AREAS OF GREATEST NEED: The target areas were developed pursuant to: greatest percentage of home foreclosures; highest percentage of homes financed by a subprime mortgage related loan; and areas identified as the most likely to face a significant rise in the rate of home foreclosures. Hillsborough County will initially target the areas of Orient Park, University of South Florida Area and the Palm River/Clair Mel/Progress Village with secondary target areas opening in late summer of 2009. These include Plant City, Town 'n Country and Gibsonton. Distribution and and Uses of Funds: Proposed Actions: Activity 1: Purchase and Rehabilitation of homes and residential properties that are vacant, abandoned, or foreclosed upon, in order to sell, rent, or redevelop such homes and properties Activity 2: Land Banking of properties in the defined target areas that are vacant, abandoned or foreclosed to facilitate redevelopment for the purpose of providing affordable housing and stabilizing neighborhoods Activity 3: Demolition of Blighted Structures that are not economically feasible to rehabilitate or pose a health/safety threat, may be demolished. Activity 4: Redevelopment; Type: 2301(c)(3)(E); 24 CFR 570.201 (a), (b), (c), (e), (i), (n); National Objective: 24 CFR 570.208(a)(3); Start Date: 2/16/2009; End Date: 7/30/2013; Org: HC Affordable Housing; Location Target Areas; Budget: $719,680.20. This activity will be to redevelop vacant or blighted properties in order to offer affordable housing opportunities and to stabilize neighborhoods being impacted by abandoned and foreclosed properties. Housing partners will work with the County to initiate construction of affordable housing within a reasonable period of time, as determined by the County, following demolition. Activity 4: Redevelop vacant or blighted properties to offer affordable housing opportunities and to stabilize neighborhoods being impacted by abandoned and foreclosed properties. Activity 5: Administration and Planning Costs to pay reasonable program administration costs related to the planning and execution of the activities listed above. This includes costs related to staffing for overall program management, coordination, monitoring, reporting, and direct and indirect charges. The properties are under development. The Alexander Woods project is well underway and closed on four more properties. The last two buildings are underway and should be completed this calendar year. The El Capitan property is moving along and meetings with Hillsborough County Development Services is planned for mid April. 3

Activity Progress Narrative: The Alexander Woods project is well underway. Four townhomes closed in this quarter for a total of 63 units of the 80 that have closed. Of the remaining 17 units, four are under contract. Building 4 is 95% completed and will 5

have 3 units available soon. Builidng #5 (8 units) is about 50% complete. Two model units will be available for sale later this year once all of the constructed units are under contract/have sold. Each property will be maintained by the Affordable Housing Department s Land Inventory database to be sold or rented to tenants after redevelopment to NSP eligible households. A request for proposals will be used to procure developers to complete the construction of the affordable housing. Future redevelopment will be for housing for households between 50% and 120% of AMI. They are: 624 Coronet Street, Plant City -Folio: 2092640000 5212 S. 82nd Street, Tampa - Folio: 0484450000 4712 S.87th Street, Tampa - Folio: 0488030000 $2,247,456.90 Activity Progress Narrative: The two lots, 4712 S. 87th Street and 5212 S. 82nd Street were transferred to the nonprofit Rebuilding Together Tampa Bay in mid December of 2016. Only the lot transfer is NSP. The nonprofit is funding the construction. Permits are ready for pickup. Should be done by mid April. Both homes are undercontract and construction should commence in early May. Expect 4-6 months of construction activity. The transfer of the El Capitan property property to Habitat for Humanity is underway and meetings with Hillsborough County Development Services on the vacated right of way will be held in mid-april. Request for appraisal of the additional right of way will occur in the next quarter. It is planned that the transfer will take place in the next quarter or during summer. The two remaining land banked properties (604 Coronet and Foxworth) are on hold until for now. 7
