OAKLAND FARM CONDOMINIUM ASSOCIATION, INC. RULES AND REGULATIONS REVISED: June 20, 2016 1. Changes to existing decks or addition of new decks require prior written approval from the Oakland Farm Condominium Association (OFCA) Executive Board. Please refer to Appendix 1, REQUIREMENTS OF OAKLAND FARM CONDOMINIUM ASSOCIATION, INC. FOR THE ALTERATIONS OR ADDITIONS OF DECKS. Decks and railings may be preserved with clear, semitransparent or solid stains in a shade of brown. No decks or railings shall be painted any other color. Composite decking is permitted; materials and colors must be approved by the OFCA Executive Board. No cabinets, shelves, portable tent-like shade units or other structures shall be affixed to the deck or building. Patio tabletop umbrellas are permitted and must be maintained in good condition and be of a color compatible with the building. No floral or print umbrellas are permitted. Permanent, dark green retractable awnings are permitted. Installation requires prior written approval from the OFCA Executive Board. Awnings must be attached to the building under the soffit. No awnings may be attached to the roof. 2. NO Unit Owner shall keep in the garage and / or attic any flammable, combustible or explosive material, chemical or substance, except such commercial products as are required in normal household use. If you, the Unit Owner, are considering gas or oil heating, air conditioning and / or generators, you MUST GET PRIOR WRITTEN PERMISSION from the OFCA Executive Board. 3. Unit Owners must get prior written permission from the OFCA Executive Board for improvements of any kind to Limited Common Spaces (i.e. attics, garages, decks, patios) or to allow any contractor upon Common or Limited Common Areas for any purpose. The Unit Owner must provide the contractor s license and liability insurance, as well as Worker s Compensation insurance if applicable. 4. The sidewalks and entrances must not be obstructed or encumbered or used for any other purpose other than ingress and egress to and from the units. 5. NO SIGN, including without limitation, For Sale, For Rent, Open House, business advertisements, notice or other lettering shall be exhibited, inscribed, painted or affixed by any Unit Owner or Unit Renter on any part of the premises or buildings without prior written consent and approval of the OFCA Executive Board. No newspaper tubes are to be used in any form or decals and similar decorations on mailboxes. 6. During the holiday season, electric candles with white / clear bulbs may be placed in the windows. Clear / white lights may be placed in the bushes in front of the units. Lights are not to be affixed to the units in any manner. Multicolored, blinking or running lights are prohibited on the exterior of the unit. Freestanding lighting displays are not permitted on the common areas. 7. NO BUSINESS is to be conducted out of the Unit that requires clients and / or deliveries coming and going on an ongoing basis.

8. Unit owners shall provide to the property management company (Premier Property Management) the name and local telephone number of a person to call in an emergency, should the unit owner not be available for contact. 9. NO screening, weather vanes, velocity indicators, radio, television or other electronic antenna are allowed. Satellite receiving dishes or other reception or transmission devices and their location must be approved by the OFCA Executive Board. No devices shall be attached to the roofs or cupolas of the buildings or placed in any common area. No awnings (except deck awnings of uniform design and color already approved by the OFCA Executive Board and only upon written approval of the OFCA Executive Board), blinds, shades, screening or otherwise shall be attached to, hung, or used on the exterior of any window or door of the unit or the deck. Inquiries as to this rule should be addressed in writing to the OFCA Executive Board. Use of drones is prohibited on Oakland Farm property. A drone is an unmanned aerial vehicle that is remotely piloted. Applications for an exception to this prohibition may be made in writing and sent to Premier Property Management. The reason for the request must be clearly stated. Exceptions to this prohibition may be granted for good and sufficient reason only by the written consent of the OFCA Executive Board and will be limited to a specific date and time. 10. Unit Owners, Unit Renters, their children, grandchildren and / or guests are allowed on the common areas. However, no bicycles, carriages, scooters, toys and games, i.e., badminton, volleyball, croquet, basketball, etc. may be left overnight in the driveway or common areas but must be kept in the garage or unit when not in use. 11. Garbage and similar food refuse and waste shall be placed in Heavy-duty Containers and placed at the end of the Unit Owner s driveway the night before or morning of pick-up. DO NOT place garbage or trash out earlier than the PM (evening) before the pick-up-day. Plastic trash bags, if needed, should be strong and used ONLY FOR NON-FOOD items (the kind that will not attract birds and animals). Unit Owners and Unit Renters must remove garbage containers from the road and / or driveways as soon as possible after scheduled pick-up. If this is not possible please ask a neighbor or friend to help you. Town Dump Stickers are available at the Town Hall. Contact the current disposal service and they will, at an additional charge, pick up extra trash. Names and addresses are to be put on containers and lids. No trash receptacles including but not limited to dumpsters, etc. shall be placed on limited common areas without prior approval of Premier Property Management. Approved dumpsters must be placed on skids to protect the driveway. 