Art. 1 General Provisions The, or Unimi, manages the accommodation referred to in these Regulations by entrusting to a private person, hereinafter the Managing Agent, through a tender process, the following services only: coordination and Welcome Desk, cleaning and laundry, and minor maintenance. On admission to the Apartment, the student must sign these Regulations in the relevant places, without reservation or exception, in acceptance thereof. Apartments are allocated on a strictly personal basis and students are forbidden from transferring occupancy to others, even if only temporarily. All breaches of this rule shall result in the application of the sanctions described in these Regulations, including withdrawal of the benefit, without prejudice to the University s right to notify the breach to the relevant Authorities in cases envisaged by the current provisions of law. Students cannot transfer their legal place of residence to the Unimi Apartment, not even temporarily, but they can indicate it as their home address. Art. 2 Handover of the accommodation a) Students are entitled to use the apartment according to the terms and in the manner established in the competitions or in the provisions for admission. b) It is guaranteed that the allocated apartment will include all the usual furnishings, bed linen and fittings, as listed in the inventory at the time of admission. c) Upon admission, the student must sign the accommodation handover inventory which describes the state of the accommodation and contains a list and the condition of the furnishings in the bedroom and other rooms. The student must set out in writing any observations they may have concerning the state of the accommodation and the condition of the furnishings and fittings. In the absence of any such observations, the statements made by the Managing Agent in the inventory shall prevail. Art. 3 Security Deposit Leaving Accommodation a) Prior to taking over the accommodation, the student must pay a non-interest earning security deposit to cover any damages or breakages caused to the assets, structures and furnishings handed over, as well as any charges owing for non-routine cleaning or any other work carried out by Unimi for which the student is responsible. tel. +39 02503 111 2
Without prejudice to the adoption of any disciplinary measures and after writing to the interested party, Unimi, after assessing the extent of any damage and relative responsibilities, shall deduct the corresponding amount from the security deposit, without prejudice to reimbursement of further sums. The student is obliged to replace the amount of the security deposit originally paid within 30 days of receipt of the aforementioned written communication. If the student fails to pay the deposit or replace the amount, they will lose all rights to the benefit. Unimi reserves the right to take appropriate action should the student fail to reimburse damages, where such damages exceed the value of the security deposit. b) At the end of the accommodation period, the student must return the accommodation in the same condition in which they found it at the time of occupancy, barring normal wear and tear. c) The student undertakes to give the Managing Agent at least 7 days notice of their intended departure, in order to arrange for a joint inspection on the day of departure, during which the student will be required to sign the relevant handover inventory and return the apartment keys. d) All rooms must be handed back cleared of all personal belongings and clean enough to allow their occupation by others. The student will be held personally liable for all modifications made, and not recorded on the initial inventory, including any inventory shortages, breakages, and damages that clearly fall outside the definition of normal and reasonable wear and tear. Unimi will return the security deposit after the student has moved out of the accommodation. Art. 4 - Rights a) Students who have been regularly assigned Unimi accommodation may exercise their collective rights by attending Residence meetings. Each apartment is assigned a reference Hall of Residence, according to location. b) Residents may make use of the communal areas and the services located within the University Halls of Residence. tel. +39 02503 111 3
Art. 5 Obligations a) The student undertakes to pay Unimi the accommodation fee by the 10 th of every month if they are using the accommodation as short-term lodgings. Payment delays of more than one month will result in the accommodation being withdrawn and the entire amount of the security deposit will be retained. b) Utility bills (electricity) in respect of the proper use of the allocated accommodation are included in the fee. Where such charges exceed the average charges in similar accommodations, systematic checks will be carried out to determine the cause and take the necessary action (including, where necessary, charging the student if it is found he/she has acted carelessly). c) The student is responsible for all telephone charges, as well as for the costs of activating and cancelling the telephone contract. d) The occupant is also responsible for cleaning his/her room and the toilet facilities. The Managing Agent will arrange for the accommodation to be cleaned every fortnight, as follows: dusting of fixed and movable surfaces; washing of floors, windows and shutters; cleaning and disinfection of bathroom and toilet fittings. Bed and bathroom linen will also be changed at the same time. e) The student undertakes to make careful use of the movable items provided, and will be liable for any damages occasioned to his/her room, for any missing inventory items, and for damages of any kind caused to the building. f) It is absolutely forbidden to keep animals inside the apartment, even if otherwise stated in the residents' rules. g) The student is under obligation to only use domestic appliances or other types of electrical equipment manufactured in compliance with safety standards and bearing the appropriate quality mark. h) Breakdowns of the installations and equipment must immediately be notified to the management staff who will ask the appropriate technical services to attend. i) Students must use the apartment solely as residential accommodation and must inhabit it. They cannot sub-let their apartment to others, even free of charge, for any reason, on pain of withdrawal of the benefit. tel. +39 02503 111 4
