provided that they undergo a three-day RERA training course and pass the test. FM Companies can become AM companies and vice versa. Benefits of the Strata law:- JOP resulted in giving the OA,professionally better and more reasonably priced choices to select from The law helps to regulate the entry of professional companies in the market. The Law promotes transparency in the freehold building management arena. The law gives ownership to owners to manage their assets. The law will ensure that the freehold buildings are maintained efficiently, thereby maintaining the beauty of the holding. Industry trends :- More and more owners associations prefer to employ specialised FM companies to do Association Management, rather than choosing high cost services of the developers. Hence professional FM companies who obtain RERA accreditation would be able to provide AM services for Owners Associations. The current trend in the Dubai Market is that, Owners Association would select a private company to get through the nitty-gritty s of going through the Association Management process, which is also a mandatory process according to the JOP or strata law. Our Leadership Dilip Khatwani Chief Executive Dilip is currently the Chief Executive of Reliance FM and has held this position since 2003. Reliance FM is a Facility management and consultancy company operating in Middle East. Previous to this Dilip worked for CB Richard Ellis as the Country Manager for Facilities Management covering South Asia. He brings 25 years experience of managing assets for various infrastructure projects ranging from Banks, corporate, townships, hotels, commercial and residential projects. Dilip holds a Bachelor of Technology in marine engineering along with a second engineers part A&B and chief engineer s part A qualifications. He is on the Industrial Board of International College of Engineering and Management in Muscat, Oman, which provides Facility Management 5 year degree courses in affiliation to UCLAN in the UK. Dilip is widely recognized as a trained lecturer on facilities management, with many years of experience on the subject. He is a regular speaker in FM conferences across Asia and the Middle East. He teaches MSC program for FM at the Herriot Watt University in Dubai and is a skilled trainer for the Government of Dubai s courses on facility and Association Mgt. Some other recognized achievements from Dilip include the being part of the initiative team to form IFMA India Chapter, and Middle East FM association (MEFMA) which he currently holds a position as a Board Member. Keith Lewis Operations Manager UAE Keith has a Diploma from Trade Millwright Mechanic, BOSH. He brings with him an experience of 14 years in the Engineering, Structure modification, Pneumatics, Hydraulics and Renovation segments. His obvious expertise lies in the maintenance of top notch commercial buildings in different parts of the world, and has a thorough understanding of the UAE market and its needs. In his last assignment he was working as the Facility Manager for JCI-Johnson Controls International, managing CISCO systems-green Buildings. He is currently responsible for the UAE operations of Reliance FM. Rino Gopalan Operations, Qatar Rino is a Post Graduate diploma holder with over 7 years of Facility Management experience in Qatar and UAE.He has managed various buildings in the likes of GE-Qatar, Canadian Specialist Hospital for Reliance FM. CLIENT: Maximus Dunes LOCATION: Dubai Silicon Oasis Property Description: It is a Residential Building with 189 Apartments with facilities such as swimming pool, gymnasium, Car parks and landscaped area. Scope of Work: Reliance AM has been the Association Manager for last 2 years in terms doing the General, Technical, Financial and Customer Service Management of the building. We are responsible for the Service Charge Collection and managing the interim Associations meeting to sought out the day to day operations issues at the site. Page 13 of 13