12. The OFCA Executive Board is NOT RESPONSIBLE for the loss or damage to any supplies, goods and / or packages of any kind delivered to the Unit Owners or Unit Renters. 13. The OFCA Executive Board and the Association are not responsible for any damage or liability to any unit which has been left vacant for thirty days or more. The Unit Owner must notify Premier Property Management if the unit will be unoccupied for a period greater than 30 days for the purpose of water considerations. The OFCA Executive Board shall have the right to have a Unit Owner cease using an exterior alarm system if said system cannot be properly managed by the Unit Owner. 14. The OFCA Executive Board SHALL HAVE THE RIGHT TO ACCESS any unit for the purpose of making repairs, replacements or improvements with the permission of the Unit Owner or Unit Renter. They may also have the right to access any unit to remedy certain conditions that could

result in damage to the unit or connecting unit, i.e., gas leaks, water leaks, broken electric wires, etc. without permission of the Unit Owners or Unit Renters. 15. Barbecue grills are allowed, with the adequate safety precautions, only on open decks or on the ground in the rear of the units. Grills are not to be used in the driveways or garage or enclosed / screened in porches. (see Rule #2). 16. No boats, boat trailers, motor homes, trucks or vehicles displaying lettering of a business nature, camping trailers, camping vans, go-carts, dune buggies, golf carts or other similar vehicles, whether of a recreational nature or otherwise will be permitted on driveways or streets. No maintenance or repair work shall be done on any vehicle except when in a garage and totally isolated from public view. By advanced request in writing to the OFCA Executive Board permission may be granted to park a motor home, camping trailer or van of guests on the driveway of a unit for a limited period of time, not to exceed seven days. 17. Flowers shall not be planted nor ornaments placed on the COMMON AREAS without approval. Flower bed ornaments, bird baths and bird feeders may only be placed on the side or rear of the buildings. These ornaments must be compatible with the uniformity and quality of the grounds and appearance of the buildings. The OFCA Executive Board reserves the right to request removal of items determined to be incompatible. Owners and their tenants are not permitted to make repairs or improvements on Common and Limited Areas in the form of planting, such as flower and vegetable gardens, nor fertilizing. They are not permitted to contract with any vendor for such purposes without approval from the OFCA Executive Board. This includes landscapers, gardeners, or other similar vendors. Contractors on the Oakland Farm property in violation may be asked to leave immediately and any attendant expense incurred is the responsibility of the unit owner. Permission may be granted in writing by the OFCA Executive Board. Generators, propane tanks, air conditioning units and other similar equipment must be approved by the OFCA Executive Board before installation. Occlusive evergreens of appropriate height and width must be planted to block equipment from view. Equipment that perforates the roof shingles may not be installed. This includes but is not limited to awnings. Vents that perforate the roof must be approved before installation. Propane tanks must be stored outside. Owners are permitted to fly an American flag no larger than 4x6 feet. The flag holder should be placed on the garage. Up to one additional flag is allowed. 18. Planting of flowers or shrubs in or around utility boxes or poles is not permitted. The maintenance of this is the responsibility of Oakland Farm Condominium Association. 19. Unit Owners are not to contact any insurance provider of the Oakland Farm Condominium Association. Questions as to Liability for any damage to a unit must be addressed to the Premier Property Management. 20. Only one dog and / or one cat is allowed per unit, not to exceed 25 lbs. Exceptions require OFCA Executive Board approval. No pet shall be permitted in or on any portion of the common areas unless carried or on a leash. Unit Owners and Unit Renters are responsible for keeping their pet always leashed and picking up after them. No invisible fences shall be installed on the limited common area. Unit owners should refrain from feeding wild life and birds seen in the common area as the feeding often attracts unwanted animals and rodents, i.e., skunks, mice and rats. 21. Unit Owners and Unit Renters shall not air-dry on their porches, decks, patios, roofs or common areas. Clothing reels or lines are prohibited. In addition, no clothing, tablecloths, beach towels, rugs or similar articles shall be left on decks, porches, patios, or hung over railings.