j) The student must not alter or make irreversible changes to the furnishings, remove or add furniture, or install domestic appliances, unless they have Unimi s permission to do so. Neither must he/she install closing devices for the apartment other than those which are already provided. k) The student is obliged to comply with the current provisions of the law, and with urban police and public safety rules where applicable, as well as the residents' rules. l) The student must always comply with rules on good neighbourliness and consideration for the occupants of the building in which their apartment is situated. They must not cause disturbance (shouting, loud noises, etc.) to their neighbours, especially in the evening and at night. m) The occupant must notify the Managing Agent if they intend to be away from the apartment for more than two weeks. Art. 6 Access to the accommodation by Unimi and the Managing Agent Unimi and the Managing Agent have copies of the key to the accommodation. Access to the accommodation by Unimi or the Managing Agent takes place: 1. In the presence of at least one of the occupants, for the purpose of carrying out periodic checks during the allocation period; 2. Without the presence of the occupant/s, provided that, where possible, at least 24 hours notice has been given, in order to carry out non-routine checks or work on the installations in the apartments; 3. Without the presence of the occupant/s in the following cases: a) To carry out urgent or scheduled work or repairs; b) To complete the periodic cleaning operations and change of bed and bathroom linen; c) To check the state of the accommodation; d) At the start and end of the allocated accommodation period; e) In the event of a prolonged absence, or if the accommodation is unduly occupied by persons other than the student, in order to take disciplinary actions, if required. tel. +39 02503 111 5
Art. 7 Authorised relocation to alternative accommodation Authorised relocation to alternative accommodation will occur in the following cases: a) The need to carry out non-routine or urgent technical work; b) The need to change a (double occupancy) apartment from a male to a female apartment or vice-versa, when a mix of men and women are assigned an accommodation; d) The need to separate students allocated the same apartment in cases where cohabitation has become problematic due to character differences and/or misunderstandings. Art. 8 External visitors Students are permitted to invite a maximum of 2 guests into their apartments between 9.00 a.m. and midnight, provided that they themselves are present, that they do not disturb other occupants and that they seek permission from their roommate. They are liable for any damages caused by their visitors. Art. 9 Disciplinary measures Any student who, having been allocated accommodation, breaches the conditions set out in these Regulations, causes annoyance or damages Unimi property will be promptly reported by the Managing Agent to a Unimi Officer, who will notify the interested party of the complaint, without prejudice to latter s right to rebuttal within 5 days of the notification of the breach. Based on checks and the rebuttal, the responsible Officer will archive the complaint if there is no evidence of infringement. If, on the other hand, infringement is confirmed, he/she will determine the appropriate sanction. The applicable disciplinary measures are as follows: a) Reprimand: a written complaint by the Officer in charge of the Service. If the student wishes to contest the reprimand, he/she may lodge an appeal with the General Manager. b) Temporary dismissal from the apartment: suspension of the accommodation benefit for up to a maximum of 60 days. This sanction is applied in the event of breaches of these Regulations or when the Student receives at least two written reprimands during the period of his/her stay in the apartment. University. c) Permanent dismissal from the Apartment: the Student s permanent suspension from the accommodation benefit. This sanction is applied when the occupant's behavior has resulted in grave damage to the Organisation or to others, or when more than one temporary suspension has already been applied. Permanent dismissals are authorized by the General Manager. If the student wishes to contest the sanction, he/she may lodge an appeal with the Rector of the University. Art. 10 Precautionary measures In serious cases involving the student s possible dismissal from the apartment, the student s benefits may be suspended even before the start of disciplinary proceedings. Precautionary measures are authorised by the Rector of the University. Students who are subsequently exonerated from the breaches are entitled to have their benefits reinstated. Art. 11 Final provisions a) Unimi is not liable in the event of theft, trespass or occupation to which the student may be subjected. b) By accepting the apartment, the student undertakes to comply strictly with the conditions set out in these regulations, which he/she shall sign upon accepting the accommodation. For any matters not expressly provided for under these Regulations, reference shall be made to the provisions of the call for applications, the terms of the competition and the project-bid submitted by the Managing Agent, as well as to the provisions of the Laws on Public Safety.
