COLUMBIA COUNTY RESOLUTION 2013-09 Being an Resolution of Columbia County Washington repealing previously adopted Planning Department Land Use Fee Schedules including those adopted by Resolution 2010-47. WHEREAS, The Columbia County Board of Commissioners have established a schedule of fees for certain land use applications and pennits processed through the Planning Department acting as the Planning Agency for the County, and; WHEREAS, the County may exact fees to cover the costs associated with processing and issuing land use applications and permits including requests for zone changes and Comprehensive Plan amendments, and; WHEREAS, the last review and update of said fee schedule was approved on December 20, 2010, and; WHEREAS, there are certain actions and or permits for which a fee has not been adopted, and; WHEREAS, certain codes have been adopted or will be adopted, that require land use applications and review including but not limited to Binding Site Plans and Development agreements, and; WHEREAS, costs to the County of maintaining a Planning Agency and direct costs associated with processing certain projects have increased significantly so that the current Fee Schedule does not adequately reflect the fiscal burden to the county; that: NOW THEREFORE, BE IT RESOLVED, by the Board of Columbia County Commissioners SECTION 1: Repealing current Fee Schedule: The current Fee Schedule, attached as EXHIBIT "B", adopted December 20, 20 10 by Resolution 20 10-47, and any other Planning Fee schedules howsoever adopted, is hereby repealed. SECTION 2: Adoption of new Fee Schedule: The Schedule of Planning Department Fees hereto attached as Exhibit "A" is hereby adopted: SECTION 3: Severability: If any section, sub-section, or other portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such section, subsection, or portion shall be deemed a separate portion of this Ordinance and such holding shall not affect the validity of the remaining portions of this Ordinance.
