There is n actin required at this time. At the regularly scheduled January 19, 2011 hearing, Planning Department (Department) staff gave a presentatin fcused n Article 10 Landmark designatins t date. The presentatin identified trends related t the lcatin, prperty types, scial histry, and cnstructin dates f existing Landmarks. It als prvided backgrund n designatins made primarily fr a prperty s assciatin with a significant persn, event, r cultural grup, rather than slely fr its architectural qualities. The Department prvided this infrmatin, at the HPC s request, in rder t infrm and priritize the HPC s Wrk Prgram fr FY2010 2011. At the January 19, 2011 hearing, the HPC requested additinal infrmatin t assist in the priritizatin f the Wrk Prgram. This additinal infrmatin includes the status f Department review f cmmunity spnsred histric and cultural surveys and a cmpilatin f previus dcumentatin related t past Landmarks Preservatin Advisry Bard s Wrk Prgrams. Based n the Department s previus analysis f underrepresented Article 10 prperty types and styles, the Department has als cmpiled additinal infrmatin that may be f assistance in the priritizatin prcess. Based n the directin given t Department staff at the March 2, 2011 hearing, the Department will return with a draft Wrk Prgram fr review and actin at a future HPC hearing. Owners f ptentially impacted prperties, related Citizen Actin Cmmittees, the wider preservatin cmmunity, and ther interested stakehlders will be nticed regarding this future hearing. It is the Department s understanding that the analysis cntained in this reprt will be used t infrm and priritize the HPC s Landmark Designatin Wrk Prgram (Wrk Prgram) fr FY2010 2011. The budget fr this fiscal year allcates ne full time equivalent (FTE) staff t Landmark designatin and ther related activities as directed by the HPC. Given the number f eligible resurces identified in recent surveys and in past Landmark Preservatin Advisry Bard wrk prgrams, and the wrklad assciated with each designatin, staffing fr nly a limited number f designatins is feasible. Executive Summary Hearing Date: December 15, 2010 Landmark Preservatin Wrk Prgram PROJECT DESCRIPTION Part 1: Analysis f Existing Landmark Designatins T dcument trends, the Department cded each Landmark based n a range f variables including: date designated, age f prperty when designated, cnstructin date, style, prperty type, and scale. Results f this cding were charted and displayed in GIS maps. (See Appendix.) In additin, prperties that were fund t be significant due whlly r in part t an assciatin with a significant persn, event, r ethnic r cultural cmmunity were identified. Landmark Preservatin Advisry Bard Designatins The purpse f Landmark designatin is tw fld: t bestw distinctin upn and fster appreciatin f San Francisc s mst significant buildings, structures, and bjects, and t prvide an additinal measure f prtectin fr prperties vulnerable t demlitin r inapprpriate alteratin. The Landmarks Preservatin Advisry Bard (LPAB) was established in 1967 with the adptin f Article 10 f the Planning Cde. The City f San Francisc designated 260 Article 10 Landmarks and 11 Histric Districts in San Francisc during the LPAB s fur decades f activity. Missin Dlres, San Francisc s ldest extant building and first Article 10 Landmark, was designated in 1968. The 1960s 1970s was a particularly active perid fr Landmark designatin. Over 40% f San Francisc s Landmarks were designated during the first decade f preservatin activity. Early designatins fcused n churches, cmmercial buildings and 1850s era brick cmmercial buildings cncentrated in the Jacksn Square area. Relatively few residential buildings were designated just ne f the first 40 San Francisc Landmarks was residential, the Clnel Dames Octagn Huse (Landmark N. 17). The 1980s als witnessed significant designatin activity, with a ntable cncentratin f designatins in the Dwntwn area. The last tw decades have witnessed a significant decrease in the number f individual Landmark designatin, averaging fewer than fur designatins per year. Just