Marketing Update Kate provided an update on marketing priorities for the Committee and introduced Christie Chewka who gave a presentation on the Committee s recent marketing initiatives. 3. Requests for Demolition The Committee discussed two recent requests to be removed from the Municipal Register. The Committee discussed possible options of preservation for 514 Pearl Street Staff will be conducting a site visit for 4465 Walkers Line within the next week. Staff provided information regarding preservation options unique to farmland in the City of Burlington which is that a second house can be build on a designated property if it is farmland. Motion to approve the minutes of the January 5, 2016 Heritage Burlington meeting, CARRIED. Direct the Chair, Vice Chair, Councillor Meed Ward, and member Jeff Sutcliffe to coordinate a meeting with the owner of 514 Pearl Street to discuss possible preservation options for the house; and Direct the Chair to report back at the March 8 meeting. Planning Report The Heritage Planner provided the following update: Request for Designation: 1018 Greenwood Drive (by-law 98-2015) - B property, not on MR 2085 Caroline Street (by-law 99-2015) - B property, not on MR 6201 Walker s Line (by-law 100-2015) 1375 Ontario Street (by-law 101-2015) 1172 (formerly 1040) Britannia Rd (by-law 102-2015) Council approved designation by-laws on December 16, 2015 Notice of passing of by-laws published December 24th in City Update (Burlington Post) No appeals received in response to notice of passing Clerks sent notice and copy of by-law to Ontario Heritage Trust, Heritage Burlington, Legal department, Planning department, owners of newly designated properties Designations registered on title by Legal department Tax rebate application packages sent to owners of newly designated residential properties by mail 2016: HB set May 31st, 2016 as tentative deadline for propety Staff will contact the owner to inform them of preservation options unique to farmland in the City of Burlington. The Committee will discuss 4465 Walkers Line further at the March meeting after a site visit has been conducted and the owners have been made aware of preservation options. Heritage Planner will be calling designated houses who have not submitted a tax rebate application. Heritage Planner will send a letter to all properties on the municipal register regarding tax rebate and submit an ad in the paper. Page 2 of 5
owners to apply to have their properties designated in 2016. Planning Dept has heard from one landowner who is keen to designate her property in 2016. Heritage Property Tax Rebate Program Applications: Application forms were mailed out to owners of designated properties on November 25th Halton Region approved their portion of the tax rebate December 16th, 2015. Will rebate 25% for 2015 tax year. January 4th TD mailed HPTRP application forms to the owners of the 4 residential properties that were newly designated in December. Two of them have since submitted complete applications. January 6th: At HB s request, Thomas emailed all eligible property owners to ensure they had received their applications 20 applications received as of February 3rd o 3 of which are first-time applications Heritage Inquiries A few inquiries from potential buyers asking for information about 6261 Guelph Line (Featherstone Homestead. On Register, grade A). o Designation process had been initiated for this property but was not followed through on by owner o Potential buyers generally interested to build new house on property, not necessarily to demolish old house 2 inquiries from potential buyers asking about 3318 Dundas Street (St Paul s Presbyterian Church and cemetery) (Designated property) o Cemetery on this lot is maintained by the City o One man interested in converting church into live-work building for himself. o Other couple asked about potential to build 2-car detached garage next to church Page 3 of 5
5. Burlington s Best Awards 1437 Elgin Street: Heritage House Move David Bastedo House ( Wigsville ). Not designated, on Register (LACAC grade A) Moved from 1437 Elgin to 470 Maple on February 1st News coverage by CHCH Some concerns from residents regarding removal and pruning of mature street trees to make room for house to move by on Elgin Street. Forestry staff confirm the two trees removed were in poor condition, and the trees pruned were already scheduled for pruning in the near future anyway. The Committee discussed the house located at 1309 Appleby Road as there are concerns of demolition. Planning will provide any updates on the property as development request come forward. Request for Removal from Municipal Register 514 Pearl Street (Hughes Cleaver House, SW corner of Pearl and Caroline. Non-designated, LACAC grade A ) o January 25th: Notice of intention to demolish/request for removal from Register o Owner wishes to demolish house and construct new semidetached dwellings (2 units) o 60-day period ends March 25th o property meets all 3 criteria for designation under Regulation 9/06 4465 Walker s Line (Van Norman-Sinclair House and Farm, SE corner of Walker s & No 2 Side Rd. Non-designated, LACAC grade A ) o Have not received official Notice of intention to demolish/request for removal from Register. o House is in state of extreme disrepair. Standing on ground floor of house, can see sky through holes in 2nd floor and roof. The Committee discussed possible nominees for the Burlington s Best Awards. The Committee will request changes to the nomination in the Approve a sponsorship of $1000 for the Burlington s Best Award, CARRID. Page 4 of 5
6. Work Plan 2016 Updates future to allow for groups in addition to individuals. Anne provided an update on the real estate seminar. The event will take place in August. Jim provided an update on the virtual tour and website training. Pauline provided an update on the stories campaign including recent visits to seniors residences to collect information. 7. Other Business Jim announced that Byron is now a voting member of the Committee. Jeff requested that the Committee look into a banner being displayed on the Wigsville House that states Conservation Through Cooperation. Move that Heritage Burlington nominate Derek Martin of Landform Developments for the Burlington s Best Heritage Award, CARRIED. Jim will submit a nomination on behave of the Committee for the nominee. Jim will contact the owners of Wigsville to request that a banner be displayed Amber will look into sign requirements set out in the sign by-law.
