The Soft copies of the Bid documents consisting of eligibility criteria of the bidders, space of the godown, etc., terms and conditions of lease contract, can be downloaded by the bidders registered with e-procurement for e-tendering on furnishing necessary details in the website. Both the Technical and Financial Bidding is through e-tendering only. The bidders can upload all the documents as per PQR for technical evaluation and financial bids for financial evaluation through online only. The owner who owns godown and ready to provide other required facility before handing over the godown can also apply. A reversal action process
will be conducted for only the qualified bidders in the Technical Evaluation, which will be compared with that of the Financial Bids of the individual bidders for finalisation. Separate proforma of both Technical and Financial Bids shall be uploaded for individual godowns. Prequalification requirement of Agencies : 01. There should be authorised permission for construction of the godown. 02. The quality of the construction of godown should be good with Light roofing / AC sheet roofing. 03. There should be bore well facility / water facility and toilets and parking space for the staff. 04. The godown should have 03 phase power supply and godown should have electrical wiring inside and outside the godown / lighting and required fittings should be installed. 05. Godown should Industrial flooring / strong flooring for using trollying inside the godown. and open parking should be with Jelly. 6. There should be open space for parking lorries of about 15-20 07. There should be good approach road to the godown and the road should be of minimum 30. 08. The godown should have compound surrounded and a security room at the main door. 09. Any additional necessary work / alteration should be carried out by the owner. 10. Insaurance : After handing over the godown to the Corporation, the stocks stored in the godown will be covered under insurance by the Corporation, whereas the building has to be covered under insurance by the owner every year and a copy of the policy be given to the Corporation. 11. Local taxes pertains to the godown has to be borne by the owner 12. Any repair work as informed by the Corporation has to be done by the owner. The owner has to attend such repair work during the working hours of the Corporation with prior intimation to the concerned authority. If the repair work is not carried out by the owner, they in such circumstances, the Corporation can get the same repaired and the cost of such repair has to be deducted out of the monthly rent payable. 13. 14. Copies of the sale deed, Construction permission and blueprint, latest encumbrance certificate, khata, latest tax paid receipt, location/godown map, key plan for location should be uploaded. 15. The rent for the godown will be paid on carpet area basis. and Service tax will be paid by the Corporation. The tax on the amount will be deducted from the rent. No rent for the open space. 16. Financial bids of the godown owners which do not meet the pre-qualifying requirements (technical bids) will not be considered. 17. The Executive Director (A&I) shall cause to examine the PQR documents of the godown and on that basis, a list of qualified bidders will be prepared and intimated to the tenderers. 18. The financial bids of the qualified bidders only will be opened in the presence of available qualified bidders or their authorised representatives, on the date and time to be intimated to them separately. 19. The rates quoted by the bidders are negotiable. 20. The Corporation reserves right to accept / reject any or all the tenders and reduce / increase the space requirement of the godown. 21. Both the owner of the godown and the Corporation can terminate the agreement by giving 90 days notice. 22. The Financial bids of the technically qualified bidders only, will be downloaded/opened in the presence of available qualified bidders or duly authorised representatives, on the date and time to be intimated to them separately. 23. Tenders with incomplete information will be rejected 24. Conditional Tenders will be rejected. 25. Tender documents shall be uploaded on line at e-procurement portal. 26. Submission of the tender by the Agency implies that these conditions have been read and is aware of the scope of the service.
27. Tenders not uploaded in the prescribed form will be rejected. Tenders, which propose any alternations in the service specified or containing other conditions of any sort, will be rejected. Tenders will be downloaded in the presence of tenderers or their duly authorised representatives, on the date and time specified herein. 28. Final acceptance of the tender rests with the Managing Director, KSBCL, who reserves the right to accept or reject any or all tenders without assigning any reasons there for.