ne building was designated in 2009 (Metr Theater, Landmark N. 261) and ne in 2010, the Marina Branch Library. See Figure 1. The LPAB was nt cnsistent in its numbering system fr designatins. Individual Landmark designatins typically cnsist f a single building; sme individual designatins, hwever, included several buildings, fr example, Landmark N. 210 cvered the Murphy Windmill and adjacent Millwright Cttage. Other clusters f buildings received individual Landmark numbers fr each building, fr example, the Tanfran Cttages (Landmark N. 67 and 68), and Wds Hall (Landmark N. 257) and the adjacent Wds Hall Annex (Landmark N. 258). 2

Mre than half f all Landmarks are survivrs f the 1906 earthquake and fire. Victrian era styles, in particular, Italianate design, as applied t single family dwellings and cmmercial brick buildings are well represented. Many Landmarks were built during the perid f intense building activity that characterized the recnstructin f San Francisc in the decade fllwing the disaster. Styles f these buildings drew heavily frm the Beaux Arts and Classical Revival design idims. Just 3% f Landmark buildings were cnstructed after 1930, resulting in few buildings designed in a Mdern style. Ntably underrepresented are buildings designed in the reginal vernacular, the Bay Regin Traditins. See Figure 2. San Francisc s Landmark s were designed by Master architects f lcal and natinal significance, including Willis Plk, Timthy Pflueger, the Newsm brthers, Luis C. Mullgardt, Julia Mrgan, Jhn Reid Jr., Jhn Galen Hward, A. Page Brwn, H. C. Baumann, Henry Geilfuss, Frank Llyd Wright, Ernest Cxhead, Bernard Maybeck, and Albert Pissis. Due in part t the lss f building permit recrds during the 1906 disaster, the names f architects fr almst a quarter f Landmarks are nt knwn. 3

Currently there is just a single Recent Past Landmark, the San Jse Theater / NAMES Prject building (Landmark N. 241), at 2362 Market Street. It is an unusual Landmark fr San Francisc in that its significance is derived frm its assciatin with the 1980s AIDS Quilt prject, rather than fr specific architectural qualities. The building is greater than 50 years f age, cnstructed in 1906, and, due t numerus alteratins, des nt pssess distinctive characteristics in terms f design, wrkmanship, r materials. Just 10 buildings cnstructed after 1930 are designated Landmarks. Hwever, past Landmarks Preservatin Advisry Bards, beginning in 1975, have demnstrated a willingness t designate Recent Past prperties. See Figure 3. The LPAB designated eight buildings that, at the time f designatin, were less than 50 years ld. These include: - Landmark N. 72: Frank Llyd Wright s V. C. Mrris gift shp, designated in 1975 at age 26 - Landmark N. 84: War Memrial Cmplex, designated in 1977 at age 46 - Landmark N. 99: Schenstein Pipe Organ Factry, designated in 1977 at age 49 - Landmark N. 107: Public Wrks Administratin era Rincn Annex Pst Office, designated in 1980 at age 41 - Landmark N. 122: Clay Street Center, designated in 1981 at age 49 - Landmark N. 170: One building included in the Grace Cathedral Clse Landmark designatin the Cathedral Schl fr Bys, a Mdern building erected in 1966 was designated in 1984 at age 18 4

Just a handful f residential Landmarks are small scale r vernacular, including the Stanyan Huse (Landmark N. 66), the Tanfran cttages (Landmarks N. 67 and 68), an earthquake refugee shack (Landmark N. 171), the Shipwright s Cttage (Landmark N. 250), and the Glazer Keating Huse (Landmark N. 251). Few apartment buildings are designated Landmarks; exceptins include The Chambrd (Landmark N. 106), Gaylrd Htel, a residential htel (Landmark N. 159), and the Hward / 26 th Street Cttages, a lw rise residential cmplex (Landmark N. 206). A quarter f Landmarks are gvernment, educatinal r institutinal buildings. These Landmarks include six fire statins, ten schls, five Carnegie branch libraries, and a handful f state and federal buildings. The diverse range f institutinal buildings include several hspitals, a Clumbarium, and scial service, fraternal, r neighbrhd rganizatin buildings, including: - Landmark N. 86: Ptrer Hill Neighbrhd Huse, which served the Mlkans, a sect f Russian immigrants 5