22. Window treatments shall be lined or painted white to maintain the continuity of the exterior of the building. 23. ALL automobiles shall be housed in the unit garages. If the Unit Owner or Unit Renter has more than two cars, a written request must be submitted to the OFCA Executive Board for permission to park on the driveway temporarily. During periods of snow removal and sanding, automobiles shall not be parked on the road overnight and shall never be parked on the grass or unpaved areas. Automobiles of guests may be parked in the driveway for the duration of their stay. Garage doors shall be kept closed at all times, except upon entering or leaving, or left partially open as ventilation. 24. Garage or yard sales or any similar activity shall never be permitted. Unit owners are permitted to conduct an estate sale with certain provisions. These include: All business must be conducted inside the unit. The garage doors must remain closed during the sale. The estate sale may be conducted for no more than 6 continuous hours. A second consecutive day will be permitted if necessary. A unit owner may conduct only one estate sale per year. The unit owner will ensure that no cars are parked on the grass or blocking any roadways, driveways or mailboxes. Two small signs are permitted and must be removed immediately following the sale. 25. No changes shall be made to the exterior of your units, roofs, cupolas, decks, limited common areas (garage and attic) or the common area grounds without a prior written request approved by the OFCA Executive Board. This includes but is not limited to, painting, staining, modifications and construction work in the interior of the garage and / or attic (this is essential to maintain a safeguard against the overloading of interior trusses beyond allowable load stress limit), extensions or modifications of decks, screening of porches, adding glass and screen enclosures and storm doors. 26. No Unit Owner may make conversions on their heating and or their air-conditioning systems without prior written consent of the OFCA Executive Board. A list of the requirements must be obtained from Premier Property Management. The information you obtain from your contractor must be enclosed with your request before permission can be considered and / or granted. Upon completion evidence that a Building Inspection has been completed must be submitted to Premier Property Management for the Association records. If the Association does not receive this evidence the Association will ask the Building Inspector to inspect the project and all costs related to said inspection will be billed to the Unit Owner. 27. Unit Owners must send a written request with a drawing for the planting of additional gardens, shrubs, and / or trees to be added around the unit. Due to electrical, telephone and television wiring, septic systems and leaching fields it is critical that you get these plans approved by the OFCA Executive Board. The care, upkeep and replacement of these gardens, shrubs and trees is the responsibility of the Unit Owner (and future Unit Owners unless removed) and not Oakland Farm Condominium Association. The Association only maintains gardens in the front and sides of the units to the end of the garage. The Unit Owner is responsible for maintenance of all other gardens / plantings.

