RECOMMENATIONS: A. THAT inforation on a ne application to aend the Official Counity Plan for the properties at 7592 119A Street and 7551, 7565, 7595 and 7597 120 Street be received. B. THAT the consultation process as described in this report be endorsed in accordance ith Section 475 of the Local Governent Act in relation to the proposed Official Counity Plan Aendent. PURPOSE: The purpose of this report is to advise Council that an application has been received fro Arzone Real Estate Investent Ltd. and Hari Hoes Incorporated for the properties at 7592 119A Street and 7551, 7565, 7595 and 7597 120 Street to perit a ixed-use developent, and to seek Council's endorseent of a consultation process. ISCUSSION: Proposal: This application is to perit the properties at 7592 119A Street and 7551, 7565, 7595 and 7597 120 Street to be consolidated and developed into a ixed-use project ith a 35-storey residential building ith coercial space at the ground level and 3-storey tonhouse units. Access ould be fro 119A Street, and all parking ould be underground. The applicant is currently refining the application to provide additional details on the allocation of coercial space at the ground level and enhanceent of the site plan and building renderings. A preliinary site plan and building elevations are provided in Attachents A and B. In order to proceed, the folloing are required: 1. Aendent to the Official Counity Plan by changing the land use designation as follos:

North elta Future Land Use Plan in Schedule C.1 fro MR(SR) Mediu ensity Residential (Scott Road) to MU(N) 5 Mixed-Use (North elta) 5. 2. Rezoning fro RM1 Multiple Faily (uplex) Residential to a Coprehensive evelopent Zone; 3. Road closure of an approxiate 211 2 (2,271 ft2) portion of a lane ay beteen the rear portion of the properties at 7592 119A Street and 7595 and 7597 120 Street; and 4. evelopent Perit to address for and character guidelines in the SRC Scott Road Corridor evelopent Perit Area. Consultation Requireents: Section 475(1) of the Local Governent Act requires that, for an Official Counity Plan aendent, the local governent ust provide one or ore opportunities it considers appropriate for consultation ith the persons it considers ill be affected by the aendent. In particular, Section 475(2)(b) specifies that to satisfy Section 475(1), a local governent ust specifically consider hether consultation is required ith the folloing: the board of the regional district in hich the area covered by the plan is located, in the case of a unicipal official counity plan; the board of any regional district that is adjacent to the area covered by the plan; the council of any unicipality that is adjacent to the area covered by the plan; first nations; school district boards, greater boards and iproveent district boards; and the provincial and federal governents and their agencies. Proposed Consultation Process: The proposed consultation process ill entail: Placing public notice signs along the developent site frontage (120 Street, 75A Avenue and 119A Street). Creating a project page on elta's ebsite. Sending a notification letter to the surrounding property oners to advise the of the proposed developent. The notification area is proposed to be expanded fro 100 (328 ft) to approxiately 800 (2,625 ft) to include properties north to 80 Avenue, est to 115 Street and south to 72 Avenue as shon in Attachent A. Holding a Public Inforation Meeting to introduce the proposed developent to the counity. Holding a Public Hearing for the Official Counity Plan aendent and rezoning bylas if the application proceeds past second reading.

Given the nature of the proposed aendents and their anticipated ipact, staff believe, that no other consultation need be undertaken, including ith those bodies referred to in Section 475(2)(b) of the Local Governent Act. All input received ill be suarized and presented to Council in one or ore future reports regarding this application. Financial Iplications: The subject properties are ithin the area covered by the Scott Road Revitalization Byla No. 7142, 2012 hich has established a tax exeption progra and reduced unicipal fees and charges to encourage coercial and high density residential developent ith lo environental ipact along the Scott Road corridor. The proposed developent ill be evaluated to deterine eligibility for incentives under this byla and staff ill report back to Council. CONCLUSION: Arzone Real Estate Investent Ltd. and Hari Hoes Incorporated have subitted an application for a ixed-use developent for the properties at 7592 119A Street and 7551,7565,7595 and 7597 120 Street hich includes an Official Counity Plan aendent aong other applications. It is recoended that the consultation process as described in this report be endorsed in accordance ith Section 475 of the Local Governent Act.