Cnservatry f Music) Nine percent f Landmarks are religius buildings, nearly all are Christian churches with the exceptin f the Ohabi Shalme Synaggue (Landmark N. 81) and the B nai David Synaggue (Landmark N. 118). All f the religius buildings, with the exceptin f St. Brigid s Church (Landmark N. 252), were designated prir t the passage f Califrnia Assembly Bill 133 in 1994. Passed by the state legislature, AB 133 gave religius rganizatins abslute cntrl ver whether their prperty culd be histrically designated by a city r cunty. N ther prperty wners have this pwer. 1 St. Brigid s Church was designated after the prperty was transferred t a private entity. A third f San Francisc Landmarks are cmmercial (15%), ffice (10%), r industrial (8%) prperty types. Cmmercial buildings include 10 mvie theaters, 10 banks, six htels, and several restaurants and retail establishments. Landmark ffice buildings are typically ffice twers lcated in Dwntwn r smaller scale mixed use buildings with ffices n the upper stries. Industrial buildings are ften tw t three stry brick warehuses, many are lcated in the Suth f Market area. A few cmmercial and industrial buildings are ntably small in scale, including Hffman s Grill 2 (Landmark N. 144), Jack s Restaurant (Landmark N. 146), and F.V. Wilbert s Blacksmith Shp (Landmark N. 149). Nt all San Francisc Landmarks are buildings. Landmark structures and bjects include sculpture, bridges, signage, and linear features such as the Path f Gld Light Standards alng Market Street and the Glden Triangle Light Standards. Several bridges are designated, including the Third Street Bridge (Landmark N. 194) and Glden Gate Bridge (Landmark N. 222). Designated sculpture and bjects include Ltta Crabtree Funtain (Landmark N. 73), Samuel s Clck (Landmark N. 77), the Dggie Diner Sign (Landmark N. 254) and numerus sculptures and mnuments in Glden Gate Park. Several landscapes are als designated, including the Music Cncurse in Glden Gate Park (Landmark N. 249) and Washingtn Square Park (Landmark N. 226). 1 Margaret Randal. DEPARTMENT REVIEW As a means t start discussin, the Planning Department has reviewed all f the eligible prperties, and cmpiled a list intended t represent a diverse selectin f prperty types, perids, and criteria f significance. One district, the Dubce Park District, was selected frm the several that were dcumented and adpted as eligible. The Dubce Park Histric District cntains at ttal f 89 prperties. 80 f these prperties have been identified as cntributrs, giving the District a remarkably high cncentratin f significant and intact buildings. There is nly ne ntable intrusin: the Harvey Milk Center fr Recreatinal Arts at the west end f the park, which was cnstructed well after the perid f significance. Cnstructin dates fr the vast majrity f cntributing resurces within the District range frm ca. 1897 t apprximately 1905. While many were fund t be eligible, churches and ther religius buildings were excluded t avid cnflicts with RLUIPA and AB133. Additinally, Schl District prperties and Fire Statins were excluded pending future discussins f designatin prgrams by prperty type with each City Agency utilizing mre specific cntexts. Eligible prperties were gathered, and srted int fur categries: Residential apartment buildings and htels; single family and small flats; cmmercial, industrial and fraternal; and autmtive. Buildings were then srted by integrity, assciatins and uniqueness. The resulting list f 23 buildings are the results f these reviews. Tw prperties are included fr discussin were nt evaluated in the survey, but are prvided t encurage additinal diversity in the discussin. The first is a prperty identified in the San Francisc Mdern Architecture and Landscape Design 1935 1970 cntext statement which was funded by a grant frm the Office f Histric Preservatin, and is t be presented t the HPC fr adptin in early 2011. The ther was a suggestin f ne the City s Preserve America Prgram partners.
