DOMESTIC NOTICE FOR INVITATION FOR BIDS (IFB) FOR SITE GRADING, ROADS, DRAINS AND OTHER MISCELLANEOUS WORKS FOR INTEGRATED REFINERY EXPANSION PROJECT (IREP) OF M/S BPCL-KR, KOCHI (BIDDING DOCUMENT NO.:A166/T-001/11-12/CHE/01) 1.0 M/s Bharat Petroleum Corporation Limited-Kochi Refinery (BPCL-KR) is setting up Integrated Refinery Expansion Project (IREP) at its existing Refinery complex at Ambalamugal, Kochi in the state of Kerala, India. 2.0 M/s Engineers India Limited (EIL) has been retained as Phase I Project Management Consultant (PMC) for the project. EIL on behalf of BPCL, invites sealed bids, under single stage two bid system in three parts (Part-I: Mandatory Part consisting of Earnest Money Deposit and Cost of Bidding Document (if applicable), Part-II: Techno- Commercial bid and Part-III: Priced bid) from competent agencies fulfilling the Qualification requirements stated hereunder. 3.0 BRIEF SCOPE OF WORK: Scope of work in brief includes Site Grading works, Storm Water Drainage, Construction of WBM roads, Dismantling of existing facilities and Associated works to be carried out in proposed areas of Units, Offsite and Utilities in existing Refinery area, Town ship area all complete as per the detailed Scope of work & Supply and requirements specified in the Bidding document. 4.0 The salient features of the bidding document are as follows: 4.1 Bid Security / Earnest Money Deposit (EMD) 4.2 Cost of Bidding Document (Non-refundable) : Rs. 35,00,000/- (Rupees Thirty five Lakhs only). However, Bidders registered with M/s Bharat Petroleum Corporation Ltd. (BPCL), Small Scale Units registered for similar works with National Small Scale Industries shall be exempted from submission of Bid Security. : Rs. 5,000/- (Rupees Five Thousand only). (IST) on 02.09.2011 at EIL Office, Anna Nagar, Chennai. 5.0 QUALIFICATION CRITERIA: Bidders intending to participate shall fulfill the following qualification criteria: 5.1 Experience Criteria 5.1.1 The bidder should have executed and completed at least one Site Grading, Roads and Drains works contract of value not less than Rs. 2800 Lakhs (Rupees Two Thousand Eight Hundred Lakhs only) during the last 7 (seven) Years. 5.1.2 In case bidder has executed and completed a composite work in a single contract which includes the qualifying works stated above, then value of such qualifying work out of total value of composite work shall be considered for the purpose of evaluation. 5.2 Financial Criteria 5.2.1 Annual Turnover: Annual turnover of bidder as per the audited annual financial results in any one of the preceding three financial years i.e. financial years ending December 2010, December 2009, December 2008 or financial years 2010-2011, 2009-2010 and 2008-2009 shall be equal to or more than Rs. 5250 Lakhs (Rupees Five Thousand Two Hundred and Fifty Lakhs only). 5.2.2 Net-Worth: The Net worth of the Bidder as per the latest audited financial results i.e. year ending December 2010 or financial year 2010-2011 should be positive. 5.3 The period mentioned under experience criteria shall be reckoned from the due date of submission of Bid. The value mentioned under experience criteria shall be the executed value of work. 5.4 BPCL/EIL reserves the right to use in-house data for qualification of bidders. 6.0 Experience of only the bidding entity shall be considered. In-house work experience (where for the past experience referred for qualification, the contractor and the owner belong to the same organization) shall not be considered as valid experience for the purpose of qualification. 7.0 Bids on Consortium / Joint-Venture basis are not acceptable. 8.0 Bid submitted by any Agency who is on holiday list of BPCL/EIL shall not be considered for opening and further evaluation. Similarly, in case any Bidder is put on holiday list of BPCL/EIL subsequent to submission of Bid during evaluation, then in such an eventuality, Bid of such Bidder shall also not be considered for further evaluation. 9.0 Bidder submitting their Bid shall not be under liquidation, court receivership or similar proceeding. 10.0 The Bidder along with the Bid shall furnish, documentary evidence to substantiate their claims for meeting the requirements specified in the Bidder s Qualification Criteria mentioned in clause no. 5.0 above such as copies of work order, completion certificate, audited balance sheet & financial statements including Profit & Loss Account, to establish Bidder's conformance to qualification criteria. Bidders should ensure submission of complete information/ documentation in the first instance itself. Qualification may be completed based on the details so furnished without seeking any subsequent additional information. 11.0 Non-transferable Bidding Document issued in the form of soft copy in Compact Disc (CD) can be purchased by the agencies from Senior Manager (C&P), Engineers India Limited, Engineers India Apartments, AL-Block, No.211, 14 th Main Road, Shanthi Colony, Anna Nagar, Chennai-600040 on any working day (Monday to Friday except Holidays) during the sale period, on payment of non-refundable cost of the Bidding Document through a crossed demand draft drawn in favour of Bharat Petroleum Corporation Limited payable at Kochi or Cochin. Agencies are required to collect the Bidding Document personally or through their authorized representatives. Request for sending the Bidding Document by post, courier or any other mode shall not be entertained. 12.0 Bidding Document can also be downloaded from the web site of BPCL (www.bharatpetroleum.com) or EIL (www.indianprocessplants.com). Agencies who have downloaded the Bidding document from the BPCL/EIL web site are required to pay the requisite cost of Bidding document by Demand Draft drawn in favour of Bharat Petroleum Corporation Limited payable at Kochi or Cochin at the time of submission of their Bid. Bid submitted by any agency without requisite cost of bidding document shall not be considered for further opening / evaluation. 13.0 Bid Security / Earnest Money Deposit (EMD) shall be paid in favour of Bharat Petroleum Corporation Limited payable at Kochi in the form of a crossed Demand Draft or in the form of a Bank Guarantee in the prescribed proforma from any Scheduled Commercial Engineers India Ltd., RO, Chennai Sheet 5 of 6
Bank in India recognised as a Scheduled Commercial Bank by Reserve Bank of India. The Bank Guarantee shall be valid for 06 (Six) months from the due date of submission of Bid. Bids not accompanied with EMD or the same is not being in the requisite form specified, shall be considered as non-responsive and such bids shall be rejected and not considered for further opening / evalution. 14.0 Sealed Bids will be received at Engineers India Limited, Engineers India Apartments, AL-Block, No. 211, 14 th Main Road, Shanthi Colony, Anna Nagar, Chennai - 600040. Techno-commercial part of the bids shall be opened in the presence of authorized representatives of attending bidders. Time and date of opening of Price Bids shall be notified to the qualified and techno-commercially acceptable bidders only at a later date. 15.0 Bids not received by the due date and time shall be rejected and representatives of such Bidder(s) shall not be allowed to attend Bid opening. 16.0 BPCL/EIL will not be responsible for any costs or expenses incurred by the bidder in connection with preparation or delivery of bids, participating in discussions etc. including costs and expenses related with visits to the site. 17.0 Fax/e-Mail bids shall not be accepted.
