WESTCHESTER COMMUNITY COLLEGE, HISTORY (RG16) Westchester Community College was founded in 1946 as the New York State Institute of Applied Arts and Sciences. The College was first housed in Battle Hill Junior High School of White Plains. New York State transferred the assets ($568,145) of Westchester Community College to the County in December 1954. In 1957, the County of Westchester bought the 360-acre John Hartford estate in Valhalla and designated 218 acres for the community college.