28. No fence or edging of any type (decorative bricks, wood, rubber, etc.) or height may be placed around the flower beds, shrubs and trees in limited common or common areas. 29. Small window air conditioners may be approved upon written request in advanced of installation to the OFCA Executive Board. The unit Owner or Unit Renter must agree to install, at his own expense these air conditioners only in side or rear windows and agrees to remove the conditioners and provide storage at the end of the air conditioning season. Units must be able to set within window wells and not need exterior bracing or support. 30. No Unit Owner or Renter shall make or permit any disturbing noises in the unit by himself, his family, visitors, etc., nor do or permit anything by such person that will interfere with the rights, comfort or convenience of other Unit Owners or Unit Renters. 31. Monthly assessments are due and payable at the office of Premier Property Management, 26 Valley Rd Suite 203, Middletown, RI 02842, 401-845-2128, on the first day of the calendar month. Checks should be made payable to OAKLAND FARM CONDOMINIUM ASSOCIATION, INC. Payments must be mailed to or dropped off at Premier Property Management in time to reach the office on the due date. A late charge of 5% of overdue assessments shall accrue on those unpaid assessments if they are not paid by the Unit Owner within ten (10) days after the due date. This is provided for in the By-Laws, #5.10. 32. Unit Owners, Unit Renters, their guests, workmen and employees of the Association shall operate their vehicles at a speed of 20 mph within the confines of Oakland Farm and shall observe all other posted signs, including but not limited to STOP signs located at the intersections. 33. No more than two (2) people per bedroom can occupy the Unit. 34. A Unit Owner has the right to lease his Unit provided he complies with the following stipulations: a. The term of the lease must be a minimum of 6 months as provided for in Oakland Farm Condominium Association By-Laws. Sub-leasing is not allowed. b. The Unit Owner agrees to provide an executed copy of the lease form along with the completed Registry Form to the Executive Board of the Association. c. The Unit Owner agrees to present the OFCA Executive Board the aforementioned lease form at least ten (10) days in advance of proposed occupancy date, as well as the Oakland Farm Condominium Association, Inc. Owner-Tenant Registry Form, as provided in Appendix 2 (or can be obtained from Premier Property Management). d. The Unit Owner is responsible for providing a current copy of the Oakland Farm Condominium Rules and Regulations to the tenant. e. Occupants of the Unit, on a day-to-day basis, will be only the tenant or tenants named or listed on the registration form of the Oakland Farm Condominium Association, Inc. Unit Owner-Tenant Registration Form (the Unit Owner will be required to certify the form). f. Realtors are to be advised by the unit owner in advance of these mandatory requirements and will be required to conform. The Association has the responsibility of protecting the long-term investments of all its Unit Owners. g. Unit Owners who do not abide by the above regulations will be required to attend a hearing. A hearing may result in a fine until they are in full compliance.

Diagram of area to be altered or addition to be made 3. Identity of contractor(s) 4. License No. (from your contractor) 5. Copy of Insurance Binder (from your contractor) UPON RECEIPT OF THE ABOVE INFORMATION: 1. Information will be reviewed by the OFCA Executive Board and Premier Property Management. 2. You will receive a letter from the OFCA Executive Board upon approval or rejection. BUILDING PERMIT: (UNIT OWNER S RESPONSIBILITY) 1. You will need to take a copy of your letter of approval and diagram to the Portsmouth Building Inspector to purchase a Building Permit. BUILDING SPECIFICATIONS: 1. Loam must be removed from beneath proposed deck area 2. Area must be covered with polyurethane (6Mil) 3. Polyurethane must be covered with #2 stones 4. At least 3 foot concrete footings are to be used 5. Use pressure treated lumber 6. Use galvanized nails 7. If deck is 30 off the ground, you must use railings 36 high. If it is 30 or more off the ground spindles are required. 8. Refer to Rules & Regulations for requirements for color and materials UPON COMPLETION THE UNIT OWNER MUST: 1. Submit a final copy of the building permit signed and approved by the Portsmouth Building Inspector for Association records. 2.
